1-Youth Officer - Zaatari Camp

The overall objective of the NRC Jordan Youth Programme is to ensure that Youth become and remain active and engaged members of their communities, while employing a Do No Harm lens in terms of programme assessment and implementation.
NRC will provide access to structured learning and social engagement opportunities for Syrian and Jordanian youth. Opportunities will vary according to the diverse educational needs of the youth population in and out of camps, taking into consideration sensitivities of engaging youth and linking where possible and appropriate to opportunities to enter the formal workforce, return to education, pursue higher education and/or for personal, professional and social development.
The Youth Officer is responsible for the daily supervision, planning and implementation of NRC Youth Programme at site level, Incentive based volunteers (IBVs) management, and liaising with stakeholders as delegated.
Generic responsibilities:
  • Ensure adherence with NRC policies, tools, handbooks and guidelines.
  • Implement delegated Core Competency project portfolio according to plan of action.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
  • Promote and share ideas for technical improvement.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
    Specific responsibilities
  • Under the supervision of the Youth Coordinator, handle and support the planning and the implementation of Youth Programme activities at site-level, adhering to NRC quality standards and guidelines.
  • Supervise, assign tasks and give instructions to incentive based volunteers (IBVs), specify their individual work plans and evaluate individuals performance.
  • Identify, analyze and inform key processes and gaps in the implementation of the activities and make recommendations for improvement.
  • Ensure task distribution for key processes/events, e.g. outreach, registration, exams, graduation, innovation lab activities.
  • Represent NRC Youth Programme at community gatherings on Youth/Education, in addition to other working groups (WGs) as delegated by the Youth Coordinator.
  • Prepare weekly and monthly reports on site activities, and supervise daily numeric data recording on site level.
  • Liaise with Site Operations Officer on stock management procedures and material requests, in coordination with the Youth Coordinator.
  • Identify capacity building needs through HR processes. Advise Youth Coordinator on capacity building needs and opportunities for IBVs.
Our Ideal Candidate:
We are looking for a candidate with College/diploma degree or equivalent, 2 years of experience, Previous team management experience. Experience of youth or/and livelihood programming.
We are particularly looking for a positive individual with strong communication and interpersonal skills, who can build trust and confidently navigate both internally and externally at different levels, to have the ability to analyze data and trends for informed decisions and Capacity building skills.

2- Data Analysis Specialist - Yemen Analysis Hub

ACAPS is dedicated to improving analysis of humanitarian needs in complex emergencies and crises. We are independent of specific operational and sectoral agendas or interests, and therefore guarantee objective and evidence-based analysis. Our team supports the humanitarian community by providing up-to-date information on more than 40 key crises around the globe. This enables crisis responders to better understand and thereby better address the needs of the affected population, at the same time strengthening the assessment ecosystem.
Assessing the humanitarian situation and needs in Yemen has become increasingly difficult in 2017 and 2018. Ongoing insecurity, administrative and movement restrictions, violence against humanitarians, and obstruction of civilian access to services continue to hamper access in Yemen. Data collection and analysis is seen as sensitive by all parties to the conflict. Whenever data analysis and publication is possible, most is sectoral, undertaken within the individual clusters. There is a need for more joint, integrated, and forward-looking analysis.
The ACAPS Yemen Analysis Hub was set up to conduct integrated analysis in support of humanitarian and development actors working on the Yemen crisis. Being a non-operational organization, we strive to support the understanding of humanitarian needs and developments in Yemen by analyzing available data in an unbiased and inter-sectoral manner.
We are building a dedicated team of analysts in Amman, supported by technical experts in secondary data analysis, needs assessment, scenario building, risk, and analysis capacity building to provide:
  • Thematic analysis to build a better understanding of context and needs
  • Forward-looking analysis, including scenario building
  • Local analytical capacity building through technical support and training, and
  • Support to local actors with data management and analysis.
Overview of the Role
The Data Analysis Specialist will work in the Yemen Analysis Hub to manage the design and delivery of data, analysis and capacity building products related to the Yemen crisis. The role will work closely with field teams, local NGOs and information management and analysis staff in Yemen to help build analysis, information management and data collection capacity. The Data Analysis Specialist will also provide specialist expertise to current data collection processes in Yemen, including by Clusters, UN agencies, international and national NGOs and other information management organizations, to support collective efforts to improve the quality, relevance, reliability and accessibility of humanitarian data related to Yemen. The role will be responsible for managing relationships with UN agencies and analysis actors in Yemen and may include remote management of staff in Yemen. The Data Analysis Specialist will work under the supervision of the Senior Analyst, designing, managing and delivering projects to strengthen data processing and analysis, data visualization and GIS and spatial visualization products to provide timely and relevant information to the humanitarian community in Yemen. This is a new role and as such is subject to being further shaped and designed on the job. The post-holder will have to be a flexible and creative analyst, focused on delivering the right information required for decision-makers in Yemen.

Our Ideal Candidate:

We are seeking a motivated humanitarian professional to join our team.
University graduate in relevant field, with a minimum of 5 years of experience from working with project implementation and monitoring position in a humanitarian context, in particular in the Middle East are desirable.
We are particularly looking for an individual with thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods. They also have demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods. Fluency in English, both written and verbal.

Role and responsibilities:
  • Contribute specialist advice to strengthen existing data gathering products and processes in the Yemen crisis
  • Manage key data sets, including working with information management staff in Amman, Yemen and the region to build their understanding of the content and limitations of data collection methodologies and ensure they are maintained in a way in which they can be utilized to support cross-sectoral analysis
  • Establish and maintain Analysis Hub information management systems
  • Identify and implement solutions to improve cross-sectoral data analysis
  • Develop and maintain severity and risk data sets
  • Build the capacity of analysis staff on data processing, data visualization, mapping and drafting thematic reports
  • Develop well-organized data bases for key data sets (severity, risk, thematic issues)
  • Build and maintain a network of analysis staff in Yemen
  • Manage relationships with key information managers and data analysts to ensure a collaborative, efficient and robust approach to data collection in Yemen
  • Provide technical input on the design of data collection tools and approaches
  • Lead learning and innovation events within the Analysis Hub and response as a whole

3-Technical M&E Assistant "Nationals Only"

Established in 2012 NRC Jordan’s long-term outlook addresses the problems affecting life as a refugee. We work to build the resilience of Syrians, and to relieve the impact on the Jordanian communities that host them.  Syrian refugees in Jordan are struggling. As they contend with difficult living conditions across the country, the obstacles are complex. They struggle to remain registered as refugees, to provide for their families, and to access essential services – including education for their children. The Jordanian communities that host them, meanwhile, feel the impact of hosting high numbers of refugees – with each year that passes, local infrastructure becomes more strained.
Role Specific Information

As a humanitarian organization, NRC must remain accountable to the affected population it serves. To increase accountability and impact, NRC is strengthening existing mechanisms through establishing a centralized, transparent and widely communicated complaints, response and feedback mechanism (CRFM). The purpose of the Technical Accountability Assistant is to be NRC Jordan’s first point of contact with beneficiaries intending to submit complaints in the field. The Technical Accountability Assistant will record all complaints in a centrally tracked CRFM database, overseen and managed by the Accountability Coordinator based in Amman. The Technical Accountability Assistant ensures that beneficiaries understand NRC’s mechanisms for processing complaints and are familiar with various methods through which they are able to communicate their complaints and concerns with NRC Jordan. Moreover, they ensure that the complaints are recorded as the complainants intended.

  • Respond to beneficiaries who would like to submit complaints at NRCs complaints caravan in Camp in Azraq according to available SOPs and guidelines .
  • Log in complaints in the CRFM database according to SOPs and guidelines in place.
  • Give complaint reference number (automatically generated from the database) to beneficiaries and ensure that they can follow up the status of their complaints within an agreed period of time.
  • Raise awareness and provide information about CFRM mechanisms to affected communities in programme locations.
  • Conduct necessary internal referrals and external referrals for generalised service requests and conduct protection referrals in line with SOPs and guidance in place.
  • Assist beneficiaries who might need assistance in filling out the complaint forms.
  • Maintain good working relationships with partners and service providers as necessary.
  • Regularly report updated information on services and issues affecting refugees.
  • Any other task as decided by line manager. 
Our Ideal Candidate:
We are looking for a university graduate with a minimum of one year previous experience in relevant field.   Experience working in complex and volatile contexts and to have experience from working within technical expertise area in a humanitarian/ recovery context. Knowledge and experience within a relevant administration, craft or technical field and ideally a relevant vocational qualification. Advanced proficiency in computer skills and data entry. Experience with complaint handling strongly preferred. to have Some knowledge of English.
