General Position Summary 
The Information Technology Officer is a critical position for Mercy Corps Middle East Regional office located in Amman. With a supervisory role on one IT assistant, the IT Officer works closely with all staff and directly reports to the IT Coordinator on technical matters and day-to-day reports to Operations Manager. The IT Officer will be primarily responsible for the functionality of our infrastructure systems including but not limited to: hardware, software, database, servers, internet connectivity, equipment, power related issues, etc... Essential Job Responsibilities 

Strategy & Vision

  • Offering technical & help desk support to end-users; install and configure computer hardware, operating systems & applications, diagnosing and solving hardware or software issues locally and remotely using remote tools. 
  • Manage the overall IT infrastructure at Mercy Corps office; including Servers (Windows), Local Area Network, Wireless Network (Aruba / Cisco Meraki), Firewall (Sophos / Cisco Meraki), Network Attached Storages, Network Printers & Telecommunication systems, etc.
  • Ensure high availability of internet services & connectivity for all end-users; undertake responsibility for the smooth functioning of internet services, interact with ISP for day-to-day internet issues related to services and subscription charges.
Technical responsibilities
  • Read and understand the Organization ICT Policy. Orient staff on appropriate use and monitor user activities to ensure adherence to these policies.
  • Active Directory Administration; managing the domain, handling user accounts, group policies, and rules, supporting Hyper-V servers, etc... 
  • Kaspersky Server Administration (Kaspersky Security Center); ensure all workstations are updated anti-virus software and profiles. Monitor virus activities and reports on a weekly basis.
  • Oversee repair of computers and IT equipment at a local level, when possible - facilitate and advise on best, safest and most economic solutions.
  • Create & suspend MC-Email and online tool accounts in a timely manner.
  • Conduct staff training on computer basics, best practices, Data protection and the use of all Mercy Corps applications, online tools, software, etc.  
  • Identify equipment and accessories required, facilitate IT purchases by coordinating with the Procurement Department. Provide specifications as per Mercy Corps standards.
  • Maintain proper documentation of all IT equipment including; software licenses, system profiles, warranties and IT stock/accessories. 
  • Other duties as assigned.

  • Develop the capacity of the team, deepen understanding of their roles and assist with career development.
  • Assist team members with information, tools, and resources to improve performance & reach objectives.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Hire, orient and lead team members as necessary.
Influence & Representation 
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Communicate effectively to ensure overall targets are met.
Security 
  • Ensure the Data backups and archives are always up-to-date. Schedule, when necessary additional backups as per situation to retain the highest availability of access for staff.
  • Prepare strategies as it pertains to  IT infrastructure, hardware, and data assets as part of the regional office’s comprehensive contingency and business continuity plans.
Accountability to Beneficiaries 
Mercy Corps team members are expected to support all efforts toward accountability, specifically 
to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring, and evaluation of our field projects.

Supervisory Responsibility: One IT Assistant

Accountability 
Reports Directly To: IT Coordinator (technical management), Operations Manager (functional management)
Works Directly With: Regional Leadership, Program departments, Operational Support departments (HR, Finance, Operations)

Knowledge and Experience 
  • A minimum of 3 years experience in an information technology system (IT) with 3 years in international NGO.
  • A relevant university degree in computer sciences is desirable.
  • Experience in both hardware and software requirements in local area networking (LAN).
  • Experience with G Suite applications is highly desirable.
  • Good Administration skills & experience managing Windows DC and WSUS.
  • Must understand, follow and implement existing policies on IT equipment use and best practices.
  • Ability to troubleshoot, plan and design low maintenance systems is a must.
  • Ability to follow procedures, Meet deadlines and work independently and cooperatively with team members is required.
Success Factors

  • Strong understanding of IT equipment and software.
  • Ability to work simultaneously on multiple tasks.
  • Conscientious with an excellent sense of judgment.

2-  Legal Counselor

A. Background:
Mercy Corps is an international relief and development organization working in over 40 countries worldwide helping people build secure, productive and just communities. Mercy Corps works in places of transition, where conflict, disaster, political upheaval, or economic collapse present opportunities to build more secure, productive, and just communities. Providing emergency relief in times of crisis, we move quickly to help communities recover and build resilience to future shocks, and promote sustainable change by supporting community-led and market-driven initiatives.
Recognizing both the great potential and the complex challenges faced by the Middle East, since 1989 Mercy Corps has been implementing a range of humanitarian assistance and development programs tailored to the specific needs of the region and of those communities where we work.
B. Scope of Work:
Mercy Corps needs a legal counselor for a fixed fee per year to perform the following services:
  1. Facilitating and maintaining the registration at the Social Security (“obligation on the Agency from the first employee”) and any other ministries/department for various projects carried out by Mercy Corps when needed.
  2. Following up on the Corporate Governance issues before the official authorities in Jordan, especially the Companies Control Department of the  Ministry of industry and Trade and Supply Registrar.  
  3. Providing support on drafting and maintaining relevant HR and personnel policies for the agency. Knowledge of labor laws across the region and an ability to advise on such, will be considered as an asset.
  4. Advise and facilitate on personnel issues for national & international including work permits and residencies issues for expats, disciplinary and employment related end of contracts for nationals.
  5. Drafting and reviewing agreements and contracts and legal commitments, in English and Arabic.. 
  6. Drafting and reviewing official correspondences or documentation for multiple audiences including government authorities, individuals etc... (in English and Arabic) as needed.
  7. Representing Mercy Corps before Governmental authorities.
  8. Represent Mercy Corps toward external parties as required.
  9. Providing legal consultation with regards to Jordanian laws and regulations. In addition, pre-empting and advising MC regional office on any changes on Jordanian laws and regulations.
  10. Representing and following up on any litigation/arbitration related to Mercy Corps regional office in Jordan.
  11. Facilitating applications for any waivers/exemptions when needed.
  12. Assigning a dedicated partner to deal with Mercy Corps related affairs who will be responsible to provide feedback within 48 hours except urgent matters which may need prompt response/action
  13. Any other legal service related to Mercy Corps regional office in Jordan operations in the kingdom.
The Contractor’s representation for Mercy Corps will be according to the following parameters:
  • The Contractor may be required for following up exceptional work permit and residency issues for expatriates, at the Ministry of Labor and Ministry of Interiors, in partnership with Mercy Corps' internal representatives. 
  • Only for critical and sensitive matters for Social Security, an internal representative of Mercy Corps (an appointed liaison officer) must be present, such as Social Security exemptions, legal case, etc. The Contractor’s team members do not have to be present in matters such as submitting monthly reporting obligations, amending social security employee’s files and day-to-day routine submittals. 
  • The Contractor is not responsible for submitting tax returns to the Income and Sales Tax Authority. The Contractor will only give advice regarding tax matters and exemptions.
Performance Period: The performance period is for 1 year, commencing July 2019.

This approval to be acquired on case-by-case basis, through email communication specifying the cost of the additional service.
