Job Purpose:Lead the development and implementation of IDB Group country partnership strategy and programs, sovereign and non-sovereign operations, for the assigned Member Countries (MCs) and non-Member Countries in the region. He/she shall establish and maintain strong relationship with high-level governmental and non-governmental organizations, private sectors, and development partners with the view of achieving the Bank vision and mission in line with the developmental goals of the countries.
Key Accountabilities (not exhaustive list):
Relationship Management
  • Manage and develop relationships with key clients (governments and private sectors) at high-level of seniority, and position the bank as partner to support development operations in the countries covered by the Hub.
  • Ensure diplomatic tact and respect for due protocol, in all aspect related to the authorities, and protecting the Bank's reputation and image in the countries covered by the Hub.
Leadership and Regional Hub Management
  • Lead the Country Relations and Services unit in the Regional Hub to provide services and guidance to the clients, by ensuring that the team is high performing, motivated, innovative, and highly-capable;
  • Coordinates provision of advisory services and technical guidance in matters related to regional hub to IDB other organizational units
  • Provides motivational and inspirational leadership for the unit, and communicates to direct reports clear performance expectations
  • Manages the performance and resources of the unit through delegation of responsibility, setting stretch objectives and providing regular feedback on results at a unit level, promptly addressing areas of underperformance
  • Monitors and assesses the skills and capabilities of the unit, and determines the actions needed to increase the unit's impact
  • Supports filling in key capability gaps of teams through capacity development and recruiting efforts
  • Coaches, mentors and develops the direct reports and the top talent/ high potential staff
  • Acts as a role-model to communicate to the unit’s staff IDB's values and leadership competencies and provides direction and support in times of change
  • Prepare, supervise and manage implementation of the hub’s administrative budget
  • Plan and supervise the administrative, financial, functional, and personnel support services required
  • Liaise and work closely with other departments on administrative matters, i.e. audits of the Regional Hub, Human Resources, Treasury operations, and Information Technology.
  • Ensuring quality of all reports, and ensure submissions are timely and of high quality
  • Work with relevant functions to meet the Key Performance Indicator (KPI) assigned targets
Country Strategy and Business Development
  • Serves as a focal point and ‘resource center’ for all matters related to countries and region under the coverage of the unit
  • Enhances productive interactions and strengthens/ maintains relationships with stakeholders in the countries and with national, regional and international development agencies
  • Represents the Bank in events such as coordination and consultation meetings and conferences in close collaboration with Global Practices and the Chief Economist complex
  • Seeks support of Economic Research & Institutional Learning unit and Country Strategy and Cooperation unit, and undertakes country and regional level economic work, monitors country development performance, and identifies country issues, needs and priority areas for interventions that can have a potentially large impact on the country’s and regional development
  • Interacts with key public and private-sector counterparts in member countries to identify needs and development priorities in countries handled by the unit
  • Conducts country policy dialogue and leads the development/ processing of MCPSs with due reference to strategies developed by Member Countries (e.g. PRSPS, UNDAF), donors and development agencies, IDB’s own economic research, the Country Strategy unit and the Bank’s pillar strategies
  • Interacts with key public-sector and private-sector counterparts in countries and external developers to identify potential projects in line with MCPS for IDB involvement
  • Maintains and updates operational work plans for the countries handled and ensures alignment with MCPS
  • Adjusts and tailors work programs based on lessons learned from implementation of past projects
  • Prepares country profiles, assessment reports, country papers and briefs
Management of Portfolio
  • Serves as regional communication focal point throughout the project lifecycle, engaging with developer, government and non-government entities in the region in liaison with the Communication and External Relations unit in the Complex of the Vice President of Partnership Development
  • Builds and networks with internal and external stakeholders i.e. IDB Governor Offices, Counterpart Organizations and other partners for the implementation of the relevant programs
  • Liaises with the respective Global Practice and units within Country Programs complex for technical assistance in all aspects across a project lifecycle.
  • Conducts rigorous project appraisals in collaboration with the Global Practice and other unit in the Bank, in line with operation manual guidelines and the applicable policies/ procedures of the Bank
  • Conducts formal negotiation with country project team to align on project design and approach, capturing changes to project during processing lead time and ensuring complete alignment in project approach prior to escalation for Bank’s approval.
  • Lead planning and implementation of supervision for existing portfolio, pro-actively identifies issues and problems, prepares and effectively implements action plans to resolve issues promptly
  • Liaises with internal (compliance, procurement, disbursement, financial management, etc.) and external (execution agencies) parties to ensure implementation of the portfolio are in line with the policies of the Bank
  • Lead activities to identify cross-cutting and region-specific portfolio issues, and address it in the design, implementation, and supervision of the portfolio.
  • Lead activities to resolve procurement, disbursement, and financial management, and other portfolio related issues as they arise
  • Ensure development of project completion reports with the assistance of key stakeholders upon completion of each project, highlighting problems, issues faced, actions taken and lessons learned.
  • Ensure information on the status of the portfolio is available to the Bank’s management.
  • Liaises with Global Practice, and the Knowledge Management and Institutional Learning unit to ensure that lessons learned from project implementation are recorded and available to the Bank’s management
  • Recommends necessary operational policies/ procedural improvements to Operations Quality and Results unit
  • Coordinates with Public-private-partnership, and Islamic Financial Sector Development unit, and other non-decentralized units for facilitating projects under their work programs
  • In collaboration with relevant units in the bank, manages the IDB Merit & MSc Scholarship Programs for Member Countries, Scholarship Program for Muslim Communities in non-member Countries and the community development program to build capacity for students and graduates
  • Ensure sustainability of the scholarship program capital and outcomes through supports and establishes Education Trusts in Muslim communities in non-member countries, promote establishing IDB Alumni Associations to undertake community service projects, and prepares and negotiates Memorandums of Understanding (MoUs) between IDB and reputable universities (and with Ministries of Higher Education in member countries) to promote cooperation on joint-scholarship program to place students/scholars on free or cost-sharing exchange programs

Academic qualifications
  • Master’s degree in Economics and Business, Development Studies, or related field

Minimum number of years and nature of experience
  • 9-11 years of experience in the development sector, 5 years of which is in client-facing position in a multilateral development bank or relevant experience in an international organization, etc.
  • 3-years past experience in the Islamic Development Bank is mandatory.
  • More than 3 years of managerial / supervisory experience.
  • Demonstrated ability to carry out analytical/technical work and translate the technical skills into innovations and results

Job Purpose:
Lead the hub operations team to conduct due diligence and manage implementation of bank’s portfolio of sectoral projects and programs within approved costs, timeliness and quality to ensure efficient delivery of the bank’s mandate to support economic development in the associated member countries.
Key Accountabilities:
Input to Operational Planning and Budgeting
  • Contribute to the planning and budgeting exercise of the Regional Hub

  • Coordinate inputs from Projects Management Specialists regarding the operational cycle of projects to ensure necessary operational policy and procedural improvements are implemented.
  • Manage the sectoral projects and programs of the Regional Hub to ensure the quality management of the portfolio.
  • Lead projects’ teams by providing support for successful design and implementation of development projects, ensuring quality at entry, during implementation and at exit, ensuring the integration of best practices and lessons learned in the design of sectoral projects and programs.
  • Engage external expertise according to the Bank’s Corporate procurement policy, to complement internal resources ensuring quality project due diligence, implementation, and lessons mining.
  • Technically lead the sector portfolio performance review.
  • Maintain and build cordial relations with key stakeholders of the assigned projects.
  • Contribute to the Internal Service Level Agreement between the Regional Hubs and the functional Units (Procurement, Disbursements and Global Practice), facilitate and monitor the delivery of the support / services to be provided by the functional Units.
