Database & IT Officer - Programs Quality Unit – Azraq Camp (Jordan)

Scope of Work:
The aim of this post is to ensure that all program’s activities implemented on the ground are reflected correctly to the information management system and tools. Also to ensure the successful development and implementation of CARE Database, and accurate uploading of data related to the activities of the Azraq Camp operations on both the CARE Database and the UNHCR (RAIS, Activity info, etc.) Systems.
This position is a key in managing all information related to UNHCR Program, analyzing the new and already existing programmatic components and ensure that all aspects of the program reflected into the System.
Update program’s management on data integrity, new technology solutions related to data collection processes and reporting tools, as well as develop and disseminate the required visualized information reporting.
Job Responsibilities and Duties:

Responsibility #1: Managing and insuring all Data Base activities are implemented correctly
• Follow up with all program staffs in all Community Centers inside the camp to ensure completeness of data entry within the projects database or UNHCR database.
• Supervise the Data Entry personnel.
• Ensure that data are entered on a daily basis and review the data on a weekly/monthly basis.
• Coordinate the gathering and the registration of the data collected in the field and ensure the quality of program’s data.
• Prepare clear procedures for the use of RAIS system, and documenting these in the relevant documents;


Responsibility #2 Support the CARE Database & RAIS Systems
• Deliver trainings on CARE Database System for all staff at the camp that requires it to ensure they understand and can use the CARE Database, as well as conduct continuous regular trainings for all CARE Database System’s users.
• Administering user accounts for the CARE Database system to ensure relevant staff have access. 
• Review the data entered in databases regularly in order to locate and fix data entry errors.
• Providing ongoing support, advice and training to staff on the Database. 
• Assist in generating reports and Designing dashboards infographics and writing technical reports as required for management and other staff.
• Conduct training sessions to CARE staff members on RAIS and CDS systems also to make sure that all the data of activities, services are reflected correctly on RAIS system.


Responsibility #3: lead the development of CARE Data Base and updating the Data Base

• Organize staff access (user accounts) to RAIS system and provide training on the system.
• Prepare IT tools for statistical analysis of quantitative data.
• Lead the development/upgrade of the offices database.
• Prepare clear procedures for the use of RAIS system, and documenting these in the relevant documents;
• Plan, and coordinate trainings on database if and when required.
• Ensure the necessary support is in place for staff members to effectively and easily use the database
• Provide guidance to staff members to efficiently manage their data on computer.
• Liaise with DAG (Data Analysis Group) administrating RAIS in UNHCR.


Responsibility #4: Maintain Accurate Appealing and Information Submission to program stakeholders through Data Base Organizing, Analyzing and reporting and insure all data base kept in high quality level


• Prepare clear procedures for the database, and documenting these in the CARE Database and updating the standard type of session document.
• Coordinate the gathering and the registration of the data collected in the field and ensures the good quality of data collection.
Support M&E officer in developing tools (surveys) and in analysis of survey information (for Impact surveys, Post Distribution Monitoring, need assessments, etc.).
Report the data (qualitative and quantitative) when required for programming.
• Undertake such other duties as may be reasonably required of the post holder by the organization
• Designing dashboards infographics and writing technical reports from the information management system data
• Including and designing new tools for monitoring, reporting and data analysis on the information management system
• Ensure the quality of the data entry of the data gathered by the Azraq camp components team members
• Ensure that the database is of the highest quality.
• Managing and supervising information management system for all projects and activities under Azraq camp program
• Providing quality control and oversight the data that being collected, identifying and entered to CARE database system.

Responsibility #5: Emergency Response / Staff Security

• Take a lead role in facilitating timely, quality administrative support function delivery in the time of emergency response
• Guides and supports management on staff security concerns.
• Ensure security operational guidelines well established for the CO and field offices following CARE USA Security Guidelines, and all staff are aware (in coordination with the CD).
• Promote a safe and secure work environment; foster a safety and security culture; and ensure consistent application of, and compliance with, CARE Jordan safety and security policies and procedures.

Requirements:
• University degree in Computer Science, information management, software engineering or related field.
 
     Desired:
• Master / Diploma in related field.

  Experience:
• 3 years’ work related experience in data management
• Experienced of working with emergency response projects/programs.
• Able to coordinate with other humanitarian actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups

The contract duration will be limited to 12 Months. The advertisement will remain open until Dec 27, 2018.
