1- Education Adviser Jordan & Syria

 Position: Education Adviser Jordan & Syria 
PURPOSE OF POSITION:

The position holder ensures the technical quality of WVI work in the Education sector in Jordan and Syria.

The Education Specialist is responsible for:
  • Ensuring quality implementation of Education programming from design to completion according to World Vision and global best practice.
  • Development and revision of country sector strategies in line with One Syria and global EiE strategies.
  • Partnering with the Programmes teams to design Education programming across funding streams.
  • Supporting the Operations teams to execute technically strong, quality programming that fulfils our donor promise.
  • Provide external sectoral, governmental and donor representation for Education programming, including cultivation of partnerships.
  • Build organisational capacity and provide training to support quality implementation and evidence-based practices.
  • Spend time in the field working with field operations staff to troubleshoot implementation issues.
  • Provide input on the design of tools for monitoring, evaluation and other evidence building initiatives.
  • Review data and reports to understand and influence the quality of Education programming.
  • Work with Advocacy and Communication Teams to set our research agenda, develop case studies and ensure Education work is profiled externally.
KEY RESPONSIBILITIES:
Strategy & Program Development:
  • Develop the technical/sectoral components of new proposals, in coordination with the programme team and the Evidence, Learning, and Accountability (ELA) team.
  • Provide input into budget of technical components within new proposals.
  • Lead in project design with the programme team and Operations team for potential new proposals in Education based on emerging new educational needs. Provide input to designs based on needs assessment findings, evidence based information and analysis targeting the most vulnerable.
  • Meet donors to preposition for new program ideas and models based on evidence.
  • Participate in revision of WV strategies and priorities based on emerging needs and donor interests.
  • Lead the revision of Education Technical Approaches and Technical Programs in alignment with strategy. This will include maximizing opportunities to integrate education with other priority sectors such as Child Protection, Livelihoods and WASH.
Support Programme Quality, Implementation, Monitoring and Reporting:
  • Provide technical supervision to field education staff including coaching, sharing resources and materials, revision of reports, analyzing lessons, etc.
  • Monitor progress of education projects and discuss challenges and support needed with field teams. Address implementation delays and issues with the relevant project managers and Ops Managers.
  • Participate in the recruitment of relevant staff for the sector.
  • Co-lead with MEAL team the development of Evidence Building Plans (EBPs) for Technical Programs and for new projects.
  • Develop sector measurement tools in collaboration with MEAL team. Specifically, set sectoral/technical tool questions based on accredited global tools.
  • Intervene, when necessary, at procurement level, to facilitate/find solutions to material purchase difficulties or delays that are affecting the program quality implementation.
  • Review grant progress reports and M&E reports specifically program findings and recommendations.
  • Contribute to annual reports that document progress against strategic objectives.
  • Support the development of external communication materials relating to WV Education sector achievements.
Staff Management & Capacity Building:
  • Provide input to sector organizational structure and staffing plan and ensure reviewing/adjustment of JDs as needed.
  • Contribute in setting performance indicators for the education project teams in close coordination with the project manager.
  • Develop Education capacity building plans and share with P&C.
  • Assist staff & partner agencies in understanding and adapting project models to local contexts in alignment with local strategy.
  • Orient and train WV staff partner agencies on Education Technical Programs, standards, tools, models, etc.
Networking & External Engagement:
  • Engage in networking and coordination with external Education Stakeholders and partners (Education Partners working groups, MoE’s, ECE Forums, NLG, INGOs, National NGOs, etc.).
  • Participate in workshops, training, conferences and internal meetings, workshops, etc.
  • Coordinate with Education internal stakeholders at the regional and Global levels to share best practices and access information.
  • Coordinate with relevant departments and field Ops on the promotion of WV education programs at the level of the national and local government related institutions.
Learning and Research:
  • Identify key sources of information around education including government bodies, local and international organizations, academic institutions to identify learning, trends, and new parameters that could affect the implementation of current or future education projects.
  • Participate in all education projects’ lessons learned events.
  • Determine the research and evidence-building agenda for WV Education.
  • Participate in design and roll out of new research proposals and initiatives of WV.
  • Conduct regular situational analysis of the sector and feed recommendations back to WV for decision making on future priorities.
KNOWLEDGE, SKILLS & ABILITIES:
  • Bachelor’s degree in Education related field or Social Sciences.
  • Understanding of principles and standards for Education in Emergencies.
  • Creative and able to come up with, embrace and coordinate innovative thinking, partnership building and problem solving skills.
  • Experience and willingness to take initiatives in all potential Education areas: early childhood education, care and development, basic literacy and numeracy, Remedial Education, etc.
  • Excellent analytical and writing skills.
  • Good interpersonal skills, influencing skills and cross-cultural sensitivity.
  • Strong networking skills and experience in external engagement.
  • Experience working through a partnership model.
  • Excellent capacity building skills.
  • Effective in written and oral communication in English.

  • Four to five years of technical expertise in the areas of Education.
  • Proven experience in working with MoE’s, donors and other education stakeholders.
  • Experience in capacity building processes, tools and methodologies.
  • Three years or more NGO experience in the humanitarian and development fields respectively.
  • Experience in needs assessment and project design.
  • Excellent written English, with fluency in speaking Arabic and English.
Preferred Skills, Knowledge and Experience:
  • Master’s Degree in the above mentioned areas.
  • Experience participating in program implementation, monitoring and evaluation processes.
  • Experience with child focused empowerment programs.
Work Environment/Travel:
  • The position requires 75% of the time to be office based.
  • The position requires 25% of travel.
  • The position requires ability and willingness to continue to function during a crisis, including during a World Vision response to a manmade or natural disaster.

3- Infrastructure Engineer

Position Title: Infrastructure Engineer 

PURPOSE OF POSITION:
Infrastructure Engineer will be responsible for the implementation of GIZ - dam protection project for the construction component, s/he will provide full technical design, drawings , BoQ & technical justification if needed for the gabions wall, check dams & drop structure & support the assistant to engineer in providing technical training for the volunteer as well as support them within the implementation of the project by providing feasible technical solutions , techniques & guidance .Infrastructure engineer will be responsible for managing the refugees and Jordanians through the assistant to engineer to achieve the goals of the project in a well-organized & efficient way according to WVI regulation & polices.


MAJOR RESPONSIBILITIES:
  • Liaison with local suppler & partners and communities on project implementation. Prepare Daily progress reports outlining project activities Work closely with procurement department for ordering key supplies. Prepare detailed technical designs and estimates related to construction
  • Represent World Vision in meetings on request of the project manager with JVA and other relevant stakeholders
  • Coordinate with Communication in publishing manual, guideline and success stories about the construction component of the project and the impact of World Vision intervention.
  • Prepare the BOQ, raise the PRs and prepare other procurement related documents for tendering process on timely and accurate manner and within the allocated budget, Work on drafting the contracts, prepare payment certificates and other relevant documentation if needed within time frame and budget, monitor construction expenses according to bill of quantity, project budget and World Vision financial procedure. & Coordinate the processing of required documents with project manager and proceed after his final review and approval.
  • To assist project manager in situation and program updates
  • To identify the capacity, support & guide the assistant to engineers

Education:
University degree in Civil engineering, infrastructure engineering or any related fields
 

Experience:
  • 4 years of full-time technical & professional experience in civil engineering work industry
  • one years’ experience supervising gabions wall, check dams, drop structure construction, soil erosion & any protection technique that were subject to dam protection permit requirements.

Knowledge and Skills:
  • Being aware about any new techniques can be implemented within damp protection & soil erosion
  • Applying engineering knowledge to identify the catchment area
  • Ability to use civil engineering software’s such as AutoCAD & AutoCAD Civil 3.
  • Knowledge of child protection / child rights
  • Excellent written & oral command in Arabic & English
  • Computer literate mainly with MSOffice software package
  • Good communication skills and ability to build collaborative relationships

4- Field Monitor - Freelancer

Position: Field Monitor - Freelancer
PURPOSE OF THE POSITION:
To conduct distributions, monitoring and reporting on all commodity/Cash distributions according to World Vision FPMG Standards
KEY RESPONSIBILITIES:
 Planning:
  • Ensure proper planning of monitoring the project activities.
  • Ensure that all the required documents for planning have signed and filed.
Assessment:
  • Take part of Assessments done by WV Jordan.
  • Work closely with M&E department on the assessments and supervise enumerators for data collection.
Monitoring:
  • Ensure adherence to WV policies and standards.
  • Monitor Projects activities during the implementation phase.
  • Collect and Document beneficiaries’ feedback about the project.

Distributions:
  • Ensure that all distributions for food and non-food items are conducted in an orderly proper and acceptable manner as per World Vision International, Donor and Community standards.
  • Managing the crowd control in the Distribution sites
  • Ensure a proper registration of beneficiaries.
  • Work-closely with Accountability Department by providing the key information.
Field Reports Do all field reports and complete all the standard forms (Good Receive note, Distribution Report, Field Visits Report, Waybills, Beneficiaries List, Loss Reports).
Commodity Accounting:
Ensure that all commodities in custody of field team are properly accounted for.

Information Provision and coordination: Ensure that proper information provision for the project is done to the implementing partner(s), beneficiaries and communities and maintain good coordination with Stakeholders.
Other Duties:
Perform Other duties as required

KNOWLEDGE, SKILLS & ABILITIES:
  • Education level should be a minimum of bachelor’s degree.
  • Good Team Player, willingness to learn, self-starter and ability to work with little supervision

5- Grant Acquisition and Management Manager

 Position: Grant Acquisition and Management Manager
PUPRPOSE OF POSITION: 
World Vision is seeking a candidate to lead the Grant Acquisition and Management (GAM) team for WV Syria. The role will manage the GAM team and provide support across departments in the development, planning, management and monitoring of the World Vision portfolio in Syria through the design documentation, reporting and coordination of the program activities for the response. 
KEY RESPONSIBILITIES:
Lead GAM Department:
·        Ensure coordination across departments through streamlined work processes, development and updating of GAM business plan.
·        Facilitate capacity building across WV Syria related to donor compliance, reporting and WV GAM processes.
·        Ensure WVI Syria is compliant with the grant policies: Support new hired staff is informed of and understood the WVI Common Grant Minimum Standards as well those WVI Common Minimum Standards for Sub-grantees.
·        Manage, directly and indirectly a small team of at least four staff as part of the WV Syria GAM team.
·        Convene GAM team meetings, staff capacity building assessments and support identification of training or staff development opportunities within and outside WVI (eg Proposal Pro, G2G, EUinBXS, grant solutions).
Grant Acquisition and Management:
·        Support the office in maintaining donor engagement by developing and maintaining effective relationships with donors and support offices to establish partnerships, and market Syria and seek additional funding opportunities
·        Provide technical support and leadership in strategy formulation, implementation plan, execution and monitoring to ensure alignment with the regional response strategy.
·        Lead the development and roll out of a Grants Acquisition and Management (GAM) business plan in line with WV Syria Strategy.
·        Develop grant forecasting plans and annual growth plan for the country and zonal area response portfolio in line with the country /zonal strategies.
·        Monitor program's progress ensuring goals and objectives are achieved and non-financial grant requirements are adhered to.
·        Support strategy development in Syria with identifying fundraising opportunities and updating fundraising plans.
·        Map donors in accordance to WVI Syria strategic directions, and closely collaborate with Support Offices for early positioning with institutional government donors and coordinate with GC Disaster Management team and EUREP for Multi-lateral donor positioning.
·        Collaborate and negotiate with Support Offices on match needs and other resources (e.g. technical).
·        Lead the Grant Risk Assessment and Go No-Go process as per WVI policy, and collect requested approvals for WVI Syria.
·        Lead the Grant Health Tracker Processes and ensure critical issues are escalated to SMT at the earliest opportunity. This includes, support Grant Managers monitor the allocation of resources in the most efficient and cost effective way while aiming for the highest quality of implementation.
Proposal Design and Reporting:
·        Support growth and diversification of funding based on response office strategy by leading the GAM team in planning, developing and reviewing concept papers and proposals for various projects and programs for funding in order to achieve WV Syria short-term and long-term goals.
·        Support and lead the development of concept notes, grant proposals, budgets, reports and other design documents for World Vision’s partnership and major donors, in coordination with technical specialists, finance, procurement, grant managers and SO staff.
·        Coordinate actual project design, implementation, and evaluation in collaboration with the technical sector heads, zonal managers and key support functions.
·        Facilitate or collaborate with Support offices on the facilitation of grant design, startup, closeout workshop for GAM team members, grant project staff and support function staff members for each critical grant.
Quality Assurance, Accountability and Information Management:
·        Streamline programs processes to ensure timely and quality preparation of grant proposals, donor reports and other reporting requirements.
·        Ensure that GAM systems are in place using adequate tracking tools to support effective grant compliance and positive audit results, and that the grant team and field office staff understands this system and follows it accordingly.
·        Ensure alignment with WV’s established external engagement, GAM, partnering steps, and response strategies.
·        Incorporation of internal and international humanitarian standards (Sphere, HAP, etc.) into all project designs and implementation.
·        Work on monthly, annual and end-of-project narrative reports, newsletters, situational reports and other reports as necessary in collaboration with the other departments, including internal and external reports.
Representation:
·        Develop and maintain strong relationships and information sharing with Support Office representatives.
·        Ensure WV Syria has strong relationships with locally based donors. Ensure this representation is tracked and recorded.
·        Coordinate GAM news and lessons learned with the RO RDU.
KNOWLEDGE, SKILLS & ABILITIES:
·        Must have a degree or equivalent in relevant fields of study such as International Development, Political Relations, Economics, Sociology, or other related field.
·        Must have management experience and experience of managing a team.
·        Proven track record for multi-sector programming experience.
·        Experience coordination with INGO’s and other key stakeholders.
·        High degree of negotiation and persuasion skills.
·        Ability to travel internationally as needed.
·        Ability to work with a reasonably level of comfort in high tension and high security risk situations.
·        Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environs and physical hardships.
·        Ability to facilitate the creation of cross-functional project teams and the development of national strategies.
·        Understands work from a process point of view and uses measurement and accountability systems effectively.
·        Excellent time-management and prioritization.

Preferred Skills, Knowledge and Experience:
·        Knowledge of budget requirements and regulations of major donors including the OFDA, CIDA, ECHO, AusAID, DFID and UN agencies.
·        Familiarity with humanitarian codes, minimum standards, principles and practice.
·        5 years’ experience in emergency response programming or similar humanitarian/social work involving grants.
