Established in 2012 NRC Jordan’s long-term outlook addresses the problems affecting life as a refugee. We work to build the resilience of Syrians, and to relieve the impact on the Jordanian communities that host them.  Syrian refugees in Jordan are struggling. As they contend with difficult living conditions across the country, the obstacles are complex. They struggle to remain registered as refugees, to provide for their families, and to access essential services – including education for their children. The Jordanian communities that host them, meanwhile, feel the impact of hosting high numbers of refugees – with each year that passes, local infrastructure becomes more strained.

Shelter Officer - Reporting
Role Specific Information
The Shelter Support Officer will handle responsibilities related to the coordination and operations of the shelter programme and will play a role in organizing and linking with the rest of the support departments inside of the organisation. The role will take place in Irbid with responsabilities for the shelter program for the NRC Irbid and Mafraq office. The individual must have excellent communication skills and diplomacy qualities. The work includes supervising the shelter support unit (2 people), which is in charge of connecting the shelter department with other NRC operational units such as finance and procurement, but also act as the focal point between NRC, property owners and families to facilitate the implementation of the programmes. He/she must possess good problem solving skills to resolve any arising issues and take the initiative to establish and build good working relationships with stakeholders. The Officer will liaise closely with urban shelter programme staff, Refugees, Finance and Procurement.
Generic responsibilities:
  • Ensure adherence with NRC policies, tools, handbooks and guidelines. 
  • Implement delegated Core Competency project portfolio according to plan of action. 
  • Prepare and develop status reports as required by management. 
  • Ensure proper filing of documents. 
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist. 
  • Promote and share ideas for technical improvement. 
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

Specific responsibilities:
  • Supervise and guide the shelter support team. 
  • Prepare and track all purchase request related to program implementation. Including preparation of supporting documentation, follow up procedures and check with the procurement department that all socuments are in order. 
  • Prepare and track all payment requests related to beneficiaries and landlords. For shelter contracts which involve cash disboursments, the officer will prepare and supervise the request for payments as soon as the team prepare and develop de requires docs.
  • Classsify, organize and file all documentation of the program, including physical and electronic filing. Also keep track of missing documentation and request it from the responsible teams.
  • Support the signature of contracts and agreement with beneficiaries and landlord, including actual signature and clarification of rights and duties to all parties.
Our Ideal Candidate:
Our ideal candidate holds a College/diploma degree equivalent . Must have a minimum of two years of experience with Administration and Support. We are looking for someone that will be able to handle high workload with minimum supervision. knowledge of Housing, Land and Property is preferable.   
We are particularly looking for a positive individual with strong communication and interpersonal skills, who can build trust and confidently navigate both internally and externally at different levels, to have the ability to analyse data and trends for informed decisions and Capacity building skills.

Additional Information:
Contract period: Through to 31st December 2018
Salary/benefits: 1347 JOD (subject to social security and Income tax)
Duty station: Irbid
