Job Description

BACKGROUND
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With a region wide portfolio of $200 million--and a rapidly expanding—supported by more than 1,250 staff, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and foo d distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
Job Overview/Summary: The IRC Syria Country Program is currently conducting activities that support Protection, Health, and Economic Recovery and Development (ERD) outcomes inside Syria. These activities include, but are not limited to, Persons with Special Needs (PSN) case management, Psychosocial Support Services Counseling, Mental Health Case Management, and Unconditional Cash Transfers (UCT). To effectively manage the information generated by these program activities, the IRC will be using the case management software Commcare. The Commcare Consultant will be responsible for building, testing, training staff on, and forward planning for Commcare applications in close collaboration with technical experts in protection, health, ERD, and MEAL (Monitoring, Evaluation Accountability, and Learning).
Major Responsibilities:
Application Building:
* Develop new case management systems for protection, health, and/or ERD activities in the Commcare Application.
o Building registration tools, follow up forms, case closure forms, satisfaction surveys, and other forms within the application.
o Work with Arabic-speaking staff to translate and upload the tools for multi-language use

Adapt existing case management systems used by IRC globally to the Syria context.
o Review existing Commcare-based case management systems and adapt the questions, form, and form structure to ensure that the forms and content of the system are applicable to the program that will use them.
o Work with Arabic-speaking staff to translate and upload the tools for multi-language use

Content Review and User Requirements:
* Work closely with subject matter experts in ERD, protection, and MEAL to gather user requirements and to become extremely familiar with the workflow and tools that are currently being used by the ERD and protection teams

o Review the existing case management tools and workflow that have been designed by the respective teams
o Collaborate with subject matter experts to understand the content and purpose of the questions and forms
o Provide input, as needed, on how to structure forms and questions to ensure that Commcare features can be used.

Testing:
Upon completion of the build, conduct and/or support testing of the system to ensure the design, functions, workflow, and logic of the questions and forms are working as intended.

o Conduct one “boardroom test” in Amman with key stakeholders and users
o Support program teams to conduct a field test

Integrate any changes identified by end users, system managers, and subject-matter experts.
Training
Provide handover training to system administrators (“power-users“)

o Ensure that Information Management (IM) staff have expert knowledge of the system prior to departure
o Ensure that key staff have the ability to conduct trainings with field-based staff inside Syria

Work collaboratively with IM and MEAL staff during the build to transfer advanced Commcare skills to Jordan-based Commcare users.
Coordination:
* Solicit advice from subject-matter experts to ensure the material is in line with technical best practices
* Conduct regular check-ins with the MEAL Coordinator and IM Managers to ensure project fidelity
* Provide demos at key stage-gates

KEY DELIVERABLES:
1. A minimum of two case management application fully built (in English and Arabic) and ready for deployment
2. Completion of at least one test (field and/or boardroom) per application with real or dummy data
3. Documentation and integration of any recommendations and comments from the tests
4. Training of key staff on the end-user experience and the power-user experience including forms, logic, question-flow, and workflow.
5. High level workplan for key milestones after the consultants departure

Internal: ERD IM Manager, Protection IM Manager, Protection Coordinator, ERD Coordinator, and ICT4P Manager

Job Requirements:
* Bachelor’s Degree in computer science or other information technology background, Masters is preferred but not required.
* 3-5 years of professional experience in Information Communication Technology (ICT)
* At least 3 years of experience building applications in Commcare is required
* Experience building applications in Commcare
* Experience conducting application/systems tests
* Experience conducting trainings is preferred, but not required
* Experience in the NGO or humanitarian sector is desirable
* Proven ability to produce quality outputs within designated deadlines
* Proven ability to work well others
* Proven experience as a self-starter and collaborator
* Fluency in English language required; Arabic language skills a plus, but not required.
