Technical Advisor – Employment promotion

The Employment promotion Program” in Jordan is seeking a Technical Advisor – Employment promotion” - on a full time base employment.

A. Required qualifications, competences and experience
Qualifications
  • Bachelor’s or master’s degree in Economics or Social Sciences with a focus on the MENA region
Professional experience
  • At least 7 years’ professional experience (research, project development, communication, capacity building)
  • Solid experience in project coordination and coordination work in general
Language Skills: Excellent knowledge of English and Arabic, both spoken and written (presentation and report writing skills), German language is an asset
Other knowledge, additional competences
  • Profound team work experience and readiness to work in and with a team
  • Readiness to share information and knowledge within the FoA2 team
  • Very good working knowledge of information technologies (related software, email, internet and research tools) and computer applications (e.g. MS Office)
  • Excellent negotiation and problem-solving skills, very good communication skills
  • Intercultural management and communication in Arab countries and with international institution
B. Responsibilities
The position holder:
  • Supports directly the component manager in managing the FoA2 component in all its diverse tasks.
  • Leads and coordinates the technical and financial implementation of employment projects in one selected governorate (likely the Irbid governorate) in close cooperation with EPP local partner institutions (public and private) under the supervision of the component manager.
  • Responsible for the planning, monitoring and evaluation of employment projects in the selected governorate with accountability to the component manager.
  • Responsible for the technical and financial management of contracts.
  • Maintenances a good flow of communication and information within the EPP-FoA2 team and with local partners and other relevant local stakeholders.
  • Manages the public-private dialogue formats on employment issues in the selected governorate.
  • Follows-up with M&E of activities under the EPP-FoA2 framework.
In this context, the position holder fulfils the following tasks:
C. Tasks
1. Professional advising and consulting on Employment and labour market: 
The position holder:
  • Advises the component manager in identifying needs, concepts and strategies, and provides technical inputs to overall field of activities within the EPP in employment promotion
  • Coordinates with the component manager in preparing and implementing project activities.
  • Monitors the development and implementation of project plans and activities financed under the FoA2 component.
  • Organizes, implements and moderates workshops and official meetings.
  • Identifies needs for external support and advice for capacity building of local EPP partners (public and private).
  • Formulates terms of reference, selects and supervises consultants in carrying out activities on the local level.
  • Ensures that the services provided by EPP are aligned with the partner’s needs.
  • Supports the component manager in the development and implementation of sustainability plans.
  • Monitors (M&E) selected activities and prepares the regularly reports.
2. Networking and cooperation
The position holder:
  • Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project.
  • Ensures the development and implementation of local dialogues formats with particular focus on the cooperation between the local public and private sector.
  • Travels in accordance with project requirements, locally and abroad. The position requires regular travels to the selected governorate (likely Irbid) once or twice per week.
3. Coordination of tasks
The position holder:
  • Plans and develops project concepts including the preparation and organisation of planning exercises and their implementation and management (technically and financially), monitoring, quality management, evaluation, communication and documentation.
  • Coordinates relevant project activities at local level in consultation with the component manager and in cooperation with the partners.
  • Compiles the relevant information for joint activities and assignments.
4. Other duties/additional tasks
  • Represents the interests and always acts on behalf of GIZ
  • Carries out relevant tasks which may not be explicitly mentioned in his job description
  • Ensure the implementation of the GIZ Orientation and Regulations (O+R) and regularly checks the changes in relation to field of work
