DEPUTY CHIEF OF PARTY, JORDAN
Position Summary
RTFs International Education Division supports
education development worldwide by strengthening education policy, management
and practice to achieve measurable improvement in teaching and learning. From
our well-established reputation in education system strengthening, to
innovative work in early grade assessment and learning, RTT is improving
education quality, relevance and efficiency through implementation of projects
funded by USAID, DFID, Australian Aid and other donors and clients.
The International Education Division is accepting
applications for Deputy Chief of Party for the US AID-Jordan Early Grade
Reading and Mathematics Program (RAMP). The USAID- and UKAJD-funded program is
being implemented by the prime contractor RTI International and its lead
partners: Queen Rania Teacher's Academy (QRTA); Change Agent for Arab
Development and Education Reform (CADER); and We Love Readmg (WLR).
RAMP is funded by USAID and UKAID and is working to
improve tire reading and math skills of students in kindergarten 2 through
grade 3 (KG2-3). It began in January 2015 and will end in December 2019. RAMP
works with the Ministry of Education (MOE) to (1) develop and distribute
improved learning materials to all KG2-3 classroom in Jordan; (2) develop
improved reading and math curricula; (3) train teachers, principals,
supervisors, and field directorate and MOE administrators to provide more
effective instruction and promote community participation in reading and math
education, and (4) support adoption of early grade reading and math policies,
standards, curricula, and assessments.
Responsibilities:
Work with the Chief of Party (COP) to manage the team
to achieve project goals.
Support the COP to provide leadership to technical and
managerial activities.
Oversee general office operations and information
technology support.
Work with staff and partners to coordinate
implementation of program activities.
Serve as the acting COP in the absence of the Chief of
Party.
Engage USAID and counterparts on the project's
direction in the absence of the COP.
Provide support to partners, implementation,
operational plans, and reporting.
Oversee functions and implementation activities of
RAMP's three regional offices.
Establish and maintain cooperative relationships with
stakeholders: government and donor counterparts, private sector partners, and
local stakeholders.
Facilitate public-private partnership development,
reporting and program delivery.
Play an active role in RAMP's institutionalization and
sustainability work with MOE
Qualifications:
Master's degree or equivalent experience in
international development, desired.
A rriinimum of 10 years of experience in managing and
coordinating international development projects. Experience with USAID-funded
projects is preferable.
Demonstrated managerial skills, and experience and
knowledge in systems and project management, preferably with experience
managing multiple field offices.
Understanding of the Jordanian educational context
with experience in policy, systems, and/or organizational analysis and
development.
Experience working in Jordan's education system as an
administrator is helpful.
Proven leadership and organizational skill, including
with support to local partners.
Ability to build consensus and proven capacity to
support high performing teams.
Strong interpersonal and communication (both oral and
written) skills, and ability to develop relations with donor, ministry, businesses
and local stakeholders.
Excellent organizational and analytical skills, and
strong personnel management.
Financial management knowledge preferable.
Excellent knowledge of MS Word, Outlook, PowerPoint,
Excel, and QuickBooks
Able to multi-task, work well with others and be
culturally sensitive and respectful.
Fluency in written and spoken English and Arabic
required.
