SENIOR GENDER JUSTICE OFFICER

Shaping a stronger Oxfam for people living in poverty.

Team Purpose
To achieve Oxfam vision for Gender Justice in Jordan: women and girls, in all their diversities, are
able to realize their life choices in all spheres and enjoy their rights freely and without fear in peaceful
and equal societies


Job Purpose
The Senior Gender Justice Officer will manage the project “Towards a strengthened protection
system in Jordan, specifically focusing on Sexual and Gender Based Violence (SGBV) for the most
vulnerable women and girls” in Jordan (80%), in partnership with Sisterhood is Global InstituteJordan
(SIGI). The postholder will also support Gender Justice Programme Manager in partners’
identification and coordination, programme development and project management (20%).


Key Responsibilities and Accountabilities
Project management - 80%
• Responsible for coordinating partnership with SIGI.
• Project cycle management:
monitoring of planning and implementation with partner on bi-monthly/quarterly basis (or
to be adjusted according to needs),
1 monitoring of budget forecasting and spending with partner on bi-monthly basis (or to be
adjusted according to needs),
2. development of internal and donor reports


• Quality control over project implementation, from a GBV protection perspective:
1. coordinate with Oxfam in Jordan’s relevant colleagues in protection issues for updates
and needs,
2.keep the partner up to date of developments under the SGBV Sub-working group and
promote their participation whenever relevant,
3. ensure the consistency of communications, advocacy and actions for a survivor-centred
and quality case management approach (eg. by supporting the partner in developing
tools for quality assessment under the project’s MEAL),
4.proactively seek opportunities to liaise and establish synergies with other GBV protection
projects and to inform other initiatives under Oxfam in Jordan’s Gender Justice
programming.

• Update internal information systems at project level (e.g. OPAL).
• In cooperation with MEAL and Communication, develop case studies.
Partners Identification and coordination - 10%
• Support Oxfam Gender Justice Programme Manager in identification and assessment of new
partners
• Lead regular reviews of partner assessments in cooperation with Project Managers and other
Oxfam departments
• Keep partners log sheet to record information about partner relationship
• Coordinate with other project frameworks (e.g. PAI) to ensure alignment with partner
assessments’ outcomes
• Provide support to other Oxfam departments (e.g. Policy and Comms, MEAL) when planning
activities with partners, such as national and international advocacy events, donor visits, ad hoc
capacity building opportunities
• Familiarize partners with Oxfam partnerships principles and guidelines
Support GJ Team on Programme development - 10%
• Support project developers and funding team in working with partners during development of
project proposals.
• Provide input and support to development of new project proposals.
• When required represent Oxfam in relevant coordination groups and communities of practise
• Maintain contacts and relations with key external stakeholders involved in gender justice work


Technical Skills, Experience & Knowledge
Essential:
• Minimum five years of experience in an NGO and/or protection agency setting, including
three years in project cycle management
• Experience in working with partners
• Fluency in Arabic and English is a must (written and verbal).
• Deep knowledge of Jordan civil society landscape
• Committed to Oxfam values, including promotion of gender equality
• Experience in gender and/or protection programming in Jordan


Desirable:
• Degree or relevant practical experience in relevant discipline
• Good knowledge of relevant standards on GBV prevention/response and protection issues
in humanitarian contexts;
• Good understanding of gender issues in the development and consolidation of a national
(social) protection system;
• Proven analytical and strategy development skills.
• Understanding of monitoring processes, learning, adaptation and evaluation;
• Proven skills on drafting and preparing reports
