Monitoring and Evaluation Officer - Iraq Focus

ARK’s DMEL department takes a multi-disciplinary approach to Design, Monitoring, Evaluation and Learning (DMEL) activities. The department’s staff – a highly dynamic, capable, multinational team – are empowered to work collaboratively within their projects and across departments to pollinate skills, approaches and findings.
PURPOSE OF POSITION:
ARK is looking for a Monitoring and Evaluation Officer to be based in our Amman office to support its Iraq project. This person will lead on the development of M&E plans, collection and analysis of data in order to monitor the Iraq project’s outcomes.
KEY RESPONSIBILITIES:
- Develop and implement ARK’s Iraq Project’s M&E plan to meet donor requirements, including all associated reporting requirements.
- Oversee monitoring of the project’s outputs and outcomes according to its logframe and implementation timeframe.
- Oversee data enumerators and be responsible for quality of data collected.
- Quality-assure all data collected (timeliness, accuracy, validity, reliability, integrity, completeness)
- Participate in and lead on training sessions on M&E principles for capacity development and awareness for ARK’s project partners.
- Support the mainstreaming of gender and conflict sensitivity throughout the project’s activities and M&E processes, including reporting.
- Produce reporting as per the project M&E plan’s reporting schedule.
- Contribute to relevant publications, external events (e.g. conferences) as relevant and appropriate.
SKILLS, KNOWLEDGE AND EXPERIENCE:
- The right to work in Jordan is required.
- Bachelors degree in a relevant Social Science field.
- Strong understanding of gender mainstreaming theory and practice, and relevance in the Middle East context.
- 3-5 years of relevant work experience using research methods with mixed-methods data collection and analysis skills, and deep knowledge about the key concepts and theories underpinning expert debates on the topic.
- Experience of delivering DMEL systems in projects for a major international donors.
- Strong knowledge of the Middle East required, including understanding of political, cultural, gender, religion, and age sensitivities in the region.
- Fluent Arabic and English.
- Strong organizational and time management skills, including the ability to work independently with tight deadlines.
- Meticulous attention to detail.
- Excellent communication and presentation skills, specifically the ability to deliver succinct and persuasive analysis.
- Experience working on projects that focus on civil society is highly desirable
- Post-graduate degree in a social science is highly desirable.
- Experience working on projects in Iraq is an advantage.
- Experience delivering projects for DFID, USAID, DFID, CSSF, Global Affairs Canada, or US Department of State is an advantage.
