1- Project Officer for ED/EI community based interventions

Project Officer for ED/EI community based interventions
Location: Potentially Irbid, Amman and Zarqa for 75% of the time / Amman for the remaining time

 THE JOB
Under the line management of  the Early Detection and Early Intervention (ED/EI) Project Manager, in strict coordination with the Technical Officer, the Project Officer is responsible for implementing community based project activities and to mobilize partners and other project stakeholders along implementation

Responsibilities

Responsibility 1: Contribute to the project planning and implementation 

Aim: Ensure the activities are implemented on time and within the defined budget

Activities:
  • Participate to the planning of project activities according to the budget dedicated, the agreed work-plans and in respect of internal standard procedures;
  • Produce monthly work plan based on project planning and report achievements during regular team meeting
  • Organise weekly team meeting for the area and ensure each team member has a clear detailed working plan,
  • Collect information from the team to document set indicators and contribute to data analysis
  • Liaise with logicstics and finance department as per the procedures in place to undertake purchase and expenditures as required for activities implementation (Procurement and administrative works; Management of petty cash; Management of project accounts and payment of bills)
  • Contribute to the preparation and implementation of project quarterly reviews, mid-term  and final evaluations 
  • Collect data for documenting indicators for the activities under his/her responsibility and prepare data analysis

Responsibility 2: Contribute to the development of methodologies and tools for the project activities she/he is in charge of and to their monitoring

Aim: Support the setup, implementation and update and that operational framework is in place, correctly implemented and regularly updated by HI and project partners  / stakeholders, in collaboration with the Monitoring, Evaluation, Accountability Learning department

Activities: 
  • Contribute to the identification of the operational tools needed for implementing the project activities and to their development
  • Develop in collaboration with the Technical Officers (TO) training packages including training needs assessment, training plan, training materials
  • Train and coach project partners/stakeholders for using the developed operational tools and for implementing activities in respect of the approved framework
  • Propose adjustments to the tools based on lessons learnt from field implementation and partners’/stakeholders’ feedback
  • Contribute to the development of data collection tools for documenting indicators Participate to lesson learning analysis, identification of good practices and success stories and case studies development

Responsibility 3: Facilitate the networking, coordination and collaboration between different project stakeholders  

Aim: Contribute to create an open collaboration between the project’s various stakeholders in line with the strategic direction of the overall project

Activities: 
  • Mobilize local stakeholders for facilitating project implementation and inform them regularly about the progress made and the challenges faced
  • Support the setup and capacity building of Community Based Rehabilitation teams (CBR) and CBR committees and contribute to promote strong linkages between community actors, CBR team members, health staff, and early detection and intervention services.
  • In collaboration with the TO, organize information session on early detection and intervention for Primary Health Center staff and coach them to improve referrals
  • Organize awareness and information session for local stakeholders about ED/EI and referrals mechanisms set up within the scope of the project,
  • Support the consolidation of referral system, including community follow up after service delivery and back referral system.
  • Work closely with other members of the Jordan mission to ensure synergies and coordination

THE SUCCESSFUL CANDIDATE
Will have 

  • Degree in development project management or social sciences or other relevant discipline.
  • An undergraduate certificate in combination with qualifying relevant professional experience may be accepted in lieu of the university degree
       
  • Minimum 4 years’ experience working with vulnerable groups with IOs or NGOs

  • At least 3 years’ experience working in community based approach /  community mobilization

  • At least 2 years’ experience in managing staff

  • Understanding of project cycle  management, including

  • management of petty cash, procurements,  project accounts

  • Ability to prepare and deliver training

  • Ability to develop information and awareness materials

  • Ability to work with partners, civil society organizations, public and private services providers and  public authorities

  • Ability to monitor progress against deadlines

  • Analytical skills

  • Ability to translate verbally from English to Arab and vice versa during meetings

  • Be computer literate (at least word, excel)

2- Livelihoods Technical Officer

Location: Amman

THE JOB
Under the line management of the Livelihoods Project Manager and in coordination with the Livelihoods Officer and the Livelihoods Technical Coordinator, the Project Officer is responsible for accompanying partners’ team, and employers in achieving economic inclusion.  
Responsibilities
Responsibility 1 - Provide technical support for an inclusive framework of persons with disabilities amongst the public and private economic realm
  • Participate in the development of the tools needed for informing, identifying and supporting persons with disabilities for job and internship placement work including methodology and tools.
  • Identify and mobilise existing employers willing to recruit workers with disabilities and support them in accommodating service provision and working environment.
  • Under the Project Manager supervision, support the definition of the collaborative framework with identified employers and monitor its implementation including lessons learnt.
  • Raise awareness amongst public and private stakeholders about the need for inclusion of persons with disabilities in employment and how to address potential barriers they may face.
  • Contribute to the definition of the assessment framework including tools development and data collection itself.
  • Contribute to the analysis of collected data, the development of a report and to the definition of adapted action plan & recommendations for intervention.
 Responsibility 2 - Capacity building of employers and DPOs to improve employment of persons with disabilities mechanisms
  • In close collaboration with project manager and partners, develop capacity assessment tools to facilitate the employment of persons with disabilities.
  • Identify the technical resources required for the implementation of the plan and support their mobilisation.
  • Develop training plan, training materials and deliver training in the areas of expertise and organise all capacity building sessions planned under the project,
  • Provide guidance to employers in the identification of persons with disabilities needs for work placement adaptation.
  • Set up a coaching and mentoring mechanism and accompany its enforcement.
  • Organise regular complex cases meetings and good practices meetings with the employers.
  • Support DPOs/stakeholders to define  and implement an advocacy framework towards local services and employers
  • Produce training and coaching reports and coordinate feedbacks with the employers, and persons with disabilities employees for strengthening continuous staff development.
  • Follow-up and monitor the activities /internship provided by the employers in line with the identified internship criteria.
Responsibility 3 - Monitoring, lessons learning and reporting.
  • Organise regular lessons learnt analysis with project team and partners for adjusting the tools & methodologies.
  • Contribute to the identification of good practices under the project.
  • Contribute to the development of data collection tools for documenting indicators, collect data in relation to core tasks and measure the progress made.
  • Follow up the number and characteristics of the project beneficiaries.
  • Develop case studies and success stories to illustrate changes induced by the project and for communication use.
  • Contribute to planning and produce activity reports.
  • Contribute to the preparation and implementation of quarterly project review.
  • Participate in the organisation of technical reviews and technical missions.
 Responsibility 4 - Capacity Building of the project’s partner
  • Contribute to the identification of the technical tools needed for implementing the project activities and to their development.
  • Train and coach project partners for using the developed technical tools and for implementing activities in respect of the approved project framework.
  • Train the project partners in using the reasonable accessibility assessment, employer inclusion assessment tool and accompany their implementation and the analysis of the data collected.
  • Support the partners to define employer capacity building plan and monitor implementation including analysis of KAP improvement.
Responsibility 5 - Internal coordination & reporting
  • Participate actively in project’s meetings.
  • Ensure effective coordination with other project’s team members of the mission.
  • Ensure regular reporting on activities to the Project Manager upon request (coordination meeting, workshop meeting, etc.).
  • Contribute to other reports and documentation as required.
  • Support for assembling and revising the partners’ regular financial and operational reports.
 THE SUCCESSFUL CANDIDATE
Will have  
  • BA Occupational therapist, BA economic or any related field.
  • At least three years of experience working with NGOs.
  • Ability to prepare and deliver training.
  • Ability to develop information and awareness materials.
  • Ability to work with partners, civil society organisations, public and private services providers and  public authorities
  • Ability to monitor progress against deadlines
  • Analytical skills
  • Be computer literate (at least word, excel)
  •    Excellent facilitation skills
  • Ability to respect deadline and work under pressure
