1- Information Management Officer

Essential Job Responsibilities

DM&E System Database Management and Innovation
  • Understand, maintain and innovate M&E system database (MIS) that improves Mercy Corps’ ability to inform program implementation, analyze data, and represent impact to donors, government, colleague agencies, and communities themselves.
  • Ensure all relevant program staff are able to utilize the database to analyze program information and results
  • Design, adapt and maintain the MIS in conjunction with the M&E teams and  MEL Manager to match strategic program or implementation change
  • Provide training in use of database, pivot tables and pivot charts to staff members that require it, or support on exporting to MS Excel/power BI for data analysis
  • Work with M&E teams to develop and create relational databases, analysis and detecting trends.
  •  Ensure the database is live and accessible to field staff
  • Review data being entered in the database regularly in order to locate and fix problems with data entry or integrity
  • Document system database contents, protocols and update manuals for smooth functioning
Implement M&E System and Tools
  • Work as part of a team to facilitate and support M&E operations including regular surveys, regular monitoring, data collection and analysis, feedback and reporting according to the MEL workplan.
  • Generate data (tables/graphs/reports) from the database at regular intervals, ensuring reports/information are available for program implementation staff when required. Facilitate data analysis with program implementation team as requested
  • Ensure field teams always have the most recent version of all M&E tools and documents.
Staff Training and Capacity Building
  • Work closely with M&E teams to develop and deliver staff trainings, improving capacities in database management: data collection, entry, verification and analysis; and other identified needs
  • Follow up on trainings by mentoring staff/partners to develop identified technical skills one-on-one
  • Work closely with M&E teams to develop Power BI skills and relevant software skills to develop/use data collection tools
Link M&E Results to knowledge management
  • Review or edit data in reports as requested and required
  • Produce analytical summaries: graphs, charts, and tables as requested to fulfill reporting requirements
  • Other duties as assigned and agreed upon

2-  Project Officer

Essential Duties and Responsibilities:
  1. Assist Project Coordinators and Manager in all operations related to sub-grant management and the project implementation.
  2. Follow up with partner CBOs to establish safe spaces for young adult, organize community outreach, and recruit young adults.
  3. Work partner community hubs on recruiting, training and overseeing mentors and coaches who will provide psycho-social and self-expression activities, and mentorship for young adults.
  4. Work partner community hubs on recruiting, the young adults and community members.
  5. Follow up on daily activities of young adults’ safe spaces, including schedule and delivery of psycho-social and self-expression activities, life skills training and mentorship activities.
  6. Ensure daily monitoring of young adult and staff members attendance and performance.
  7. In cooperation with partner CBOs facilitate joint young adults meetings, community service project identification and implementation and provide support to the team.
  8. Follow up with partner CBOs on establishing community hub for young adults through building HR, Procurement, SOPs and financial systems.
  9. Follow up in daily activities of young adult’s safe spaces, including schedule and delivery of psycho-social and self-expression activities, life skills training, debate and educational courses and mentorship activities.
  10. Follow up in daily activities of community support committees, mothers and fathers’ school, awareness sessions.
  11. Coordinate all the events and festivals in the community action hubs. 
  12. Follow up in all financial process and managing the sub grant budget.
M &E
  1. Ensure daily monitoring of young adults and staff members  attendance and performance
  2. Contribute to monitoring and evaluation efforts in accordance with the plan, including monitoring, data collection, analysis, report writing.
  3. Prepare weekly updates and monthly progress reports, including challenges and recommendations.
  4. Work closely with community hubs to develop a sustainability strategy that will be embodied into the project phases.
  5. Ensure Quality Management standards are mainstreamed for effective implementation of the project in community Hub.
  6. Follow up in delivering all M&E reports requirements.
Community Engagement and training
  1. Support conduction of foundation trainings with participants outreach, training space setup and co-facilitation with trainers.
  2. Assist in coordinating with other relevant international and local organizations, local government and other stakeholders.
  3. Provide support in the development standard operating producers for response and prevention of youth protection.
  4. Follow up the implementation of Community Support Committee activities and expenditures in line with the approved work plan and budget.
Others
  1. Provide support for organizing visits, meeting, events, training and workshops
  2. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

REPORTS DIRECTLY TO: Project Coordinator
WORKS DIRECTLY WITH: Project Manager, other field officers, project coordinator/sub-grant and administration, operation & procurement team.
KNOWLEDGE AND EXPERIENCE:
  • College degree in Education, Psychology, Social Work or related field 
  • At least 3 year of related experience performing required tasks, preferably in complex emergency or relief context
  • Ability to work independently and as a part of a team
  • Strong verbal and written communications skills
  • Proficiency in Microsoft Office applications including Excel and Word
  • Valid driver’s license and willingness to travel Amman/northern Jordan
  • Knowledge of English is preferable

3-  Institutional Strengthening Project Coordinator

RESPONSIBILITIES
  • Work & support Institutional Strengthening Team Leader in the designing, planning and implementing the activities according to the work plan, project document & implementation strategy. This includes preparation of annual work plans focused on key outputs and outcomes, and Monitoring, Evaluation, and Learning updates.
  • Prepare work schedules to monitor implementation of project activities.
  • Ensure that there are effective communication channels, and that the reporting schedule is met on time and that program objectives are achieved
  • Assist in organizing field visits, reports and contribute to progress reports that related to the Donor's reporting system, to include accurate number of beneficiaries, along with adequate analysis, recommendations and lessons learned, and provide programmatic & logistical support as needed.
  • Work closely with Agriculture and Household Teams to support enabling business environment of water conservation technologies. 
  • Strengthen and build technical & soft skills training for relevant market actors.
  • Work closely with market actors, especially Agriculture and Household suppliers, and Community-Based Organizations, to support Institutional Strengthening activities.
  • Facilitate & establish partnerships for Institutional Strengthening market actors. 
  • Support networking with relevant market actors, foster and maintain connections and good relations.
  • Identify & report any success stories and case studies where applicable.
  • Prepare work schedules to monitor implementation of relevant project activities.

4- Program Coordinator – Emergency - JO02

ESSENTIAL JOB FUNCTIONS:
1. Project Planning & Project Implementation Follow-up
a. Program Approaches
  • Ensure timely assessment, situation analysis and response of the Emergency needs in particular Essential non Food Items (NFI);
  • Contribute to the design and development of new proposals.
  • Develop overall project implementation strategy, systems, approaches, tools, and materials;
  • Provide technical support to the Emergency teams in three field locations;
  • Supervise data compilation and treatment, and ensure that all trackers are up-to-date, including stock report.
b. Local organization and Partnership Management
  • Follow up activities conducted by local organizations through service contract, ensure documentation and payments
  • Help design project frameworks/objectives with local partners, and ensure that the projects funded all meet set criteria and standards and align with the larger MC award(s).
  • Develop and maintain systems and protocols to ensure coordinated and effective communication between Mercy Corps team members and the partner organization(s). Alert the Program Manager of these on a regular basis and offer possible solutions.
  • Closely follow the implementation of partner activities from the design phase through to implementation and close out.
  • Ensure that the team properly maintains project files for each partner, all trackers are up-to-date, and project related deliverables are completed in a timely manner.
  • Coordinate Subaward administrative follow-up.
2. Administration and Operational Management of Project Implementation
a. Finance
  • Review the BVA(s) and provide accurate project forecasts
  • Forecast monthly cash requirements of the project and submit to PM
b. Logistics
  • Contribute to the development of Procurement plans
  • Send accurate and precise Purchase requests forms in a timely manner, included detailed scope of work / specifications
  • Contribute to quality control plan definition and application in coordination with Operation teams
  • Contribute to procurement committees to finalize suppliers’ selection;
c. Administration/HR
  • Participate in the recruitment of technical staff (development of organigrams, ToRs, elaborating the tests and reviewing them; interviews etc)
  • Ensure that project field staff understand and are able to perform their roles and responsibilities
  • Follow-up the work plans and day-to-day activities of the project field staff
  • Support the work of the project field staff in cooperation with Team Leaders
  • Contribute to a positive working environment and good team dynamics

4. Coordination and representation
  • Coordination of activities with other sectors and departments of MC in order to ensure rational use of resources and optimum integration
  • Active participation and contribution to Clusters (CCCM & Shelter/ NFI)
  • Active Coordination with other Shelter actors of the OFDA funded FAST Consortium as well as with the actors involved in the Rapid Response Mechanism;

5-  Program Coordinator – Wash and Shelter - JO02

ESSENTIAL JOB FUNCTIONS: 
1. Project Planning & Project Implementation Follow-up
a. Program Approaches
  • Ensure ongoing needs and situation analysis related to Wash and to Shelter sectors;
  • Setting up projects consistent with the Mercy Corps Strategy, Wash Cluster and Shelter NFI Cluster strategy, and other key international documents in the sectors (Standards SPHERE and WHO, etc.)
  • Ensure interventions adhere to relevant standards
  • Contribute to the design and development of new proposals.
  • Develop overall project implementation strategy, systems, approaches, tools, and materials;
  • Provide technical support to the WASH and Shelter field teams;
  • Supervise data compilation and treatment;
b. Contract Management
  • Ensure that all MC infrastructure works (Wash and Shelter) have set out procedures, BoQs/dimensional drawings, and site supervision procedures as required.
  • Identify and supervise technical resources needed to complete the assigned scope of work.
  • Ensure work done is carried out against agreed quality standards, and ensure the project stays within assigned schedule and cost targets.
  • Oversight of Emergency Wash services contract (Water trucking, desludging, garbage removal, water taks…)

  • Water or civil engineer degree qualification.
  • At least 5 years practical experience in contract management for civil engineering/water works projects (with at least 1 year experience in the INGO/humanitarian sector)
  • Demonstrable experience in working on water infrastructure project including water points, water networks, pumping systems, tank installations, sewage system, and plumbing.
  • Demonstrable experience in working on shelter rehabilitation project;
  • Commitment to local capacity building and past experience of engaging and working with local stakeholders in project design and implementation.
  • Solid understanding and experience with local systems strengthening and community-based protection.
  • Proven project and budget management experience.
  • Excellent assessment, analytical and planning skills, with the ability to link in operational programme with broader humanitarian and governance issues.
