Security Officer

PRIMARY RESPONSIBILITY: To provide expert support to the ICMC Director for Jordan and Syria for the development of comprehensive security policies and strategies for ICMC operations in Jordan through regular assessments of the key risks and threats to the safety and security of ICMC personnel, premises, operations and assets in the country.
Responsibilities:
Serve as the Security Focal Point, and be the agency’s key security contact person for internal and external contacts and partners;
Conduct a thorough threat and risk assessment of ICMC operations in Jordan and identify risk mitigation measures for appropriate implementation;
Conduct security related support visits and surveys of ICMC field sites (particularly in areas bordering Syria); office premises, residential areas and other premises and issue recommendations as appropriate;
Review and keep regularly up-to-date the ICMC Security Information and Evacuation Plan for Jordan;
Provide security briefings to all incoming Staff members and keep Staff regularly up-to-date and informed on relevant security threats, risk mitigation measures and procedures in place;
Share accurate security advice (written and/or verbal) in a timely manner with all Staff members;
Ensure that visitors to ICMC receive a security briefing upon their arrival;
In coordination with HR personnel, maintain an up-to-date list of national and international ICMC Staff in Jordan, including temporary consultants and visiting Staff, and establish an emergency contact list;
Ensure that security management plans are relevant and constantly updated as appropriate; that all staff knows their roles and responsibilities and that security instructions are duly being followed;
Ensure that ICMC office and operations premises are adequately secured;
Liaise with Government authorities, UN agencies, INGOs, local NGOs, inter-agency working group and other external actors to gain relevant security information and analysis;
Coordinate with INGO security focal point(s) in Amman to ensure that ICMC’s safety and security plans are in line with general INGO security systems in Jordan, are relevant to the situation on the ground and are in line with the recommendations of the inter-agency security working group;
Liaise/Coordinate with appropriate evacuation meeting points (hotels, airports) and ensure ICMC agreements with meeting points;
Provide strategic, methodological and technical advices on the different stages linked to the integration of the security component within existing and new project cycles and strategies by maintaining a permanent dialogue with the Director and Program Managers;
When necessary, assist with the writing of documents linked to the project security components;
Provide basic trainings for ICMC staff on security preparedness, prevention and response;
Write regular security management reports with situational analysis and recommendations;
Develop and update evacuation plans for the four ICMC offices in Jordan, including appropriate assembly points and messaging systems;
Ensure the field communications needs are met and that staff are trained in the use of communications equipment as necessary;
Update the Emergency Fact Sheet for ICMC Jordan;
Provide appropriate safety and security technical advice and management support to ensure an effective response to any safety and security incidents arising;
Coordinate and supervise the work of the Security Guards;
In times of crisis, act as the focal point for the coordination of relocations/evacuations of ICMC Staff members and their dependents;
Perform other security-related duties, as required.
Required Qualifications:
At least 5-10 years of field security experience, 3-5 with NGO;
Military, intelligence or law enforcement background preferred;
BA or MA in relevant security/international/or regional specific field preferred
Field experience in Middle East context and operations;
In-depth knowledge of security management and risk management;
Advanced level knowledge of communications technology, including VHF, HF radio systems, satellite communications, cell phone mediums, etc.
Good command of MS Office applications and other computer programs;
Excellent communication and team working skills;
Fluent Arabic language skills (mother-tongue level) and excellent English language skills (oral and written) required.
