Livelihoods, community and Private Sector Engagement Officer - SC 9 - UNDP JOCO
In line with its Country Programme Document for the period 2018-2022, the United Nations Development Programme in Jordan supports activities to address poverty and inequality and achieve resilience and inclusion by supporting initiatives that foster an enabling environment for livelihoods and job creation, especially among vulnerable youth, women, and host communities in crisis-affected areas. These activities include the emergency employment, skills development, and microbusinesses and employment facilitation. These aim to design and apply resilience-based development solutions for local economic recovery and enabling equitable access to financial solutions to ensure no one is left behind in Jordan.
In March 2019, UNDP Jordan started a project “Preventing Violent Extremism and Building Resilience of Livelihoods in Jordan through Humanitarian-Development-Peace Nexus and Human Security Approaches” (“PVE and Resilience” project). With an overall objective of supporting the stabilization and resilience-building of Jordan through a comprehensive approach, the project plans to tackle urgent and unpredictable development challenges as well as alleviate political instability in Jordanian communities.
Particularly, as part of the above-mentioned project, “Heart of Amman” initiative was launched to aim at increasing socio-economic resilience and sustainable livelihoods in the capital city of Amman. This project highlights the importance of protection and preservation of cultural heritage sites in downtown Amman and provides opportunities for the residents in developing their own community-based initiatives. Partnering with the Greater Amman Municipality (GAM), UNDP encourages young men and women to lead the community interventions and be part of the decision-making process on the neighborhood improvement. Therefore, “Hear of Amman” initiative is envisaged to improve the sense of belonging of vulnerable Amman residents, as well as encourage them to have a pride in their communities and neighborhoods by protecting cultural legacy and revitalizing downtown Amman.
Under the overall supervision of the Initiative Project Manager and day-to-day guidance of the Heart of Amman Lead, the Livelihoods, community and Private Sector Engagement Officer will be responsible for providing project management and coordination support to the implementation of the Heart of Amman initiative. The incumbent will be based at the GAM office in downtown and is expected to coordinate with the technical teams as well as the relevant GAM departments/units. He/she is envisaged to build a strong working-level partnership to enhance trust among the key actors (i.e. government institutions, civil society, international community, private sector).
Further, as building socio-economic resilience of downtown Amman through community engagement and strategic partnership is the core of the initiative, he/she will take a lead in collaborating with local communities, CBOs/CSOs, youth and women and private sector. The incumbent will undertake the above-mentioned responsibilities within the framework of the PVE and Resilience project and Heart of Amman initiative, with a special focus on the empowerment of youth and female community members.
Project management support
- Support the Initiative lead on the effective management, implementation, delivery and reporting of the Heart of Amman initiative by linking the related areas, such as PVE, social cohesion, and human security.
- Develop the strategic and work plans and correspondent budgets of the initiative; liaising with the Financial/Administrative Officer, track expenses and financial reporting including timely reviews;
- Closely work and collaborate with teams at UNDP Jordan on issues relating to sustainable livelihoods, urban revitalization, environment, and social cohesion;
- Supporting the Heart of Amman technical team, on drafting and proposing additional activities for Heart of Amman initiative, as well as support resource mobilization and partnership strategies in coordination with relevant stakeholders/partners;

- Research and analyse relevant data and information, new developments, existing regulations, guidelines, government strategies, relevant to the activities of the PVE and Resilience project and Heart of Amman initiative;
- Identify potential partners, including youth activists, CBOs amongst others, and understand the needs and capacities as a basis to understand and further accomplish M&E activities in livelihoods, community development and social cohesion in downtown Amman;
- Collaborate with the technical team in conducting research and analysis of different examples related to livelihoods (entrepreneurship and innovation) and urban revitalization from the region and/or different countries so as to identify a business model for future intervention.
- Take a lead in preparing communication/publicity materials to sensitize the Heart of Amman initiative, particularly in downtown Amman, e.g. posters, brochures, newsletter, etc.;
Support the Initiative Lead in monitoring the project activities and drafting monthly narrative reports on the progress, accomplishments, challenges, lessons learnt etc.; regularly flag potential risks and issues;
Research and analyse relevant data and information, new developments, existing regulations, guidelines, government strategies, relevant to the activities of the PVE and Resilience project and Heart of Amman initiative;

Education:
Bachelor’s degree in social sciences, business administration, economics, sociology, social anthropology, or any related field. Specialization in community engagement and partnership is desirable.
Experience:
- Over 5 years of relevant working experience in the field of sustainable development, livelihoods, socio-economic development, and other relevant areas.
- Experience in working and establishing partnerships with the private sector, including Start-ups, CSR and finance
- Experience in partnerships for development with private sector social capital impact and CSR programmes
- Experience in community engagement in the areas of: peacebuilding, community development, youth and women empowerment, local governance and gender.
Over 5 years of relevant working experience in the field of sustainable development, livelihoods, socio-economic development, and other relevant areas.
Experience in working and establishing partnerships with the private sector, including Start-ups, CSR and finance
Experience in partnerships for development with private sector social capital impact and CSR programmes
Experience in community engagement in the areas of: peacebuilding, community development, youth and women empowerment, local governance and gender.
Language Requirements:
Fluency in both English and Arabic (written and spoken).
