PROJECT OFFICER (GARBAGE COLLECTION)

The Role


Oxfam OGB is looking for someone to assist the SWM activities under Oxfam’s Water, Sanitation and Hygiene (WASH) programme in Za’atari refugee camp.

Our role will require a range of skills and experience.
Essential
Graduate from a recognized university (preferably within the field of Social Science, environmental management, solid waste management, Environmental sciences etc);
• Experience or familiarity with the basic concept of social mobilization, demonstrated willingness to learn and work with people for community development. Able to spend extended periods of work with community members.
• Experience in mitigating conflicts and disputes between members of a community and community leaders
• Experience or willingness to work with refugees in a camp setting
• Excellent communication and interpersonal skills;
• Experience of Cash for Work/ Incentive based volunteers programming
• Able to collect, enter and analyse data;
• Experience of working in a multicultural team;
• Good written and spoken English and Arabic is essential;
• Good coordination skills; and strong commitment to gender equality and social justice;
• Proven knowledge of computerised systems, a high degree of computer literacy, especially word processing and spreadsheet skills
• Potential and flexibility of attitude to learn;
• Able to work under pressure, ability to prioritise and commitment to meet deadlines
• The post holder should be at ease in working with local communities and Syrian refugees.
• Sympathy with the aims and objectives of Oxfam.
• Commitment to humanitarian principles and action and to Oxfam’s equal opportunity and gender policies

ROLES & RESPONSIBILITIES:
Team Purpose: 
Oxfam’s Solid Waste Management (SWM) projects in Za’atari Camp include both recycling and litter picking activities, that cover up to the whole camp population.
Job Purpose: 
To assist the SWM activities under Oxfam’s Water, Sanitation and Hygiene (WASH) programme in Za’atari refugee camp. Responsible for the design and implementation of all IBV activities related to solid waste management activities and ensure that refugee households benefit from Oxfam projects. To ensure compliance with agreed Incentive based volunteering regulations for recruitment and management of Incentive based volunteering positions, including as fair as possible distribution of Incentive based volunteering benefits amongst the camp-based refugee population.
Key Responsibilities and Accountabilities
  Field based IBV Management 
• Manage the Garbage monitors IBVs to make sure the camp environment is clean as to Oxfam standards.
• Manage the implementation of the field-based solid waste management activities, of Oxfam’s wider Water, Sanitation and Hygiene programmes within Za’atari camp.
• Ensure the camp environment is kept clean and hygienic and liaise with the Recycling, Community engagement and the Public Health Engineering teams to address specific problems.
• Support on maintaining a healthy camp environment during seasonal rains by clearing drainage channels and supporting on de-watering flood waters.
• Take suggestions and solutions into account to ensure high beneficiary satisfaction with Oxfam’s Incentive based volunteering positions within the camp.
Raise issues regarding the solid waste management in the camp such as; garbage collection and disposal, the functionality of the bins, the rotation system among street litter pickers, vulnerable groups inclusion, etc..
• Represent Oxfam at relevant coordination meetings with other Za’atari actors as necessary.
Ensuring compliance with IBV Systems 
• Adhere to IBV SOPs and support in the implementation of restructuring the solid waste team when needed.
• Provide inductions for new IBV, including on mechanisms for which to make complaints and report protection issues.
• Raise payments of IBV SWM beneficiaries.
• Undertake other responsibilities as required by the SWM Project Manager.
 Data monitoring and reporting 
• Develop new systems to effectively monitor the contractor’s work for garbage collection services in the camp.
• Track the contractor’s trucks using the GPS system on a daily basis.
• Provide reports on the contractors work and violations when needed.
• Review monitoring data from the Community Engagement Team, Solid Waste Management team and observation to ensure that Oxfam districts are maintained to a high level of cleanliness.
• Submit monthly progress reports, ensuring accurate capture of numbers of refugees reached by the programme. Feed into monthly donor monitoring.
• Undertake other responsibilities as required by the SWM Project Manager.
Planning of SWM IBV Models 
• Provide reasonable solutions to the complaints received from the community
• Pro-actively seek to engage women, PwDs Elderly people and other types of vulnerable groups into SWM teams.
• Support the SWM in piloting new models of SWM litter picking and coordinate with the recycling project if needed.
• Highlight the need to raise IBV requisitions as needed for the SWM team.
• Provide support for the senior SWM IBV officer in procurement as required (including stock requests). Support in the development of procurement plans to ensure no gaps in the provision of required equipment for field teams.
• Undertake other responsibilities as required by the SWM Project Manager.
