JOB TITLE : RETAIL BILLING SYSTEM SR. ADMINISTRATOR

1. JOB PURPOSE
Responsible for managing Convergent Billing system in term of operation, maintenance, charging & rating, executing bill run, reports, system high availability, performance, stability and follow up the communications with Convergent Billing partners to assure achieving Convergent Billing KPI’s and objectives set in the company business plan.

2. THE JOB ENTAILS EXPOSURE TO:
Operates, Maintains and Administrates Convergent Billing System
Manages and maintains price plan, which include tariff, allowance plan and discount plan.
Performs test and acceptance of the new services and features.
Generates daily statistic reports, resolve and handle fault reporting.
Participates and follow up with vendor in expansions, installation, upgrades, batches and commissioning.
Carries out routine checks and system health check, handle alarms, solve problems and resolve the customer complaints related to end user within the agreed SLAs.
Coordinates network operations processes and procedures, reporting of system maintenance, outages and downtimes.
Manages and own Convergent Billing bill run functionalities and operations
Executes bill runs, check log files and results on Billing system and generate bill run related reports
Generates Invoices and manage Invoice printing cycle
Monitor system parameters upon agreed SLA’s
Controls and monitors Convergent Billing system performance and parameters
Monitors performance, convergent billing parameters and generate different reports on demand.
Ensures that convergent billing system and related sub system are up and running 24/7
Maintains the external/Internal interfaces between CBS and external/Internal systems.
Performs necessary audit procedures and fill in daily checklists on the Convergent Billing system to ensure data integrity and no revenue leakage
Maintains work order between CBS and external system (i.e. CRM).
Manages the configuration and control the modification of the system parameters.
Handles the new services tasks between the division, business units and suppliers
Integrates CBS platforms with new nodes such as network’s elements and third parties.
Follow up on actions and measures taken by related teams to resolve outstanding issues.
Participate in analysis, design and implementation of new requirements/enhancements on the Convergent Billing System.
Prepare and generate test conditions, and conduct testing sessions on the completed systems
Test and Assure the quality of the jobs & tasks related to the systems requirements
Creates all business needed offers
Provides the required documentation for any new process, systems, procedure
Ensure that objectives, plans, and policies are produced in a timely and accurate manner
Participates in mid and long term plans in the division.
Carries out appropriate tests on all new equipment introduced prior to commercial launch and enhances the used procedures.
Develops solutions to achieve organizational goals.
Keeps all systems polices up to date.
Support the solution design, planning for charging nodes considering the full CBS architecture.
Manages, plans and designs for new services and products on charging nodes.
Implements and integrates new features with network elements.
Capacity design for charging system nodes and subscribers license.
Sharing the required information with RA and BI for any definition, promotion for quality check and reporting.
Manages, controls, monitors and owns Credit, Dunning and AR functionalities ,performance ,operations and parameters
Manages credit limit, deposit, payments, adjust payments, auto pay and write off.
Implements GL configuration and dunning cycle.
Handles AR transactions, payments reconciliation and accounting rules.
Manages DC and work orders routine tasks.

Education: Bachelor Degree in Computer Engineering or any IT related field Work
Experience: a minimum of 3 years of experience in a telecom industry with a focus charging and billing
Certificates: CCNA is a plus

Knowledge Of:


  • Telecommunication knowledge and at least basic knowledge of mobile telephony systems.
  • Depth knowledge of Voice, Data, SMS services flow and diameter protocol.
  • OCS & Billing
  • TAC system
  • CRM/Provisioning
  • Programming language
  • Oracle SQL /PL-SQL command, shell scripting on LINUX/ UNIX
  • Core telecom network and its communication protocols
  • APIs, API gateways and Enterprise Service Bus platforms
  • Skills In:

  • Products & Services Knowledge: Umniah Products and Services (functionality, price, availability) and Umniah packages (products included, price, availability)
  • Project Management: Project Planning Tracking, Resource Allocation and Budgeting, Project Reporting, Issue Resolution.
  • Vendor Management: Contract administration, SLA management
  • Network Installation and Provisioning: Network Equipment Installation and Configuration and Network Equipment Maintenance.
  • Network Performance Management: Performance management tools, Service Performance Optimization and Performance Management process.
  • Network Fault Management: Fault management tools and systems , Fault analysis and correlation techniques and Disaster recovery and contingency planning
  • Network Platforms Planning:  Intelligent Networks Platforms planning (scaling, hw selection, interfaces etc.)
  • Analysis Techniques: Requirements collection, Requirements analysis, Design and Problem solving.
  • Trouble Ticketing: Trouble ticketing systems and Workflow techniques
  • Testing:  Software testing and Technical quality assurance.
  • Good command of English language speaking and writing.
  • Good command of MS office.
