1- Deputy Chief of Party: USAID/Jordan MEL

Job Description
Kimetrica (www.kimetrica.com) seeks full-time, Deputy Chief of Party (DCOP) for an anticipated, USAID-funded, five-year Monitoring, Evaluaiton and Learning (MEL) Activity in Jordan. This full-time position will help manage and execute flexible and adaptive systems designed to ensure USAID’s development programs in Jordan achieve their intended results.
Based in Amman, Jordan, the DCOP will provide strategic and technical leadership to ensure the activity delivers fast, flexible, and demand-driven MEL. She/he will work closely with the Chief of Party and senior leadership to ensure sound collaboration, learning and adaptation (CLA), training and capacity building, strategic communications, geographic information systems (GIS), and management information systems (MIS). Jordanian citizenship is required.

Responsibilities
  • Oversee the work of senior technical officers implementing MEL activities;
  • Provide consistent and accurate reporting of internal contract performance and progress;
  • Conduct project management, including oversight of technical deliverables, CLA activities, training and capacity building activities, strategic communications, GIS, and MIS.
Qualifications
  • Jordanian citizenship required;
  • Advanced degree in international development, economics, statistics, research methods, political science, public policy, social science or a related field;
  • At least ten years’ experience in managing research and performance management activities, including knowledge management, monitoring and evaluation, learning, strategic communications, GIS, and/or MIS;
  • At least five years of supervisory experience, including direct supervision of professionals and support staff, and assembling teams of professionals to respond to complex assignments.
  • Prior experience managing USAID activities;
  • Proven ability to lead and manage a team of senior-level professionals;
  • Excellent oral and written communication skills in English;
  • Excellent project management skills and team management skills;
  • Prior experience with USAID activities, policies, and guidance related to evaluation, CLA, capacity building, communication, systems, etc. is highly desirable;
  • Excellent interpersonal skills and ability to work with people from different cultures;
  • Strong and demonstrated commitment to international development and capacity development;
  • Proficiency in Arabic a plus.

Job Description
Kimetrica (www.kimetrica.com) seeks full-time, Senior and Mid-level Monitoring, Evaluation and Learning (MEL) Specialists across a range of sectors for an anticipated USAID-funded, five-year (MEL) Activity in Jordan. These full-time positions will help plan, manage, and execute flexible and adaptive systems designed to ensure USAID’s development programs in Jordan achieve their intended results.
Based in Amman, Jordan, the Senior and Mid-level MEL Specialists will provide expert-level technical and management support to ensure a fast, flexible, and demand-driven MEL. They will work closely with USAID staff and local partners on a range of activities, including evaluations, assessments and surveys, data analytics, strategic communication on MEL outputs, and local capacity development. Jordanian citizenship required.

Responsibilities
  • Collaborate with the Chief of Party and/or Senior MEL Specialist to implement MEL activities;
  • Provide guidance and assistance on mid-term and final performance evaluations, impact evaluations, whole-of-project evaluations, and evaluation utilization, etc.;
  • Support geographic, thematic, and sectoral assessments, sectoral surveys, and baseline analyses to inform Mission-strategic planning, decision-making, and project implementation;
  • Produce and/or contribute timely inputs toward quality reports and deliverables for final evaluations, assessments, and research reports; MEL training materials; information dissemination; and a capacity building plan;
  • Support the implementation of the Mission’s Performance Management Plan (PMP), data management and analysis, local capacity building on MEL, etc;
  • Contribute to the improvement of Collaboration, Learning, and Adapting (CLA) within USAID/Jordan to ensure interventions are coordinated, grounded in evidence, and adjusted as necessary to remain relevant and effective throughout implementation;
  • Provide guidance and technical assistance to improve the performance monitoring capacities of Mission staff and Implementing Partners;
  • Strengthen coordination, collaboration, and synergies with the Mission and with other key stakeholders regarding performance management, program interventions, MEL, and lessons learned; and
  • Help build the capacity of local MEL firms in Jordan and enable select local firms to become stronger, more strategically-focused entities that may become eligible to receive a direct award from USAID or other donors in the future.
Qualifications
  • Jordanian citizenship required;
  • Advanced degree in international development, economics, statistics, research methods, political science, public policy, social science or a related field;
  • At least ten years’ experience in managing research and performance management activities, including knowledge management, monitoring and evaluation, and learning;
  • At least three years’ experience in one or more of the following sectors: economic development, energy, water resource management, environment, democracy, human rights, governance, population and family health, education, youth, gender, geographic information systems (GIS), management information systems (MIS), etc.
  • Extensive experience in research design, sampling, data collection methods, and conducting advanced quantitative and qualitative data analysis for international development projects and programs;
  • Proven ability to work on and lead an evaluation team;
  • Ability to synthesize and present complex concepts to a non-technical audience;
  • Clear oral and written communication skills in English;
  • Excellent project management skills and team management skills;
  • Prior experience with USAID activities and policies related to evaluation and performance management highly desirable;
  • Excellent interpersonal skills and ability to work with people from different cultures
  • Strong and demonstrated commitment to international development and capacity development;

3- Operations Manager: USAID/Jordan MEL
Job Description
Kimetrica (www.kimetrica.com) seeks a full-time, Operations Manager for an anticipated, United States Agency for International Development (USAID)-funded, five-year (MEL) Activity in Jordan. This full-time position will be responsible for the day-to-day operations of the MEL Activity. S/he will work closely with the Finance and Administration Manager to ensure smooth operations, proper security, logistical support, financial management, compliance, and project management of the activity.
Based in Amman, Jordan, the Operations Manager will manage the administrative, security, and travel needs of the MEL activity to ensure a smooth achievement of results. Jordanian citizenship is required.

Responsibilities
  • Manage office setup and day-to-day operations;
  • Ensure frequent and seamless communication with the Finance and Administration Manager;
  • Oversee the day-to-day work of the security, transportation, and administration teams;
  • Provide travel support and arrangement of international and domestic travel;
  • Communicate with national authorities regarding visas, police registration, access to diplomatic compound, vehicle registration, and other official activities;
  • Manage office facilities, create work requests for vendors, etc.
  • Support identification of new vendors;
  • Ensure daily vehicle fleet and fuel management (including vehicles and generators), per procedures.
Qualifications
  • Jordanian citizenship required;
  • Minimum of five years of relevant experience required, including project and/or large office management;
  • High degree of professionalism, adaptability, and organization;

4- Strategic Communications Specialist
Job Description
Kimetrica (www.kimetrica.com) seeks full-time, Strategic Communications Specialist for an anticipated, United States Agency for International Development (USAID)-funded, five-year Monitoring, Evaluation, and Learning (MEL) Activity in Jordan. This full-time position will have a key role in ensuring the availability and use of information generated by MEL.
Based in Amman, Jordan, the Strategic Communications Specialist will work with MEL Technical Specialists to identify appropriate audiences, messages, and vehicles to maximize learning and use of lessons learned from evaluations and assessments, training approaches and materials. The Strategic Communications Specialist will develop, update, and execute a communication plans; propose, plan and implement innovative and standard communications products; and ensure adherence to USAID branding guidelines. Jordanian citizenship required.

Responsibilities
  • Identify and innovatively communicate key accomplishments, learning opportunities, and findings of evaluations, special studies, assessments, deliverables, etc. to increase the accessibility and use of MEL information amongst the MEL community in Jordan;
  • Write, produce, and edit MEL Chief of Party (COP) and USAID-approved materials;
  • Produce customized products related to the activities and accomplishments of USAID/Jordan projects and programs (e.g., data visualizations, infographics, MS PowerPoint presentations, videos, fact sheets, one-page handouts, success stories, etc.);
  • Develop, update and execute a Strategic Communications Plan to ensure public dissemination of USAID/Jordan’s project and program results through publications, dissemination events, traditional media, and social media outlets;
  • Inform workshops, trainings, and events using findings and lessons learned for the USAID, Implementing Partners (IPs) and other stakeholders to facilitate collaborative learning;
  • Identify appropriate resources for the USAID/Jordan Knowledge Management Portal as needed;
  • Ensure high-quality translation of all materials and products;
  • Ensure compliance with USAID branding guidelines for all communications products, reports, and assessments.
Qualifications:
  • Jordanian citizenship required;
  • MSc or equivalent in communications or equivalent field;
  • At least five years of relevant experience conducting strategic communications activities;
  • Excellent attention to detail and adherence to quality standards;
  • High degree of creativity and initiative;
  • Exceptional English and Arabic language skills;
  • A willingness to learn and adopt new concepts, ideas, and methods;
  • Demonstrated ability to manage production of communications products within tight timeframes;
  • Expertise in Adobe, PowerPoint, and Word formatting;
  • Familiarity with graphic and/or visualization software such as Piktochart, Prezi, etc. desirable;

5- Contracts and Procurement Officer
Job Description
Kimetrica (www.kimetrica.com) seeks a full-time, experienced Contracts and Procurement Officer for an anticipated, United States Agency for International Development (USAID)-funded, five-year Monitoring, Evaluation, and Learning (MEL) Activity in Jordan. This full-time position will oversee and administer the program’s subcontracts and agreements, and produce reports as required by USAID and Kimetrica. Jordanian citizenship is required.      
Note: This position is contingent upon donor award.         
Based in Amman, Jordan, the Contracts and Procurement Officer will report to the activity’s Finance and Administration Manager and will have the following responsibilities:
  • Prepare, manage, and track subcontracts, purchase orders, and agreements;
  • Conduct pre-award evaluations for micro-purchases, and other agreements, as necessary, and prepare necessary supporting documentation;
  • Maintain paper and electronic backup documentation for all procurement actions;
  • Ensure that the activity complies with USAID regulations governing procurements, especially those contained in the ADS, AIDAR, and FAR;
  • Track procurements and invoices paid, and process amendments as necessary;
  • Prepare solicitations for goods and services, as needed by the activity;
  • Produce the forms required for procurements, contracts, and other agreements, which the activity may find necessary (e.g., purchase orders, subcontracts, etc.);
  • Prepare reports as required by the Kimetrica home office and/or USAID per the terms of the activity’s contract; and
  • Ensure prompt tracking, management of, and allowable approvals for all contract materials.
Qualifications:
  • Jordanian citizenship required;
  • Bachelors or above in relevant discipline (e.g., business administration, financial management, etc.);
  • Expertise in U.S. government regulations, policies, and procedures -- e.g., FAR, AIDAR etc.
  • At least five years of experience in contracts and financial management of USAID-funded projects;
  • High attention to detail and adherence to quality standards;
  • Clear communications skills (English) with the ability to synthesize and present complex concepts to non-technical audiences.
  • Strong and demonstrated commitment to international development.
  • Proficiency in Arabic a plus.

6- MIS/GIS Specialist
Job Description
Kimetrica (www.kimetrica.com) seeks full-time, management information systems (MIS)/ geographic information systems (GIS) Specialist for an anticipated, United States Agency for International Development (USAID)-funded, five-year Monitoring, Evaluation, and Learning (MEL) Activity in Jordan. This full-time position will operate and maintain key data systems and support the collection, review, and utilization of management and geographic information data.
Based in Amman, Jordan, the MIS/GIS Specialist will work with technical MEL country office staff and evaluation teams to support MEL initiatives using MIS and GIS information. Jordanian citizenship is required.  
Note: This position is contingent upon donor award.                      
Responsibilities
  • Operate and maintain the web‐based performance data management information system;
  • Support USAID/Jordan in the collection, review, and utilization of geographic information data, using ESRI ArcGIS software;
  • Operate and maintain the Knowledge Management Portal (KaMP);
  • Support the aggregation and analysis of data across the Mission; and
  • Support the operation and maintenance of data systems, including:
    • DevResults (http://www.devresults.com/), the Mission’s Performance Management System that includes all activity level indicators as well as USAID’s PMP indicators;
    • Knowledge Management Portal (KaMP) (https://jordankmportal.com/), USAID’s online platform that houses Jordan‐specific information and resources that professionals in the development sector have access to;
    • Use ArcGIS software to design maps and visualize USAID interventions in Jordan; and
    • Support the transition of systems from DevResults to USAID’s Development Information Solutions (DIS). (The DIS will be a suite of IT tools designed to harness the richness of USAID’s data, improve efficiencies across the entire Program Cycle, and support the ability to tell one cohesive story about how well USAID’s activities are achieving their goals.).
Qualifications:
  • Jordanian citizenship required;
  • Bachelor’s degree in ICT, Management Information Systems (MIS), Geographic Information Systems (GIS), or related field;
  • At least five (5) years of experience in international development with specialized knowledge in information management, database design, and IT systems;
  • Several years of experience with GIS data entry, manipulation, and presentation, as well as a familiarity with web-based interfaces in addition to more traditional PC network-based systems;
  • Thorough knowledge of ArcGIS and database management;
  • Demonstrated ability to create and/or manage a large, secure database with multiple parties providing information into that database using diverse means of data input;
  • Demonstrated ability to compile and present the results of surveys in English to USAID;
  • Ability to work on a team or independently, prioritize tasks, and make recommendations at key decision points;
  • Fluency in English and proven ability to communicate quickly, clearly and concisely, both orally and in writing, including technical documentation is required;
  • Advantageous to have experience with USAID-funded programs and familiarity with USAID policies and regulations highly preferred; and
  • Ruby on Rails application and skills in HTML and CSS strongly preferred.
  • Proficiency in Arabic.
