1-  Case Manager

General Responsibilities and Principles
With the support and under the supervision of the Child Protection and SGBV Project Manager who plays the role of Case Manager Supervisor (CMS), the Case manager will provide case management services for identified child protection and SGBV cases in particular violence against children and child marriage issues, including using the CPIMS+/Primero. He/she will work in close collaboration with other Tdh staff and coordinate with all the other actors working in the field to refer to available service providers.
The incumbent commits to observe discretion on any information related to the organization functioning. The incumbent will conduct his or her duties in respect of the Charter of Terre des hommes (Tdh) and Tdh Safeguarding Policy. The incumbent commits to ensure high level of children participation and will always work in the best interest of the child. Tdh intervenes without any affiliation for politics, religion or financial profit. The incumbent will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation. Tdh expects that its staff and contractors’ professional conduct reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Tdh and defends in all circumstances the interests of the movement.
Context:
Tdh opened its Delegation in Jordan in 2007 with the objective to implement programs initially in favour of Iraqi refugees. Currently Tdh implements two main programs in Jordan: an Access to Justice (A2J) Program,  which started in 2011, and a a Migration Program, in response towards the Syrian crisis which started in 2012 in the host communities in the Northern Governorates and in 2013 in the Emirati Jordanian Camp.
In the context of the response to the Syrian crisis, Tdh is providing a comprehensive package of services for vulnerable Syrian and Jordanian children in order to enhance their well-being and to promote their social cohesion and resilience. Through Psychosocial Support activities, life skills, informal education and case management. In addition, community mobilization is strengthening Child Protection system and mechanisms at community level to build a more protective environment for children. Capacity building of the national stakeholders is the cornerstone of the longer-term projects and a priority for Tdh Jordan. 
Purpose of the position:
The Emirati Jordanian Camp (EJC) is home to 6,844 (UNHCR figures from June 2018) Syrian refugees and is run by the Emirati Red Cross (ERC), with children representing over 50 % of the population and young people aged 14-24 years old constituting a third of the population. Since its establishment, the EJC has largely sat outside of the Jordan Response Plan, with little to no information shared with the wider humanitarian community. Given the lack of actors currently operating in the camp, there are large gaps in both SGBV and Child Protection coverage. The lack of livelihood and recreational opportunities in the camp, combined with overcrowded caravans, has contributed to large numbers of SGBV cases and a high prevalence of domestic violence and violence against children. Currently, there is no SGBV management actor in EJC which means that cases are handled by the Azraq Camp Family Police Department. This set-up has invariably led to delays and gaps in responding to SGBV concerns. The youth population in the camp is similarly under-served and are in need of additional support.
Tdh has been implementing child protection services in EJC and completes now its intervention with SGBV response in the EJC with a focus on child marriage. Under the supervision of the CP & SGBV PM, the Case Manager will provide ensure qualitative case management in respect with national and Tdh SoPS to ensure respectful and efficient solution to people of concern issues and to effectively implement SGBV and CP  prevention and response activities.
Position in the organisation
The Case Manager reports to the CP and SGBV Project Manager. On technical matters the Case Manager will liaise with the SGBV Advisor, CP officer and technical resources at the regional and HQ level.
Specific Responsibilities
Line Management
Report to the CP and SGBV Project Manager (CMS). 
Case management

  • Participate in the design and update of tools used by the protection team such as the case identification and selection criteria, the vulnerability criteria, the case management steps, etc.
  • Identify cases through regular contacts and visits in the community and areas of intervention.
  • Receive cases referred by other Tdh departments, local partners and agencies as per the Interagency Emergency Standard Operational Procedures for Prevention of and Response to Gender Based Violence and Child Protection in Jordan (SOPs).
  • Create a family file for each case received and file all cases according to specified criteria.
  • Conduct initial assessment using adequate tools (assessment form and best interest's assessment BIA). During the interview and field visits, collect quantitative and qualitative data to analyze the situation and needs in order to define the most appropriate responses.
  • Prioritize cases according to risk level and based on Tdh vulnerability criteria;
  • Design an action plan, in close collaboration with the family and the children, addressing the needs of the case and get validation of the line supervisor.
  • Provide beneficiaries with information about Tdh and other services available for beneficiaries in the north.
  • Conduct regular contacts/home visits of the selected beneficiaries to follow up on the agreed work plan and its progress and facilitate the good implementation of the work plan.
  • Ensure that progress is regularly reviewed.
  • Regularly monitor and support children and families through home visits, providing guidance, advice and emotional support, community mediation and referrals.
  • Ensure children receive multidisciplinary support.
  • Organize internal assistance delivery following defined work plan, procedures and mechanisms.
  • Conduct regular mapping and update of the other organizations assisting vulnerable individuals and families as well as of the services they deliver (type, criteria for assistance provision, cost, etc.) based on Unicef, UNHCR’s and Inter-Agency mapping in Jordan.
  • Prepare regular reports on families supported and or referred; update family and individual files according to each case development (action plan and follow-up).
  • Collect and provide any other qualitative and quantitative data requested by the CMS and proceed with data entry on a daily basis.
  • During the whole process, the Case Manager manages cases in line with SOP, adheres to standard documentation process and follows best practices guidance.
  • Regular cases registration and data entry on PRIMERO/CPIMS system
Capacity building
  • Participate in capacity building needs assessment.
  • Prepare (training materials, training tools, organization of training, follow up, etc.) and conduct training/ coaching according to the training needs identified.
Assessment
Participate when needed in project assessments: surveys, data collection, filling questionnaires and forms, data entry, conducting interviews, FGD, etc.
Monitoring and Reporting 
  • Regularly ask the feedback and the level of satisfaction of the beneficiaries to adapt the support.
  • Follow up the external referrals to other service providers and ensure that the takeover is done as fast as possible.
  • Organize post distribution monitoring report to evaluate the satisfaction with the distribution, assistance process and to analyze the adequacy of the support.
Coordination,  Meeting & Representation
  • Participate in  department monthly meeting.
  • Attend external meeting (coordination or referral meeting) when requested.
  • Participate in weekly case-management meetings.
  • Participate in monthly meetings with the parents, together with the activity supervisors.
  • Participate to case management meetings with the CMS and Project coordinator, when necessary involve other Tdh departments or agencies.
  • Participate in organizing community events about child protection issues.
  • Liaise with other NGOS for events, campaign and services available in the area.
  • Ensure communication and coordination with other departments / team about internal referrals.
Confidentiality
Make sure to respect strict confidentiality of information about activities, Tdh strategy, budget, staff, beneficiaries, etc. 
Security
  • Comply with Tdh Security Regulations.
  • Inform and share any incident or information related to the security of staff and beneficiaries to the line- Manager.
Safeguarding Policy

  • Commit to ensure the best implementation possible of the Safeguarding Policy in Jordan;

Requirements/Qualifications

Essential

  • Minimum bachelor degree in Social Science;
  • Minimum of 3 years’ experience as case manager  ;
  • Madatory experience in projects addressing protection, CP and SGBV prevention and response;
  • Diplomacy and ability to confront and discuss sensitive issues;
  • Fluency in written and spoken Arabic and English language;
  • Good Computer skills (Microsoft Office, email);
  • Very strong planning and organization skills.
  • Excellent communication skills and sensitivity awareness.
  • Awareness and knowledge of ethical issues related to gender equality, fairness and do no harm;
Desirable
  • Strong knowledge in child rights and child protection issues as well as knowledge in the field of migration and juvenile justice is preferred;

2-   Support Group Psychologist


General Responsibilities and Principles:
With the support and under the supervision of the CP and SGBV Project Manager, the Support group Psychologist works directly with beneficiaries (children, youth and parents) and ensures a strict adherence to the International Child Rights Convention at all times, and respect. The Support group Psychologist acts always in the best interests of the children and their families.
He/she organises Support Groups in accordance to Tdh and international standards, ensure the capacity building if his/her team. He/she participates in the project monitoring, review and situation analysis and survey  when needed.

Specific Responsibilities
Line Management
  • Report to CP & SGBV PM
  • Supervise volunteers 
Support groups
  • Establish an intervention plan and propose guidelines to organize support groups for children and their family members, according to project objectives and indicators: structure of the sessions, titles, goals, methodology, tool, etc.
  • Receive family members requesting support, internally referred by team members and other agencies; Assess their psychosocial needs.  
  • Set-up groups according to needs identified: groups of mothers, fathers, other family members and youth.
  • Conduct / non-specialized support groups with children and children’s caretakers, particularly parents, and other family members (aiming at basic counseling, awareness raising, psychosocial support to allow debriefing, and to encourage mutual mechanism, etc.).
  • Identify and refer parents or children in need of deeper psychosocial and protection help and refer them to the case-manager.
  • Collaborate closely with the Activity Team Leader, and meet them on regular basis to discuss cases and activities.
  • Keep documentary record and update of all group sessions: plans, monitoring, feed-back, running of the session, etc.           
  • Collect and provide any qualitative and quantitative data requested by the Activity Team Leader.
  • Participate when requested in the project awareness and community activities and events.
Capacity building
  • Participate in capacity building needs assessment of his/her team.

3-  Child Protection and SGBV Project Manager

General responsabilities:
Under the supervision of the Program Coordinator, the CP & SGBV PM will ensure the implementation of the project(s)  under his/ her responsibility in the Emirati Jordanian Camp.
The Project Manager will ensure quality and timely implementation of all project activities under his/her responsabilty in the EJC, to achieve the project goals and objectives as specified in the project documents and agreements with donors and HQ. The PM is in charge of managing the relationships with stakeholders, representatives of partner organizations and state institutions in the context of collaborative engagement for project implementation.
The Project Manager will be directly responsible for the oversight of the project team and ensure the successful implementation of actions designed to support vulnerable children and their families in line with project goals and objectives and organizational mission and vision.
He/she prepares and maintains documentation related to the job function in compliance with the financial, administrative and logistics procedures. Complying with Tdh project management rules, she/he keeps track of activity operational plans and report on progress achieved to the direct supervisors and donors.

Line Management
Reports to the Program Coordinator 
Child Protection  and SGBV strategy 
  • Oversees the CP and SGBV activities implementation and the strategy elaboration and development and contributes actively in its monitoring, evaluation and revision;
  • Participates in the review of the CP and SGBV strategy at the end of the intervention phase;
  • Develop as required advocacy strategy that could support Tdh activity development or CP and SGBV issues response.
Project Management and Implementation
  • Develop and maintain project action plans in collaboration with the project team and SGBV advisor and reports on regular basis about the performance of the projects;
  • Ensure all project activities are implemented on a timely and quality manner in accordance with Tdh programme standards and in full compliance with all donor requirements as specified in projects contracts.
  • Manage day to day field project operations to ensure smooth and efficient implementation of project activities, within current donor proposals and in line with projects’ budgets.
  • Regularly assess the context and Child Protection and SGBV issues, priorities and needs to adapt and develop the project’s strategy accordingly;
  • Regularly monitor the timely implementation of all activities in the project areas based on the M&E system and participate in assessments, brainstorming, and proposal writing exercises;
  • Regularly monitors and keeps track of project budget expenditure, prepares budget forecasting on a periodical basis and anytime as required by the supervisor and reports periodically to the Field Coordinator on the financial performance of the team;
  • Directly supervise the project teams and responds on issues related to project planning, implementation and financial management based on the agreed targets and requirement as specified in project contracts and overall project plans;   
  • Provides on the job training and coaching to the projects teams under supervision to ensure maximum results;
  • Ensure efficient coordination and communication with the line supervisor and the heads of technical and support departments across the organization, to ensure adequate and timely support is provided to the project teams for the effective project implementation;
  • Support the team in completing the M&E related tasks and forms based on M&E system designed and overseen by Tdh M&E Officer; 
  • Regularly compiles project reports as per agreed reporting schedule and the format of reporting, based on M&E system and make sure the deadlines are respected always;
Quality assurance  
  • Provide technical expertise in the field of child protection and SGBV and facilitate prevention and response activities for children and young people based on the Tdh methodology whenever it is required by the supervisor;
  • Supervise directy the Case Managemnet team and provide technical guidance to the team to ensure qualitative response;
  • Develop and supervises the implementation of CP and SGBV activities and responses required addressing special protection and prevention needs of the most vulnerable children;
  • Coordinate with the Child Safeguarding Policy Focal Point and key technical staff in Amman and in the field offices to support the regular participatory activities with different groups of children to identify issues affecting children in their communities, and assist the teams to develop appropriate responses;
  • Ensure that CP cases are identified, handled and referred in an effective manner, consistent with the SOPs and guidelines, as well as education, health and livelihoods pathways are identified and used effectively;
  • Ensure the dissemination of CP and SGBV messages among the communities.
  • Advocate when necessary to ensure that other international and local service providers in the area act for the protection of the most vulnerable and at risk children; 
  • Contribute in developing training modules and learning tools for CP professionals in collaboration with team members and external experts
  • In collaboration with SGBV advisor, CP officer and Q&A deparment, conduct needs and capacity assessments on CP and SGBV in the camp and identify new program opportunities;
  • In accordance with the project objectives, ensure CP and SGBV protection monitoring and analysis and report regularly on the facts and trends;
  • Strengthen quality prevention and response activities to CP and SGBV issues encountered in the camps;
  • With his/her team, makes sure that a mapping of existing services is maintained and available to address CP, SGBV and more general protection issues in and outside the camp;
  • Undertake regular monitoring field visits and meetings with relevant actors including project partners in assessing the CP and SGBV trends, patterns and changing needs and consequently advise on the prevention and response strategies.
Program Design & Development
Contribute to the continuous developpement of the CP and SGBV project proposals due to emerging need and rights, development and revision of quarterly adjusted action plans;
  • Proactively conduct situation and risk analysis, and prepare contingency plans if needed;
  • Identify funding and cooperation opportunities and develop project proposals accordingly;
  • Contribute to the designing of the emergency CP and SGBV strategy for Tdh project and support its implementation.
Capacity building
  • Ensure that a proper assessment of Tdh project staff’s and volunteers training and capacity building needs is done by the L&D officer and that a Capacity Development Plan is developed and implemented;
  • Support the project team by providing on-the-job training and mentoring and provide guidance in order to delegate progressively project and team management;
  • Support the Project team in providing on-the-job training and mentoring and provide guidance in order to delegate progressively project and team management, including for the local partners (organizations) as required by the project;
  • Select, develop relations with, and train national partners in view to prepare and hand over progressively activities and project management, in collaboration with the Field Coordinator, field and coordination Admin team, the Country Representative and in close consultation with donors and partners;
  • Participate in the capacity development support to the local partners’ representatives, and other relevant local authorities, as required by the project.
Coordination, meetings & representation
  • Coordinate as required with all relevant stakeholders at field and national levels.
  • Represent Tdh in Protection, CP and SGBV Working Group (Azraq Camp Working Group) and other relevant coordination mechanisms;
  • Maintain relations with protection, CP, SGBV and PSS actors in the area of intervention;
  • Collaborate regularly with other actors in the camp to monitor the situation of the population targeted, prepare for and respond to CP and SGBV issues;
  • Develop and maintain strong working relationship and coordination with Camp Management, authorities and police in the camp and ensure the respect of procedures by the whole team;
  • Coordinate with camp management, authorities and police in the camp to obtain required authorisations to operate smoothly all CP and SGBV activities and ensure access to the camp on a timely manner to all Tdh staff and visitor as needed;
  • Advocate for quality CP and SGBV prevention and response activities/services and integration of PSS and inclusion in CP SGBV programming to promote risk reduction among the camp resident
  • Coordinate with other Tdh’ departments (programme and support) as necessary.
  • Organise weekly and monthly coordination meetings with Activity Supervisors and technical staff for a proper monitoring, planning and capitalisation of the activities.
  • Develop a network to facilitate the project acceptance and the stakeholder’s contribution.
  • In line with Tdh policies, advocate with humanitarian agencies, and community stakeholders, to mainstream CP in all their intervention in the communities.
Communication and Visibility 
  • In Coordination with R&C Officer and the Regional Communication Coordinator, write articles, media materials and bulletins that promote the project activities and events based on communication and visibility standards of Tdh Foundation and donors;
  • Contribute in the development of publications and other promotional materials in the framework of the project;
  • Draft reports and informative documents that feed Tdh website, social media networks of Tdh Jordan, donors and partners
  • Participate in public events, workshops and training when delegated by the supervisor;
  • Make sure that all staff and volunteers are aware of visibility rules and respect Tdh and Donnor visbility requirements.
Confidentiality
Make sure to respect strict confidentiality of information about activities, Tdh strategy, budget, staff, beneficiaries, etc. 
Security
  • Under the guidance of Tdh Logistics ad Security Coordinator, comply with Tdh Security Regulations in Jordan;
  • Ensure the implementation of the security procedures by all project staff;
  • Inform and share any incident or information related to the security of staff and beneficiaries with the Program Coordinator.
Safeguarding Policy
  • Commit to respect the Tdh Safeguarding Policy and principles of child protection;
  • Commit to ensure the best implementation possible of the Safeguarding Policy in Jordan;
  • Make sure that his/her team and volunteers are trained on CSP and other Tdh policies  and that proper communication is made for people of concerns.
  • Commit to inform Child Safeguarding Focal Point and to deal with any cases, allegations, or possibility of transgression, even potential, of the Safeguarding Policy.
Others
Undertake all other duties that may be determined by the Program Coordinator and/or Country Representative and that are compatible with the job..
Requirements/Qualifications

Essential

  • Minimum bachelor degree in Social science or other relevant field;
  • Minimum of 3 years experience as project manager for NGOs ;
  • Mandatory experience and technical experise in case management
  • Madatory experience in projects addressing protection, CP and SGBV prevention and response with strong technical and program management skills;
  • Thorough understanding of the complete project cycle management (design, initiation, planning, monitoring and reporting);
  • Work experience in resource mobilization and financial management of projects supported by major donors (budget development, budget revisions, budget monitoring and timely submission fund requests and financial reports);
  • Experience in capacity building; training, facilitation, mentoring of staff and volunteers;
  • Diplomacy and ability to confront and discuss sensitive issues;
  • Experience in working with partners at national and sub-national levels;
  • Fluency in written and spoken Arabic and English language;
  • Good Computer skills (Microsoft Office, email);
Very strong planning and organization skills.
Desirable
  • Specialized training in SGBV, social work, psychosocial support and/or fields directly related to gender-based violence response;
  • Awareness and knowledge of ethical issues related to project management: gender equality, fairness and do no harm;
  • Strong knowledge in child rights and child protection issues as well as knowledge in the field of migration and juvenile justice is preferred; 
  • Experience in leading participative processes;
  • Experience in staff management and capacity building;
  • Good understanding of M&E systems and tools
