General Position Summary
The Global Recruitment Advisor is a high-energy individual who is an exceptional relationship builder, strategic planner, and employs creative approaches to sourcing talent.  As part of the Talent team, this individual is responsible for identifying exceptional talent to advance Mercy Corps’ mission. The role has three focuses; first, work with key stakeholders to anticipate and plan for upcoming people needs; second, oversee and manage full-cycle recruitment for senior level roles, including designing and implementing effective strategies; lastly, build collaborative internal relationships and effective external networks. S/he will increase Mercy Corps’ talent pool to ensure the agency’s global talent is representative of the communities we serve and is able to respond to the changing needs of the organization. S/he will implement industry “best practices” to recruit for individuals who are aligned with the organizational culture while building Mercy Corps as an employer of choice. 
Essential Job Responsibilities
STRATEGY
  • Partner with field leaders and other HQ teams to anticipate future talent needs and proactively take action in advance of talent needs for Middle East.
  • Advance the agency’s aim to have a global team that is representative of the places we work in.
  • Track and identify innovative trends in international talent acquisition, particularly in the international humanitarian aid sector.
  • Identify areas of opportunity to strengthen Talent and broader People functions and proactively offers recommendations.

TALENT ACQUISITION
  • Take ownership for building and maintaining productive partnerships with field leadership and HQ team particularly at regional level to plan for future talent needs.
  • Deepen and widen the internal and external talent pools within the region and on a global level.
  • Provide responsive, high-quality service to candidates with additional care for internal or former team members.
  • Expand the capacity of hiring teams to identify talent via improved interview skills & ability to specify critical needs.
  • Manage the Middle East region recruitment portfolio including full lifecycle talent acquisition activities for roles within the Africa region and globally as needed.
  • Pivot focus as needed to support rapid growth or proposal bid recruitment including in country Short Term Assignment (STA).
  • Support recruitment for senior national roles as appropriate through strategy development or actual recruitment.
  • Support the development of tools to support national recruitment processes aligned with global Mercy Corps practices and consistent with local labor context. 
TEAM MANAGEMENT
  • Develop the capacity of the team, deepen understanding of their roles and assist with career development.
  • Assist team members with information, tools and resources to improve performance & reach objectives.
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Hire, orient and lead team members as necessary.
COLLABORATION & NETWORKING
  • Develop and maintain collaborative relationships with talent sources in the region(s) assigned including technical networks, thought leaders, academic institutions.
  • Assist in promoting Mercy Corps as an employer of choice by attending events, promoting through social media, job boards and developing talent communities.
  • Build effective partnerships with internal stakeholders to support current needs and develop plans for future needs.
  • Collaborate with all members of the People team to develop best practices, promote continuous improvement and foster information/idea sharing.

Supervisory Responsibility  Recruitment Officer based in Beirut
Reports Directly To: Global Talent Acquisition Manager
Works Directly With: Talent Acquisition team, People and Strategy Team, Regional Program Directors, Country Directors, and in-country Recruitment Teams, Regional Program Team, Senior Leadership Team, Finance, National HR teams 
Knowledge and Experience
  • BA or equivalent in human resources, business administration, social sciences or relevant field.
  • 3-5 years of experience with recruitment/talent acquisition.
  • Advanced experience with successful sourcing strategies for globally representative and diverse candidates.
  • Demonstrated experience and ability to create, implement, maintain and improve recruitment strategies and systems in a high-volume context.
  • Proficiency in MS Office, internet searching, and applicant tracking systems and use of social media for sourcing talent.  
  • Demonstrated understanding of staffing and talent planning in international relief and development environments.
  • Ability to communicate, influence and problem solve effectively across diverse cultures and geographical distances with sensitivity.
  • English required, French and Arabic strongly preferred.

The successful individual will develop and maintain productive professional relationships with a broad spectrum of stakeholders within the organization and throughout the international relief and development community.  S/he will possess the ability to prioritize and manage multiple tasks simultaneously, while remaining focused on the quality of internal and external relationships and will be able to work effectively as a member of a highly visible team whose performance is key to the enduring success of Mercy Corps.  S/he will be flexible, resilient, possess sound judgment and have a good sense of humor.
Living Conditions / Environmental Conditions
This position can be based Beirut, Lebanon or Amman, Jordan and work on weekends and evenings may be required. Travel up to 20% is required to support recruitment needs or attend regional conferences in areas where Mercy Corp operates in the region. 
Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

2-  Driver

PROGRAM/DEPARTMENT SUMMARY:
Syrian refugees and asylum seekers began fleeing the insecurity and entering the Hashemite Kingdom of Jordan as early as March 2011. Current estimates place 1.4 million Syrian refugees in Jordan, with approximately half of those formally registered with UNHCR. Most are in towns and villages in and around northern cities including Irbid, Ramtha, Mafraq, Amman and Zarqa. Over 115,000 refugees are currently living in the two main refugee camps – Azraq and Za’atari. Over half of registered refugees are children under 18 years old. They have often been exposed to violence and may have witnessed extreme violence and related disturbing events, and many are now far from their relatives, friends and neighbors. Stress, fear and anxiety among children and parents can contribute to domestic violence, abuse and neglect, especially for women and children. Building on a history of child protection programming with UNICEF, Mercy Corps will manage a variety of sites in both Azraq and Za’atari under ISHRAK Project to provide opportunities for family members, to play, learn, and receive psychosocial support, thus creating a safe and protective environment in Azraq and Za’atari refugee camps.
GENERAL POSITION SUMMARY:
The Driver will be assigned mainly to the ISHRAK program; the duration of this program is from 1-January-2018 till 31/12/2019. The Driver will be supporting other programs and operations /logistics department based on availability. Driver will provide safe, transport services for MC program and support staff within the limits of Jordan borders. The Driver will adhere to all traffic and MC safety rules and follow the transport guidelines required by the MC transport department. As program support he/she will provide logistics support organizing program stocks, MC Amman office and project sites warehouses and other logistics tasks as assigned.
ESSENTIAL JOB FUNCTIONS:
Driver and vehicles maintenance support
  • Operate MC vehicles as assigned by supervisor;
  • Maintain vehicle log-sheets in accordance with MC policies/regulations;
  • Check the vehicle conditions after each trip/routinely – report needs and problems to transport management;
  • Adhere to all safety and communication protocols as advised by Mercy Corps and supervisor;
  • Responsible for the safekeeping of all vehicle equipment, tools, first aid kits, spares etc.;
  • Keep the vehicle ready, clean and on standby – ready for  use at all times;
  • Assist, as required, with logistics in the office daily workloads;
  • Cooperate and be of assistance to staff and visitors – assist in troubleshooting potential problems during daily business;
  • Report all maintenance needs of the vehicle to transport management (Logistics officer and assistants) on a regular basis;
  • Undertake field assignments as assigned;
  • Work night shifts at Amman or field locations – as assigned by Supervisor -This might require occasional  airport trips at late hours of the night. Overtime and airport trips will be paid as per MC national staff handbook regulations.
  • Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals;
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission in country of operation;
  • Other duties as assigned.
Warehousing and logistics support
  • Follow the Mercy Corps Warehouse Policy and Procedures Guidelines
  • Daily coordination of MC logistical, warehouse procurement activities;
  • Ensure the timely delivery of supplies to respective Projects with the coordination of procurement department and MC transport pool.
  • Has a full understanding of MC warehouse policies and formats.
  • All other activities to ensure the smooth warehouse and office program stocks records are in order.
REPORTS DIRECTLY TO: Head Of Driver
WORKS DIRECTLY WITH: Logistics Assistants-Drivers, procurement and admin teams.
Coordinates with Mercy Corps programs and operations staff.
KNOWLEDGE AND EXPERIENCE:
Requirements:
At least 1 year experience as a professional driver.
Valid driver’s license and at least five years driving experience.
Good English level is required, enough to communicate professionally with expats oral and writing.
Good knowledge as user level of email communications, Microsoft Word and Excel.  
Desired skills and experience: (plus)
Previous Experience with INGOs is not required, but is a plus.
Knowledge of vehicle mechanics is a plus
Knowledge of INGO common logistics procedures is a plus (not required)
Experience in warehousing and stock management procedures is a plus (not required)
