 Scope of Work:
The purpose of the Education Specialist is to provide overall leadership and coordination for the implementation and accomplishment of the objectives of the Education in Emergency Program and managing the ECHO funded project and ensure that they are in line with CARE Jordan vision, goals, and program principles, standards, approaches and Strategic Plan, CARE International Humanitarian Strategy, the United Nations High Commissioner for Refugees (UNHCR) regulations and requirements, and humanitarian standards (SPHERE, Good Enough Approach, IASC Gender Guidelines, etc.).
He/ she will ensure that gender equailty is at the heart of this effort, and ensuring CARE programming address the specific needs of women and girls.
The Education Specialist is responsible for ensuring the staffs under his or her management conduct their work according to CARE standards and in line with key guidelines like the IASC guidelines on mental health, child protection, early marriage and Education program support in emergency settings.
The Education Specialist should have management experience in (ECHO) or other leading Development parties.

Duties and Responsibilities:

Assessment, Program Design and Planning

  • In association with the Urban Protection Program Director, s/he will ensure the Education in Emergency intervention and activities are executed and deadline are met.
  • Coordinate the development of all program and project implementation plans and budgets within the framework of the program.
  • Participate and support in program design and proposal writing.
  • Focusing on the technical side of the education program and link them to the protection sector focusing on the child labor and early marriage.
  • Provide technical support for the remedial class implementer partner.
  • Provide technical support in forming child committees in in the targeted areas.
  • Provide technical support in implementing activities for the child committees.

Knowledge Management for Program Quality

  • Act as a single point of contact for reporting on certain projects/initiatives with full coordination and cooperation with partners and other CARE staff members.
  • Integrate CARE emergency program quality concepts (Programming Principles, DME, report writing and communications, as well as cross cutting themes of Gender Equity & Diversity, Governance, Accountability, etc.) and humanitarian principles/standards (SPHERE, Good Enough Guide, IASC Gender Guidelines, etc.);
  • Apply best practices to the activities contributing to project objectives, and ensure relevant sectoral/technical best practices and technical assistance are integrated into project activities.
  • Works with field team to identify and prepare success stories, videos, photos and case studies in line with CARE’s program and advocacy priorities
  • Ensures that project(s) under his/her supervision include an appropriate log-frame and baseline design;
  • Organizes a monitoring system to collect baseline and periodic data for tracking project performance and decision making;
  • Plans and conducts bi-weekly project review meeting with project staff and staff from other relevant departments (Administration, Logistics, Finance, etc.) to assess progress, adjust plans, and draw/disseminate lessons learned;
  • Writes bi-weekly and as requested by the donor comprehensive and high quality project progress reports.

Reporting, Compliance, Procurement & Admin

  • The post holder will be supported in the below activities by the Grants and Contracts G&C unit.
  • Ensures that the education in emergency Program and the projects under his/her responsibility comply with donors’  rules & regulations, including familiarizing all relevant project staff to these;
  • Coordinates contract start up and close out processes and procedures with other relevant units, HR, Finance, Procurement, Audit, etc.
  • Recommends or initiates contract changes including realignment of activities, budgets, contract extensions, etc.
  • Coordinates any sub-grant activities and agreements and ensures compliance with applicable policies and procedures.
  • Manages budgets including bi-weekly reviews of expense reports.
  • Prepares procurement plans and monitors procurement processes, ensuring all necessary purchases are done at the onset of the project.
  • Ensures field staff know, understand and apply security procedures as per CARE’s  security procedures; identifies and monitors potential risks linked to activity implementation and to relationship with refugees; ensures regular communication and coordination with relevant security stakeholders , reporting of incidents when they happen and ensuring appropriate action is taken;
  • If relevant/applicable, implement audit recommendations applicable to the projects under his/her responsibility.

External Relations and Field Representation

  • Establish positive working relationships with refugee communities/committees/representatives, governmental, NGO, local and international organizations, and civil society organizations with activities relevant to the project to identify areas of potential collaboration.
  • In coordination with Urban Protection deputy Program Director and program staff, s/he should engage actively in Emergency Coordination working groups and meetings, relevant to the program.
  • Ensure communication of key milestones and progress updates to necessary stakeholders within the community.
  • Collate/compile field-generated information and complete periodic progress reports in a timely manner in compliance with donor requirements.
  • Engage in communication with other Education Specialist under the Urban Protection Program to ensure consistent information sharing and collaboration across CARE’s Urban Refugees Program.

Government Liaison
  • Ensure ongoing relations with all Government Ministries, Departments and offices through regular visits, and keeping them informed of CARE’s programs and interventions.

  • The main interlocutor with the Department of International Relations at the Ministry of Planning and International Cooperation. Responsible for submitting the projects’ requests for approval, follow-up ensuring that their comments are addressed, and providing the needed reports.

  • Ensuring the submission of CARE’s plan to the Government on an annual basis, and providing the needed reports.

  • Support CARE emergency and long-term programs’ needs when it comes to relations with the Government, requesting beneficiary lists for CARE to support, and any other needs.

  • Follow up with the Ministry of planning and international Cooperation MOPIC to insure all grants are approved on timely manner and communicate all required reports and documentations. Communicate approved prepared work plans and project progress reports.

  • Follow up with the remedial class implementer partner to insure all the activities are implemented with CARE’s Jordan process and in line with the ECHO requirements as donor
Personnel Management

  • Supervises, leads, guides, orients, trains, coaches and supports project staff.
  • Provide team leadership and motivational support to the Country Project Team through daily supervision, regular team meetings, and learning and reflection events
  • Leads hiring and orientation of new project staff in coordination with HR, including finalizing JDs, recruiting, participating in interviews, reference checks.
  • Recommends or initiates personnel actions such as merit increases and other salary adjustments, promotions, transfers, terminations, and disciplinary actions including performance improvement plans;
  • Ensure that all project staff have appropriate individual operational plans linked to project priorities;
  • Completes all performance management activities including: talent management, performance planning, monitoring, ongoing feedback and annual performance appraisals;
  • Identify and pursue opportunities for the human resource development of project staff and implementing partners and promote cross visits to improve familiarisation with new technical strategies and attendance at management-related training workshops.
  • Builds the education technical and managerial capacity of the field staff in planning and implementing projects effectively and efficiently;

Qualifications and Requirements:
  • Bachelor’s degree in a relevant field (Education, Management Information System, Social Science, , Public Administration, Business Administration, Developmental Studies) 
  • 3-5 years of experience in a similar management role in humanitarian aid context
  • Sound understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, the People In Aid Code, HAP etc.
  • A proven record of effective project management, including project planning and managing a budget
  • Proven skills in partnership building, influencing and negotiation with a range of humanitarian actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups
  • Participate in the design of Education in Emergency programs and activities for men, women, children, the elderly and the disabled

3-  Monitoring & Evaluation and Data Manager (Syria Resilience Consortium), Program


Job Description
The Syria Resilience Consortium (SRC) is seeking an experienced and highly motivated M&E and Data Manager to ensure high quality design and use of the Consortium’s Monitoring, Evaluation, and Data/information system.
The Syria Resilience Consortium (SRC) was formed in 2016 to equip individuals, families, and communities in Syria with the tools and skills for a better economic future. Across the country, until and after reconstruction begins, we are supporting Syrians seeking livelihood opportunities. We are the only consortium of International NGOs (INGOs) on the ground in both government and non-government controlled areas, reaching conflict-affected people wherever they are.
The six INGOs – CARE, DRC, Humanity and Inclusion, IRC, Mercy Corps and NRC – bring together and build on diverse experience in resilience programming, including livelihoods, economic empowerment, gender and inclusion. Our collective investment in thought leadership, continual learning and adaptive programming allows us to make changes that are essential in a fluid context. Currently we are supported by the EC, SIDA, NMFA, and DANIDA.
The M&E and Data Manager will be responsible for ensuring overall coherence of monitoring and reporting tools; and coordination and compilation of data collected by the different consortium partners. S/he will be responsible for maintaining and enhancing existing monitoring systems, bringing the consortium members together around a harmonized M&E system, and establishing creative accountability mechanisms appropriate to the context.  The M&E and Data Manager will provide ongoing guidance and support to implementing partners, third party monitoring service providers, and Consortium members in the development and application of M&E tools and approaches.  The candidate will contribute significantly to documenting program results and preparing donor reports.
The position will report to the Senior Program Quality and Learning Coordinator and be based in Amman with some travel to the field locations where the Consortium works.

Facilitate design and implementation of M&E systems to enhance program monitoring and impact
  • Facilitate and oversee the implementation of the SRC Monitoring, Evaluation, and Data management activities and systems.
  • Review and update harmonised monitoring and reporting tools in close collaboration with the M&E Task Force, and coordinate and compile data collected by the different consortium partners.
  • Based on context changes, if needed, redesign the monitoring & evaluation system and tools for monitoring of project progress and measuring impact, in close collaboration with the M&E Task Force.
  • Strengthen the capacity of SRC staff through technical training in M&E data collection and inputting.
  • Review the monitoring & reporting tools to check if the intended purpose is served, whether staff are able to use them, and to identify necessary changes. Revise the tools and methods accordingly and document lessons learnt.

Information management and data management
  • Ensure that data collected jointly by consortium members is correct and timely and uploaded into the information systems
  • Establish and maintain a good working relationships with relevant actors for M&E related activities and data gathering
  • Collate all necessary qualitative and quantitative data and provide analytical inputs for enhancing program quality
  • Consolidate and analyse all reports of the SRC partners and track the progress of program indicators and impact
  • Ensure all reports are accurate and backed by data
  • Coordinate with SRC partners to ensure comprehensive periodic reports are submitted in a timely manner
  • Prepare and feed data into strategy, program, and project development processes as and when required
  • Function as the focal point for the SRC information management system and ensure all data is updated on a regular basis and partners of easy access to information

  • Support the development of TORs for M&E related studies
  • Provide support to SRC in carrying out assessments and evaluations through data and information support
  • Review and provide technical inputs to draft studies and evaluations and support SRC partners in managing studies and evaluations
  • Support the Senior Program Quality and Learning Coordinator in all data/information needs for program evaluations and learning exercises

Documentation and report writing  
  • Support the Senior Program Quality and Learning Coordinator and DCoP to ensure M&E data is adequately reflected in high quality program reporting
  • Support the SPQLC in reviewing donor report quality and monitor its submission process.
  • Ensure the quality of reporting: Synthesize donor and other periodic progress reports that highlights progress, achievement and informs of the challenges and changes

Qualifications:
  • BSc in social sciences, food security/livelihoods, statistics, M&E, data management , or other relevant field
  • 7+ years of experience working on M&E and data management.
  • 5+ years of experience working with an INGO in the humanitarian/development field.
  • Experience working in complex, multi-dimensional teams such as consortia.
  • Fluency in English and Arabic.
  • Experience working on livelihoods programmes preferred.
  • Excellent people- and communication skills
