About the job
Under the line management of the Finance and Administrative Manager, the Finance Officer contributes to the respect of all the financial processes (Finances, Accounting and link with Logistics), rules, and ensures that the deadlines are handled according to Humanity & Inclusion standards and Regulations.
The Finance Officer acts as focal point for all questions related to Finance with Operational & Support Team based in Syria, and Coordination based in Amman.
The Finance Officer  provides support to the Finance and Administrative Manager for administrative tasks and the analysis of financial data, in order to ensure good follow-up and Office management. 
Duties and Responsibilities
Objective 1: Implementation of financial procedures & framework

  • Ensure that Humanity & Inclusion financial procedures are respected :
    • Check validity of invoices,
    • Check Financial and accounting allocations,
    • Check the validity of expenditures in terms of budget for HI and Partner Purchases.
  • Support logistics and all HI Program staff in all financial issues/difficulties and questions;
  • Maintain accurate and effective financial controls on all transactions incurred by the mission;

Objective 2: Cash flow Management (Bank and Cash)
  • Support the Base administrator in the daily management of the cashbox and potentially manage the cash box at the hub level (today managed by the logistics) If management of a cash box: Prepare a weekly treasury planning in coordination with logistics and program team: Support the base administrators for the preparation of the weekly treasury planning in coordination with logistics and program team:
  • If management of a cash box: Prepare monthly schedule advances for the Logistics and ensure proper tracking of advances and prepare analysis (e.g. of advances) and escalate the advances not settled in standard time to the management.
  • Ensure that at all times sufficient cash is available to cover all costs and plan the withdrawal accordingly;
  • Support the Finance and Admin Manager in preparing the monthly Cash request based on forecasted expenses at HI base and instalment calendar ; to send it to Coordination for check and validation, in respect of deadlines;
Objective 3: Accountancy

  • Supervise the admin bases for invoices translation and validation, cashbook preparation, accountancy copying, scanning, filing and sending to HQ (shipment) for both HI and partners expenses.
  • Prepare the FS sheets with all information necessary (budget allocation, payment reference…), send it to Syria and realize the import in Navision;
  • Realize monthly financial controls (Transfers’ pre-matching, 3rd party accounts pre-matching, validated cashbooks for all the accounts, monthly cash count and bank reconciliation) and sent it to FAM;
  • Close NAVISION (Accountancy Software used by HI) at the end of the month  (advance settlement, cash and bank balances) and prepare/submit all documents which must be signed by his/her line manager and send to the Coordination in Amman;
  • Send the finalized accountancy to Finance and Administrative Manager;
  • Analyse, and correct the accountancy according to the Finance and Administrative Manager  and Coordination’s feedbacks;
  • Support upon need the Finance and Administrative Manager in internal and external audits.

Objective 4: Support Budget Monitoring 

  • Ensure the necessary support to the Finance and Administrative Manager and the budget holders of HI expenditures (Area Coordinator, Logistic…) of the base in following their budget with the relevant tools
  • Support the admin manager to fill and analyse the consolidated forecast of expenditures (partners and HI expenses) ; and provide it to Amman Coordination for check and consolidation at mission level;

Objective 5 : provide support and capacity building to Base Administrator

  • Provide continuous support and training the admin bases in Syria on his/her tasks related to Cash Flow Management (Petty Cash and Cashbook, advances);
  • Support the Finance and Administrative Manager to identify the need for internal or external training for the admin base as necessary.
  • Flag to the Finance and Administrative Manager any concern or issues related to the lack of respect of financial process or procedures inside Syria and contribute to addressing these issues.
  • Support the base administrator in the financial and administrative follow up of the partners (capacity building, processes, and explanations).

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.
About you
To be successful in this role you must have: 
Required Qualifications:
  • Bachelor’s degree in any of the following areas - Business Administration, accounting, finance or business management
  • Experience as a finance officer and understanding of key aspects of accounting
  • Minimum 2 years’  Finance experience working for an INGO
  • Proficiency in Microsoft Office programs
  • Capacity to deal with multiple tasks and be able to adhere to tight deadlines, and excellent time management skills, remote management is an asset
  • Ability to use advanced accounting software, particularly Microsoft Dynamic Navision software
  • Written and verbal proficiency in English
  • Strong interpersonal, oral, and written communication skills
  • A proven team player
  • Ability to anticipate and solve problems 
We offer
HI will offer the successful applicant a 6 months contracts, renewable dependent on both funding and performance. You must be available to start work asap and be willing and able to work in Amman.
Salary and conditions will be in accordance with HI Terms and Conditions of Employment.
