Information Management Officer


Job Purpose
The Information Management Officer is responsible for consolidating project databases from the different Programme teams and conducting data cleaning and analysis. The IMO will also support Coordination, Project development, and Appraisal, Monitoring & Evaluation teams in the reporting of information to donors and external partners through the provision of accurate beneficiary demographics and other relevant information.   

Objectives

  • Collate, review and clean all Programme databases, across projects and field locations;
  • Ensure all databases are properly labelled and securely stored in accordance with relevant data protection guidelines;
  • Provide accurate, reliable and insightful data analysis as required.

Duties and Responsibilities


Programme Database Consolidation
  • Pre-intervention:
  • Participate in kick-off meetings, advising on data management processes and creating tool as needed;
  • Support project teams in operational data management tasks, such as coding questionnaires, downloading the data, consolidating data sets, integrating verification data, establishing distribution lists, etc.
  • Archive pre-intervention datasets (i.e. beneficiary selection processes) across all projects and field locations, and verify their accuracy, and ensure that all relevant data is present according to quality standards and donor requirements. Flag any issues to
  • hierarchy and the relevant field teams.

  • Post-intervention:
  • Receive post-intervention databases, verify their accuracy, clean them and ensure that all relevant data is present according to quality standards and donor requirements. Flag any issues to hierarchy and the relevant field teams.
  • Consolidate post-intervention datasets (i.e. beneficiary assistances) on appropriate software, allowing for easy queries across across all projects and field locations;
  • Work with the PM’s and Field IM Assistance to ensure the quality of the data submitted resolve issues with missing data, mistakes, data discrepancies and/or inconsistencies;
  • Ensure effective longitudinal tracking of beneficiaries, i.e. allowing to track personal history of individual beneficiaries (thus easing related calculations) in case they have received more than one type of assistance;
  • In close collaboration with the MIS officer ensure the data gathered through the AME activities (i.e. beneficiaries’ verifications, baselines, PDMs) are accurately reflected in the Master List database
  • Closely support the MIS officer in gathering all data needed, especially those from Program side, to allow a monthly update of the AME Framework for all ongoing projects.
  • Actively liaise with AME MIS officer and Compliance department to ensure that all programme documentation is filed appropriately in accordance with Donor and ACTED guidelines and stored securely in accordance with data protection regulations.

  • Data Analysis
  • Extract queries, figures, and reports from the database;
  • Generate data visualization such as charts, graphs, tables to be included in communication tools, reports, assessments and any other documents as per needs;
  • In collaboration with the PMs or PD Officers, provide data analysis of projects’ activities and assessment data, across projects and field locations;
  • Support the improvements of the data collection tools and data management processes and pilot new ideas with Programme teams in the field, in collaboration with the AME MIS Officer

  •    Other
  • Work with PM's and Field Management to develop their knowledge and capacity in the management of field databases
  • Provide regular and timely updates on progress and challenges to supervisors and other team members;
  • Participate in database-related workshops and meetings as required;
  • Perform any other related activities as assigned by immediate supervisor.
  • Key Performance Indicators
  • Number of database outputs (reports, infograms, etc.) produced during past 6 months
  • % of ongoing projects with project specific databases developed
  • Average time needed to fulfil database service requests
  • % of fields that have missing or incorrect data
  • Required skills
  • Good command of at least one major database technology (for example Access, Excel) in addition to good general knowledge of database management.
  • Experience working with large scale data management preferred.
  • Essential to be very comfortable using mobile data collection tools (e.g Kobo) applications for Android Platforms.
  • A thorough knowledge of operating systems, networking, hardware and software.
  • Excellent problem-solving skills.
  • The ability to explain problems and solutions clearly to non-technical users.
  • Excellent command in English reading/writing/speaking.
  • Flexibility and adaptability are essential, as well as the ability to plan, take initiative and organise work independently. In addition, impartiality, objectivity and confidentiality are essential.
  • Willingness to learn and capacity to innovate.
  • Good organisational, communication and management skills with international and national staff.
  • Experience working in data management for an international humanitarian organisation is favoured
