1- Partnership Coordinator - Amman

JIF is seeking a highly motivated Partenership Coordinator (PC)  join the JIF secretariat and contribute to the implementation of our partnership strategy  Overall objective: As part of JIF role within the transition phase in Jordan, the PC will support the Secretariat and JIF members to concretely implement the “localization” agenda and to enhance our partnership capacities with both local CSOs and the Government of Jordan.
Generic responsibilities:
  • Adherence to NRC policies, guidance and procedures.
  • Implement NRC’s systems and procedures at area level.
  • Ensure adherence to NRC policies, handbooks, guidelines and donor requirements.
  • Prepare and submit reports and analysis.
  • Ensure proper filing of all support documents.
  • Support line managers in procedures and require support team trainings.
  • Management of support team.  Ensure development and implementation of administrative systems and procedures.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
Specific responsibilities
  • Institutional Partnership.
  • Develop systems, and capture lessons learned to ensure adequate collaboration with different levels of the GoJ.
  • Maintain positive working relations with MoI, MoPIC, MoSD, MoIT and any other relevant ministry.
  • Keep abreast of developments regarding the GoJ’s stand points and policies and regularly brief JIF Management on changes and impacts on JIF’s members.
  • Act as a focal point between JIF members and different ministries to facilitate their work and contribute to the improvement of the administrative operational space.
  • Make sure all JORISS rules and regulations are known by different INGO members and advise members on the project approval process.
  • Partnership with local civic organisations.
  • Develop and maintain a mapping of national NGO networks and coordination structures in Jordan, as well as key national NGOs within the humanitarian response.
  • With the support of the JIF Coordinator, engage fruitful dialogue with selected local CBOs to strengthen the relationship with JIF members and ensure a stronger local voice is reflected in the Jordan humanitarian eco-system.

Our Ideal Candidate:
We are looking for a candidate with a Bachelor’s Degree. Knowledge of Jordanian legislation and policies related to INGO and local CBOs work in the country. Good knowledge of governance and administrative structures within Jordan, experience from working inside a governmental structure would be appreciated. Minimum 5 years of experience liaising with government of Jordan and/or working and supporting with local CBOs. Familiarity with the JRP process, project application, JORISS system and reporting to line ministries. Able to effectively communicate in meetings, with good presentation and negotiation skills. Context related skills, knowledge and experience. Knowledge of the context in Jordan. Knowledge of JIF structure and mandate. Experience interacting with INGOs, local NGOs, coordination forums or working groups.

2-  Youth Coordinator - Azraq Camp

The overall objective of the NRC Jordan Youth Programme is to ensure that youth have strengthened personal, social and economic resilience. NRC provides access to structured quality learning opportunities which support youth to develop their skills and pursue activities along multiple learning pathways: livelihood, social engagement and further education/training. Given the central role that NRC plays in the youth programming in the Syria refugee response, and the size and scale of the projects to be managed, a Project Coordinator is being recuited to coordinate the Youth project in Azraq camp.
Generic responsibilities:
  • Line management of Core Competency project field staff.
  • Adherence to NRC policies, guidance and procedures.
  • Contribute to Core Competency strategy development, project proposals and provide input on needs and gaps.
  • Manage and implement delegated portfolio of Core Competency projects (activities, budget and project documentation) as delegated from Project Manager in line with proposals, strategies and donor requirements, and ensure high technical quality.
  • Provide regular progress reports to Project Manager (Area Manager and Core Competency Specialist if no Project Manager).
  • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist.
  • Promote and share ideas for improvement and necessary changes in the activities.
  • Ensure capacity building of project staff and transfer key skills.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Promote the rights of internally displaced/returnees in line with the advocacy strategy.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
    Specific responsibilities
  • Manage and support the on-going NRC Youth projects in Azraq camp including the Planning and Implementation of activities as well as management of youth teams.
  • Manage staff performance using NRC's Performance Management system.
  • Maintain NRC's position as a key coordination partner for youth actors operating in camps.
  • Maintain NRC's position as a key actor vis-à-vis the camp authorities.
  • Supervise the budget lines for above activities and monitor expenditure. Meet on a monthly basis to review budget versus actual expenditure for all projects and donors funding activities.
  • Act as the media focal point, in close coordination with the Senior Communications Officer, for the youth project, including drafting and delivering presentations.
  • Act as the focal point for organizing donor visits to youth project sites.
  • Draft concept papers, proposals for new activities in the camp and for the continuation of ongoing activities, in coordination with the Project Manager and Programme Director.
  • Draft donor reports for on-going projects, in coordination with the PM and PD.
  • Lead key programme development discussions with field staff for follow up with PM/PD.
Our Ideal Candidate:
We are looking for a candidate with a Bachelor’s Degree. Experience (3-5) from working as a Project Coordinator (or equivalent) in a humanitarian/recovery context. Previous experience working with children and youth in an educational/training/vocational context.
We are particularly looking for a positive individual with strong communication and interpersonal skills, who can build trust and confidently navigate both internally and externally at different levels, to have the ability to analyze data and trends for informed decisions and Capacity building skills.

3- Legal Consultant - مستشار قانوني - Re-advertised

Position: Legal Consultant
Supervisor: ICLA Central Manager
Duty station: Amman, and central governorates
Duration of contract: 3 months

  1. Scope of work:

  • Providing support to NRC beneficiaries on the issues related to birth, marriage and death registration.
  • Assessing the legal viability of the cases, and the possibility of a viable support with respect to NRC’s beneficiaries’ interest and benefit.
  • Preparing the legal documents needed to proceed and continue supporting NRC beneficiaries before the administrative and judicial competent bodies.
  • Preparing and submitting monthly reports on the activities completed on a monthly basis.
  • Providing NRC’s legal team with information on administrative and judicial practices in the scope of the thematic areas of service delivery.
  • Filling in NRC legal case management tools.
  • Providing regularly, NRC legal team with information on the details related to the follow-up on the legal cases and the actions taken.
  • Attending periodic meetings, trainings, workshops and seminars directly related to the subject of service delivery.

    1. Minimum qualifications:

  • Necessary: Ability to travel between Amman, central governorates different areas, according to the requirements of the legal support for NRC’s beneficiaries in the scope of the subject of service delivery.
  • Necessary:  A university degree in law.
  • Necessary:  An active license from the Jordanian bar association to practice law in Jordan and proceed with the legal procedures before Shariaa and civil courts.
  • Necessary:  Verbal and written fluency in Arabic.
  • Necessary:  Committed to working with refugees; and supporting them to exercise their legal rights.
  • Desirable: Knowledge about the framework, national laws and legal procedures related to the provision of support to NRC’s beneficiaries on legal identity and civil documentation thematic area.
  • Desirable: Experience in legal matters related to foreigners’ legal status in Jordan.
  • Desirable: Experience in legal matters pertaining to personal status; including procedures related to birth, marriage and death registration.

4- Procurement Officer - Region Middle East

The Middle East Regional Office based in Amman, Jordan was created in January 2014 as part of NRC’s reorganization process.  We currently have more than 3,000 staff in the Middle East region assisting people displaced by conflict in Syria, Libya Iraq, Lebanon, Jordan and Palestine.  Our work is concentrated on the shelter, education, food security, legal assistance and water, sanitation and hygiene sectors with strong protection and resilience focus integrated into our programs.

The following is a brief description of the role. The purpose of the logistic role is to support Regional Administration Manager in providing effective and efficient logistic services in procurement 
 Ideal Candidate Profile:
We are seeking a motivated professional to join our administration team in the Middle East Regional Office. The ideal candidate will have a minimum 3 years of experience working in the Procurment field.
B.A degree in procurement or any other related field
Additional useful skills include: Strong organizational skills and teamwork skills, good communication and interpersonal skills, Good computer skills in Microsoft office (MS Excel, Word, and outlook) should have. Excellent verbal communication skills (Arabic & English).

Key Job Tasks and Responsibilities:

 • Carry out high quality local procurement which is accountable, transparent and compliant with NRC’s Procurement Policy and donor requirements within the required thresholds
• Source appropriate suppliers in the local market for the procurement of good and or services based on specification provided by requestor.
• Ensure paper and electronic records are maintained in a systematic manner in line with NRC’s standard procurement procedures, providing a clear auditable trail
• Establish and maintain good professional working relationships with suppliers and contractors whilst strictly adhering to NRC ‘s anti-corruption guidelines and NRC’s code of conduct.
• Perform regular market surveys for commonly purchased goods and services and ensure the supplier database is updated with key supplier’s information.
• Prepare service and frame work agreement and ensure tracking the validation date of them.
• Provide anti-corruption, transparency and cost efficiency focus in all processes in procurement,
• Plan receiving of goods and services related to NRC Middle East Regional Office  Logistic tasks / requests following NRC standard practices and keep documentation to full audit trail standards.
• Support line manager in developing and establishing service and vendor’s agreement by doing the required inspection companies and adhering strictly to corruption guidelines and the NRC code of conduct.
• Maintain material listing price information as well as supplier’s evaluation template and tracking.
• Prepare all required records and report and submitting them on timely basis and as requested by direct line manager.
