Background & Context
ARK Group DMCC is a development and stabilisation consultancy delivering policy-relevant, research-informed and evidence-based programming in areas of instability and conflict on behalf of governmental clients. The M&E Officer provides project teams and funders with crucial information about delivery and results of ARK projects. The M&E Officer is focused on collecting and commissioning field research and analysing those findings against agreed project indicators, to enable adaptation and improvement throughout delivery. The M&E Officer reports to the M&E Manager
The role is embedded within the project team, to ensure full access to project events and beneficiaries and to support project learning and reporting needs.
Key Responsibilities:
Under the supervision of the M&E Manager, the M&E Officer will be responsible for:
• Overseeing Jordan related project implementation team monitoring and evaluation activities.
• Assist in the development, revision, and implementation of M&E plans and tools including Theory of Change, Results Framework and/or Log Frame, as needed and agreed with client.
• Assure high quality and reliable data collection processes and work with data databases to capture and organize data.
• Systematically gather data on project outputs and outcomes by communicating with project team members, conducting interviews with beneficiaries and stakeholders (direct interviews, focus groups, and/or surveys), contracting third-party research as needed, and managing data collection processes.
• In accordance with project M&E plan, monitor project activities and progress towards anticipated results, and contribute to project periodic and quarterly reporting:
o Completed Results Framework within five days of end of quarter.
o Narrative text about progress to date on project outputs, outcomes, challenges, and lessons learned.
o Develop, in collaboration with other team members monthly, quarterly or annual reports depending on project requirements
• Contribute to project and institutional learning processes:
o Providing verbal and written briefs on project progress project Manager on weekly and as needed basis
o Facilitation of quarterly project reflection sessions and documentation of key findings
o Identification of common challenges encountered during implementation and provision of feedback to the Programme Manager throughout the project cycle
o Tracking of context indicators
• Train team members in basic data collection processes and support them in conducting M&E activities.
Experience & Qualifications
Essential Skills:
• University degree in Social Science or any relevant field.
• Three years of M&E and data collection experience in a development/stabilisation setting
• Knowledge of principles of results-oriented monitoring and evaluation.
• Demonstrated knowledge of research methods with mixed-methods data collection and analysis skills.
• Exceptional English writing skills are essential. Fluency in Arabic is highly desirable.
• Ability to analyse quantitative data in Excel or similar software.
• Legally permitted to work in Jordan
Desirable Skills:
• Excellent MS Office skills including advanced Excel and Access skills
• Ability and willingness to collect data in the field across all Jordan governorates.
• Willingness and ability to carry out detailed oriented data entry tasks.
• Experience in working with UK/EU/Canadian/USAID funded projects
