1- Call For Applications - National Medical Doctor

Eligibility criteria
Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.
Description of task

  • Provide daily 24 hours emergency medical coverage;
  • Develop emergency medical contingency plans and assist with UNCT/UNDSS’s planning for response to a mass casualty incident;
  • Respond to acute emergencies in line with international protocols such as advanced trauma life support management and advanced cardiac life support. or Pre- Hospital Trauma life support;
  • Do triage and primary stabilization;
  • Be on call during and outside office hours to observe and treat emergencies and undertake house calls when required;
  • In case of mass casualty and emergency situations, keep the clinics functional 24/7;
  • Liaise with other host-nation medical facilities and medical facilities abroad to coordinate medical evacuations;
  • Follow the United Nations established policies and procedures regarding medical clearances and medical evacuations;
  • Ensure proper follow up on all cases;
  • Responsible for establishing good relations with reliable hospitals, private medical facilities and blood banks and local physicians including UN Examining Physicians, if available;
  • Ensure that proper medical records are kept in a strictly confidential manner;
  • Maintain emergency medical supplies and equipment to be used in case of emergency.
Qualifications/Requirements Required degree level: Bachelor degree or equivalent Education - Additional Comments:
  • University Degree in Medicine, from an accredited University and currently licensed to practice within home country or another national jurisdiction;
Required experience: 60 Months Experience remark:
  • At least 5 years progressive and technical experience; 
  • Previous UN medical system/international medical experience is desirable;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is desirable;

    2-  Call for Applications - Data Management Officer

    Eligibility criteria
    Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.
    Description of task
    • Manage the incident databases (cases and contacts) including content, structure, file location, backup system;
    • Collect collate, manage and analyses data from all partners; aggregate the relevant health related information such as mortality and morbidity, location of hospitals, primary health care units, other health care facilities, etc. and transform it into narrative text, maps and graphics to enable strategic planning and decision-making;
    • Aggregate and maintain information from technical teams, field offices and partners including contact lists, event specific information (what, where, who, how many, how quickly, current status), health indicator data, health situation data, health response data, etc;
    • Develop tools to harmonize data collection and processes across WCO and field offices to facilitate consolidation of information. Respond to specific information requests from the technical teams and partners, ensure dissemination of information and knowledge sharing with all partners;
    • Provide country-specific and aggregate intercountry information to the relevant WCO websites, manage email boxes and share points, as required;
    • Provide technical expertise during interagency initiatives, related to information and data management, seeking to improve information sharing between institutions, to strengthen access to information from other organizations and clusters, and to contribute to intersectoral dashboards and reports;
    • Verify data quality (completeness, timeliness), identify gaps in health information management, recommend corrective actions and prepare relevant documents to include in project proposals, internal and external situation reports (SitReps), bulletins, health risk assessments, health needs overviews (HNO), and strategic response plans (SRP), etc;
    • Participate in any other activity that may be required in connection with the incident data management and perform any other incident-specific related duties, as required by the functional supervisor.
    Qualifications/Requirements Required degree level: Bachelor degree or equivalent Education - Additional Comments:
    First level university degree in information or data management, computer sciences, statistics, applied math or public health, complemented by training in databases development and/or management from an accredited and recognized academic institution, is required;

    Post-graduate degree in public health, qualitative surveillance or statistics, is desirable;
    Required experience: 60 Months Experience remark:

    The Following Qualifications Are RequiredThe incumbent must be a dynamic, multifunctional individual, who supports the Host Agency with professionalism, dedication and client orientation, and who must be willing to work on both programmatic/substantive aspects, and to provide operational/logistical services.
    • At least five (5) years of relevant professional work experience, at the national and international level, in data and/or information management, including experience in emergency operations or humanitarian context, is required;
    • Prior emergency disaster and health outbreak response or humanitarian work experience at the field level, with WHO/UN system, health cluster partners, relevant nongovernmental or humanitarian organizations, is desirable;
    • Excellent knowledge of Microsoft Office applications;
    • Working knowledge of online data collection applications, statistical analysis packages (Stata, SPSS, etc);
    • Good knowledge of database and GIS programmes (e.g. ArcView).

    Functional Knowledge And Skills
    • Demonstrated knowledge of information management and monitoring systems as related to emergency response and relief operations;
    • Proven skills in the field of statistical data collection, assessment, analysis and monitoring in a public health context;
    • Advance ability to design, manage, analyses and coordinate complex information system projects, computer-based applications and databases, web-based tools.

    3- Call For Applications - Public Health Officer

    Eligibility criteria
    Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.
    Description of task
    • Assess threats to human life and health, damage to health infrastructure for primary and secondary care, the state of health referral and support systems, including cold chain, laboratory, essential drugs and health information systems, and the vital needs of the affected populations;
    • Collaborate with national authorities and health partners to coordinate and implement public health response activities as part of the health cluster’s strategic response; analyse existing coordination mechanisms, designing and recommending improvements;
    • Provide analysis of the public health risks, needs and capacities and advise on priority interventions for WHO and partners; challenges and operational course correctors, as applicable;
    • Monitor progress towards achievement of universal health coverage; analyse social determinants of health and their impact on the incident management system, including identifying inequities, gaps in the delivery of health services or emergency interventions, recommending appropriate actions and innovative approaches to improve the situation;
    • Facilitate the implementation of effective, evidence-based policies, public health programmes and interventions through all life cycles, this might include maternal and new born health, health promotion and education, non-communicable diseases (NCDs), the elderly, social determinant of health, violence and injury prevention including road safety, gender and health equity and other related areas;
    • Secure information from a broad range of health sectors, analysing such and consolidating health data in trends and trends assessment, with particular attention to surveillance, monitoring and early warning;
    • Perform any other related incident-specific duties, as required by the functional supervisor.
    Qualifications/Requirements Required degree level: Master degree or equivalent Education - Additional Comments:
    • Master's degree or equivalent in public health and/or health-related field, from an accredited and recognized academic institution is required, or:
    • A Bachelor’s degree or equivalent in combination with relevant training and/or professional experience may be accepted in lieu of an advanced university degree;
    • Post graduate studies or specialized training in emergency response or disaster management in the context of public health, is desirable.
    • Diploma in tropical medicine or disaster management, is an asset.
    Required experience: 36 Months Experience remark:
    • At least 3 years of professional work experience at the national level in public health and health sector coordination.
    • Past experience in capacity building, developing and promoting collaborative partnerships, is required.
    • Prior relevant work experience in WHO/UN system, health cluster partners, relevant nongovernmental or humanitarian organizations, is desirable.
    • Experience in capacity building programme planning/development, project management, monitoring and evaluation, is desirable.

    • Demonstrated knowledge and experience of operational management of health aspects/consequences of humanitarian crises and outbreaks in field settings;
    • Demonstrated skills in proposal and report writing, knowledge of and experience with needs assessments in emergency settings, strategic information analysis and planning and ability to anticipate new trends in the field of public health and take actions accordingly;
    • Capacity building skills for the development, implementation and analysis of technical cooperation programmes and activities, including the development of programmatic indicators.
