OBJECTIVE OF THE POSITION:
The Field Manager is in charge of implementing INTERSOS programmes in her/his field of operation, ensuring detailed and coordinated activity planning, support for programme monitoring, and oversight of all operational aspects of programme implementation.
She/he is responsible for delivering planned services to beneficiaries in an accountable, efficient and effective manner, in compliance with relevant standard operating procedures, established and applied (INTERSOS, UN, international) protocols and standards for protection (SPHERE, PHAST, case management, referral etc.).
She/He provides overall leadership for operations in his/her field of operation, and contributes to the management of the overall country program as member of the extended Senior Management Team (eSMT).
MAIN RESPONSIBILITIES: 
Under the supervision of the Programme Coordinator, ensure all field activities are implemented in line with INTERSOS principles and guidelines, in an efficient and effective manner.
  • Supervise the work of the field team members.
  • Lead the field team to achieve planned project outputs and objectives.
  • Lead the development of detailed weekly work-plans, allocating staff and resources in an efficient and effective way.
  • Follow-up with all the teams to ensure all activities implemented are on track.
  • Ensure all teams are fully supported in terms of management and coordination, in particular coordination between different projects on-going in the field of operation.
  • Contribute to the development and implementation of new strategies and activities to enhance programme delivery in line with the identified needs of the beneficiaries.
  • Regularly provide written programmatic reports and contribute to the preparation of status and progress reports.
  • Promote a good working environment for field staff and lead internal dialogue and collaboration across sector/project teams.
  • Contribute to the evaluation of the impact of interventions and remaining needs, including collecting and analyzing data that could support an analysis in terms of: main protection concerns and trends; geographical locations, as well as trends in vulnerabilities; impact of the proposed action and possible way forward
  • Use the tools and terminology of project cycle management to communicate project activities and objectives to the field team.
Representation
  • Under the supervision of the Program Coordinator, liaise with targeted communities, key informants, local authorities, and any key stakeholder that could support and inform the program.
  • Represent INTERSOS in formal communications with local authorities.
  • Represent INTERSOS in a positive and professional manner to contribute to the creation of a positive image and overall credibility of the organization, notably through the application of INTERSOS mandate, ethics, values and stand-point with regard to other actors.
Accountability
  • Ensure the confidentiality of INTERSOS and beneficiary data.
  • Ensure field office compliance with established INTERSOS global procedures and rules on finance, logistics and programmes.
Human Resources
  • Ensure good HR practice for all field office staff, including the promotion of a friendly and professional working environment, and providing opportunities for staff development and learning.
  • Ensure staff performance appraisals are conducted regularly as per INTERSOS HR policies and procedures.
  • Advocate and plan for professional development for all staff in field of operation.
  • Provide input to, and deliver, where applicable, training for national staff to increase their responsibilities in order to build capacity, and ensure sustainability of programs.
Working Relationships
  • Proactively engage with the Program Coordinator, Project Managers and other key staff in the Country Office.
  • Build a positive and productive working relationship with staff in the field of operation.
Security
Ensure the application of, and compliance with, INTERSOS security protocols and policies.
POSITION REQUIREMENTS
Education
Bachelor’s degree in management, human rights, social studies or any related field.
Masters degree is preferable.
Professional experience
Ideally at least 4 years of professional experience in the humanitarian sector as management role.
Professional requirements
  • Excellent understanding of project cycle management (formal training/certification in PCM would be an advantage).
  • Experience implementing protection programmes would be an advantage.
  • Demonstrated problem solving ability. 
  • Experience working with an INGO in humanitarian emergency operating context.
  • Working knowledge of donor requirements and compliance issues.
  • Good working knowledge of MS Office or equivalent.
  • Oversight of basic admin/finance issues.
  • Ability to work independently.

ABOUT INTERSOS:

INTERSOS, with its own humanitarian operators, intervenes to effectively meet the needs of people in crisis, with a particular attention to the vulnerable groups, as women and children. OBJECTIVE OF THE POSITION:
In the framework of the actions implemented within the Protection component of INTERSOS program in Jordan, the Programme Manager is responsible for the timely, quality and effective implementation of the activities, of the achievement of the expected results, as well as of the financial management of the Protection (GBV) component.
MAIN RESPONSIBILITIES: 
Under the direct supervision of INTERSOS Head of Mission, the Programme Manager – Protection (GBV) will be responsible for the following:
  • Guarantee overall coordination and supervision of the projects and activities related to the Protection (GBV) component of INTERSOS program;
  • Prepare, supervise and approve the planning and design of the projects and activities under the Protection (GBV) component of INTERSOS program;
  • Guarantee correct implementation and timely follow-up of projects and activities under the Protection component (GBV) of the Program, as well as proper financial management, making sure that activities and costs are documented, justified and therefore checkable;
  • Support the Head of Mission (HoM) and Protection Advisor in defining all the operating processes required to ensure a proper management of the Protection (GBV) component of the Program, ensuring that they are in accordance with INTERSOS procedures and policies;
  • Within the Protection (GBV) component of the Program, ensure overall respect of INTERSOS Model, which defines the principles of legitimacy and correctness, segregation of duties, traceability, accountability and control in the performance of duties;
  • Support the HoM and the Protection Advisor to guarantee information on Protection (GBV) programs, relevant guidelines, analysis etc. are duly and timely shared with relevant colleagues of INTERSOS Mission in Jordan;
  • In coordination with Protection Advisor, guarantee technical support, back up and training on Protection issues to national and international staff deployed to Jordan mission;
  • To participate as a member of the extended Senior Management Team (eSMT) established within mission;
  • To contribute to the formulation and development of protection strategies in Jordan, and their implementation in accordance with the mandate, strategies and priorities of the Organization;
  • To support the Protection advisor in providing the SMT with constant and well-grounded advice on Protection trends, dynamics, needs, and gaps in Jordan;
  • Support the drafting process of new proposals in the framework of the Protection sector;
  • Prepare and/or supervise the drafting of all required narrative and financial reports, of projects under his/her responsibility, or implemented within the Protection (GBV) component of the Program;
  • Support the HoM and Program Coordinator in ensuring that reports are completed and submitted in accordance with deadlines and compliance requirements; 
  • In the framework of the Protection (GBV) component, support the Head of Mission to maintain constant relations with relevant donors and stakeholders at National and Governorate level;
  • Represent, or ensure representation of INTERSOS in relevant working groups, task forces and coordination fora at national level, and supervise the representation of INTERSOS in coordination fora at local, and governorate level; representation is to be guaranteed according to the “INTERSOS Representation plan” approved by the SMT;
  • In coordination with the HoM and Program Coordinator, ensure adequate INTERSOS representation during partners and donors visits related to the Protection (GBV) component of the Program;
  • In coordination with the HoM and Program Coordinator, guarantee representation in and coordination with relevant actors and bodies operating in the framework of Protection programs (i.e. ad hoc task forces, other coordination fora etc.);
  • In coordination with the HoM and Program Coordinator, S/he actively contributes to fundraising efforts through meetings with stakeholders, advocacy on specific cases, donors platform etc;
  • In coordination with the HoM and Program Coordinator, liaise with the Communication Department in the HQ, ensuring that reports, pictures, documentation and any other visibility material related to the Protection (GBV) Component of the Program are duly shared and provided.

5- Education Officer-Karak

Job Title:        Education Officer
Reports to:    Education Coordinator
Duty Station: Karak, Jordan
General context of the project:
INTERSOS is an Italian humanitarian organization that works all over the world bringing assistance to people in danger, including victims of natural disasters and armed conflicts. We intervene to effectively meet the needs of people in crisis, with particular attention to vulnerable groups, women and children. We provide primary assistance in terms of food, shelter, medical assistance and basic goods, while also ensuring that basic needs, education, safe water and health needs are met during the recovery phase.
Since 2012, INTERSOS has had operations in the Middle East to contribute towards ensuring emergency relief and social protection assistance for Syrian refugees fleeing their home in search of safety, with special focus on most vulnerable groups (children, women, elderly and persons with special needs).
In Jordan, INTERSOS has focused its humanitarian response on supporting Syrian families displaced across urban and rural areas, as well as vulnerable host communities, with a programme that concentrates on protection and protection mainstreaming within the different sectors of intervention that compose the Country Strategy (Protection, Child Protection, Education in Emergency, WASH, Shelter and Basic Needs including Cash and Winterization Assistance).
General purpose of the position:
The education Officer is responsible of the learning support services/education program activities under Education Projects. The staff member will implement education activities of INTERSOS Jordan to assist in enrolling out of school children (OOSC) and children faced with learning barriers to achieve their educational and developmental potential. In this regard, the staff member should closely coordinate with other program departments and external stakeholders to make the link with MOE, Directorates of Education in governorates and schools (inside and outside ITSs), to guarantee access to quality identification.
The incumbent will conduct his or her duties in respect of the Charter of INTERSOS and Child Safeguarding Policy. The incumbent commits to ensure high level of children participation and will always work in the best interest of the child. INTERSOS intervenes without any affiliation with political, racial or religious or financial profit.
Key responsibilities:
Under the direct supervision of the Education Coordinator, the Education officer will be responsible for:
  1. Conduct in the needs assessment in the target areas and identification of OOSC and children facing barriers to education in and outside of ITSs.
  2. Prepare and develop assessment tools for teachers training needs assessments, baseline and end line surveys, data collection on OOSC, questionnaires and forms), data entry of assessments as needed and assist in the reports writing.  
  3. Develop and implement selection criteria for identification of vulnerable children for the educational activities.
  4. Prepare (training materials, specific education training tools, organization of training, follow up, etc.) and conduct training/ coaching according to the training needs identified.
  5. Follow up on children with difficulties/barriers to educational oportunities and refer to the protection team when needed.
  6. Liaise with parents, caregivers, local communities and other relevant stakeholders to promote and facilitate school enrollment with the suervision of Education Coordnator.
  7. Conduct field visits and spot checks in schools/centers to evaluate project activities and assist team members, and volunteers to  conduct educational activities.
  8. Identify the needed for text books, stationery and learning material as per children’s age and grade to enable them to start/continue education.
  9. Work on inclusive educational approach to iIntegrate OOSC and dhcildren with phyical and scoial barriers to education without discrimination and pay specific attention to girls education in project locations;
  10. Asisit in social wellbeing of children and conduct psychosocial support to the needy children and help them to continue their education.
  11. Participate in educational campaigns and any other outreach activities to multiply the impact of the project.
  12. Ensure the compliance of INTERSOS  educational activities with Standards such as the INEE Minimum Standards, Sphere and core standards for humantarian reposne.
  13. Work in collaboration with services providers within the community to identify and intervene early with children and young people who have additional needs or are at risk of disengagement.
Monitoring & Reporting
  1. Develop and share weekly, monthly plan as well as  monitoring plan the Monitoring and Evaluation Officer and education coordenator .
  2. Ensure correct data collection, data entry  and reporting on project beneficieries like children, teachers, parents t and communities(registration, enrollment, attendance, etc.).
  3. Monitor the progresses against the indicators of the projects under the supervision of EC.
  4. Prepare monthly report on activities progress, targets, objectives, difficulties met and any relevant information to the EC.
Other tasks
  1. Handle logistics requests for activities: preparation and validation of PR, purchase request, repartition of materials in the area of intervention, delivery on time to conduct activities, etc.
  2. Ensure logistics arrangements: movement plan, purchase request follow up, stock inventory, etc.
  3. Plan and organise the distribution of education kits and materials for children.
  4. Forecast expenses– BFU linked to the activities in collaboration with the direct supervisor.
  5. Supervise and Follow-up the monthly payments in collaboration with Finance-Admin & Log Office
Coordination, Meeting & Representation:
  1. Represent INTERSOS  during external meetings in the target locations.
  2. Coordinate with the other project including the outreach team,and field office activites  to achieve the objectives of the educational program,
  3. Coordinate with the intersos  protection team for referrals and follow up on cases.
Make sure to respect strict confidentiality of information about activities, INTERSOS strategy, budget, staff, beneficiaries, etc.
Accountability:
  • Ensure maintaining high confidentiality of information, up to date documents, including processes and verification.
Position requirements:                               
Professional experience:
  • B.A with specialization in Education
  • At least 3 years experience with I/NGOs
  • Skills and experience with Education in Emergencies
  • Experience of working in humanitarian education programs
  • Previous experience of programme management across multiple locations
  • Demonstrated experience in leading assessment activities and of designing, managing, monitoring and evaluating education programmes
  • Demonstrated ability to set up monitoring & evaluation systems.
  • Ability to write clear and well-argued assessment and project reports
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
