Technical ICLA Partnership Officer

1. Roles and Responsibilities
NRC ICLA Partnership Technical Officer will support NRC ICLA programme in ensuring the quality of the legal aid services delivered by the ICLA team and its implementing partners (IP). The position is key to ensure the quality of the services provided by NRC’s partners, as well as in supporting with the needed tools and guidance to promote and protect Syrian and Non-Syrian refugees' rights.

Generic responsibilities
• Ensure compliance with NRC policies, guidelines and standards.
• Ensure compliance with Core Competency strategy, tools, handbooks, guidelines and standards.
• Responsible for implementation of technical activities of Core Competency project(s).
• Responsible for tracking financial expenditures for technical activities of Core Competency project(s).
• Responsible for technical quality control and monitoring of project activities.
• Ensure project documentation of technical activities of Core Competency project(s).
• Provide technical support and capacity building towards project staff.
• Provide technical analysis and feedback to NRC representatives in coordination forums.
• Assess, promote and document ideas for technical improvement and further program development options.
Job DescriptionEnsure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
• Promote the rights of internally displaced/returnees in line with the advocacy strategy.
• IF APPLICABLE: Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation).
• IF APPLICABLE: Conduct quality control and provide technical support to implementing partners and/or contactors.

Specific responsibilities
• Support in overseeing the implementation of the current NRC ICLA Partnership Agreements, making sure partners follow their programmatic and financial obligations and implement their activities in accordance with ICLA strategy and priorities.
• Provide a qualitative and quantitative review of the monthly reports submitted IPs and ensure they align to partnership agreements and agreed upon targets.
• Contribute to the process to allocate sub-grants to partners in coordination with other NRC units (review proposals and budgets and develop the partnership agreement)
• Regularly update the “ICLA-IPs joint online tools” and and provide a quarterly qualitative analysis of the cases in close coordination with the IPs focal points in the implementation team.
• ·Work closely with IP focal points in the implementation team to ensure the systemization of best practices and lessons learnt across NRC ICLA teams in different geographical locations.
• In cooperation with the Capacity Building Officer, oversee the design process for training material for partners and ensure that data related to the trainings delivered by partners is included in the relevant databases/tracking tools. ·
• ·In coordination with ICLA Technical Legal Coordinator and in relation to issues that may affect partnerships, contribute to developing SOPs, training material and Briefing Notes produced by partners.
• ·Carry out analysis of NRC ICLA data related to Partners that could feed internal and external research, advocacy ensure monthly contributions to NRC donor reports.
• Act as as focal point in NRC for ICLA IPs to maintain high level of coordination between IPs, ICLA management and different NRC unit
• ·Carry out any other relevant duties as requested by supervisor.

• Experience from working within technical expertise area in a humanitarian/ recovery context.

• Fluency in English, both written and verbal.

Context/specific skills, knowledge and experience:
Qualification requirement: Bachelor degree or equivalent
Years of Experience: 3
• University degree in Social science, Business Management, Law degree or related field;
• Familiarity with Project Cycle management tools (M&E tools, log-frames budgets)
• Outstanding inter-personal skills and ability to maintain strong relationships,
• Good writing skills and experience in drafting reports,
• Excellent knowledge of Excel,
• Knowledge of Jordanian legal framework and experience in working with legal aid actors in Jordan is a distinct advantage;

1- Duty Station: Amman- Jordan

2- Contract: Till end of June 2021 and it is renewable based on Fund and performance
