Civil Engineer
PROGRAM SUMMARY:
Syrian refugees and asylum seekers began fleeing the insecurity and entering the Hashemite Kingdom of Jordan as early as March 2011. As of August 2016, UNHCR reports over 657,000 Syrian refugees residing in Jordan, including both registered and those awaiting registration. The Government of Jordan (GoJ) estimates that there are over 1.2 million Syrians in the country. Most are in towns and villages in and around northern cities including Irbid, Ramtha, Mafraq, Amman and Zarqa. More than 130,000 are living in refugee camps ( Zatari and Azraq )
GENERAL POSITION SUMMARY:
The Civil Engineer is responsible for the preparation of the new tenders, updating progress of each project, site supervision, monitoring of contractors work, prepare BOQ , review and check invoices submitted by contractors , quantity surveying works, working closely with project team to assist the sites before moving forward with projects, update any required drawings on AutoCAD and assist the Engineering Manager in the day to day reporting. He/she will work closely both with management, and support staff (administration, operations and program) to ensure the day to day activities is implemented according to schedule. He/she will also be responsible for data collection and reporting on M&E requirements for the infrastructure and construction component of the project. He/she will be reporting to the Engineering team leader.
ESSENTIAL JOB FUNCTIONS:
Primary responsibilities include, but are not limited to the following:
Facilitate outreach with communities with respect to implementation and maintenance of infrastructure works.
Contribute to overall identification, design, BOQ, of water supply infrastructure needs and works in target communities.
Review and check invoices submitted by contractors
Supervise infrastructure and construction works subcontractors to ensure compliance and quality.
Regularly collect data to measure progress success against milestones and identified project indicators.
Report on project progress for infrastructure and construction works.
Attend and actively participate in all staff and project meetings.
Other duties as assigned.
Ability to work effectively with an ethnically diverse team in a sensitive environmental.
SUPERVISORY RESPONSIBILITY: Subcontractors (construction contractors)
WORKS DIRECTLY WITH: Program Staff
REPORTS DIRECTLY TO: Senior Engineering Manager
SUCCESS FACTORS:
Good civil engineering/ Inspection and supervision skills
5-10 years of experience in site supervisor in infrastructure projects, water projects, pumping stations and civil works.
Good knowledge of working with AutoCAD, Microsoft office and Project Management programs is a plus.
Good oral and written English skills required.
Leadership and ability to manage projects independently
Knowledge and/or practical experience in participatory methods and community mobilization and capacity and consensus building.
Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
