1- Portfolio Manager

Position: Portfolio Manager
PURPOSE OF POSITION 
World Vision is seeking a Portfolio Manager to provide leadership in projects development, planning, implementation and monitoring in Syria based from Amman. The Portfolio Manager is expected to provide day-to-day projects management to achieve high quality results in accordance with humanitarian principles, standards, donor regulations, and project objectives and activity plans. The Portfolio Manager will provide overall leadership to cross-border staff and ensure high quality performance of project implementation, including programmatic achievements, timeliness, and financial performance

MAJOR RESPONSIBILITIES

A.           MANAGEMENT
  • Provide overall leadership and supervision of teams assigned under portfolio;
  • Ensure that portfolio has sectorial alignment as per organizational strategy where possible;
  • Ensure that assigned projects are properly planned and implemented to meet agreed upon result, timeline and budget indicators;
  • Ensure that assigned projects are adequately resourced and staffed to facilitate effective implementation;
  • Facilitate reporting on progress of portfolio implementation;
  • Analyze effectiveness and efficiency of portfolio implementation and introduce corrective measures where needed.
B.           STAFF / PARTNER MANAGEMENT
  • Determine staffing requirements and facilitate hiring and orientation;
  • Facilitate staff training and development;
  • Set objectives for staff, monitor their performance and provide feedback;
  • In collaboration with Area Manager and Partner Capacity Building Coordinator identify areas for staff/partner development;
  • Ensure staff wellbeing;
  • Engage with partners in a constructive manner to facilitate effective partnership on projects under portfolio.
C.            COORDINATION
  • Identify challenges emerging in coordination with other functions (Finance, Procurement, Admin and Security) and partners and introduce corrective measures where appropriate (focus on constructive problem solving);
  • Coordinate interventions with other agencies, working groups and clusters.
  • Conduct regular meetings with North West Syria based and Turkey based staff under portfolio and support functions;
  • Participate in external coordination meetings (clusters, WGs).


KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor or Post Graduate University degree in International Development or other related majors.
  • Experience in designing and implementing projects.
  • Experience in budget management program modalities.
  • Experience in health programme implementation
  • Essential:  Strong English communication skills (oral and written)
  • A minimum of 2-4 years humanitarian experience.
  • Comprehensive knowledge of International Human Rights Law, International Humanitarian Law, Refugee Law, the relevant positions of the UN, ICRC and major NGOs on protection of civilians in particular of IDPs, women and children, the codes of conduct, the Humanitarian Charter, The Sphere Project, etc.
  • Proven experience in training, including development of training materials.
  • Desirable:  Good working knowledge of Arabic (oral and written) Cultural sensitivity and adaptability
  • Strong communication skills with ability to express ideas and concepts clearly and persuasively with senior members of the humanitarian community as well as with field practitioners.
  • Excellent networking skills.
  • High degree of negotiation and persuasion skills.
  • Ability to work with a reasonably level of comfort in high tension and high security risk situations.
  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environs and physical hardships. 
  • Ability to facilitate the creation of cross-functional project teams and the development of national strategies.
  • Understands work from a process point of view and uses measurement and accountability systems effectively.
  • Demonstrates openness and transparency.

2-  Outreach Officer

Position: Outreach officer 
 PURPOSE OF POSITION

The outreach officer will be responsible for the implementation of the cash for work Cash distribution through E-Wallet services in the Project “Protection of Wadi Arab Dam in Jordan through Cash-for-Work supporting vulnerable Jordanians and Syrian refugees” funded by GIZ and will support and provide training sessions for the target group on the service provider mobile application, and engage in the after training activities. The outreach Officer will be responsible for supporting the Livelihood team by being involved in preparing beneficiaries for the work they are expected to perform and identifying and reporting about their needs, mobilizing them into groups and helping them identify market opportunities , improving their general skills such as planning, basic employment, self-employment, entrepreneurship meanwhile administering the components of the project which include establishing a relationship with the community leaders , CBOs , Local Police department and the different Cooperatives to facilitate work permits

MAJOR RESPONSIBILITIES


  1. Implement project activities in accordance with the project guidelines and targets
    (Jomo-pay (E-Wallet) Literacy sessions for the project beneficiaries, Support in Community mobilization activities, identifying beneficiaries & income generation opportunities , provide training sessions ) and contributing to the design of community E-wallet outreach programs
  2. Coordinate activities between target group, specialists, local actors/partners and available resources in addition to developing relationships with community partners, working with community in addition to Assists as needed in identifying local social service resources for beneficiaries.
  3. Support the quality control means provided by the line manager, and ensure the reporting about capacity gaps, the officer is expected to analyze data and develop results and conclusions. Submit weekly activity reports.
Interacting regularly with project coordinator to seek technical guidance and expertise regarding project related issues.
  1. Identify convenient locations for conducting the local awareness raising campaign, Plan along with project coordinator the approach for local awareness raising campaign and Support and Supervise Cash for work community mobilizers
  2. Manage target group expectations by setting participatory action plans, risk analysis and long term milestones
The ability to work with young and elder people from different backgrounds.
  1. Share feedback of beneficiaries Livelihood needs, Skills & suggestions for services with the Livelihood Manager in terms of employment and economic development Participate when needed in evaluating the impact of the project on the beneficiaries.
Keep and file records and correspondences related to the project.
  1. Attend and participate in Monthly and annual workshops organized by WV Jordan
  2. Perform other duties as required
  

KNOWLEDGE, SKILLS AND ABILITIES


  • University diploma related to social sciences and/or commercial fields (economics, business administration, marketing, psychology, social work)
  • Proven ability and experience in Jomo-Pay (E-Wallet applications-Service providers) communicating a common vision among diverse partners
  • Proven ability and experience in providing organized training sessions
  • Experience working in volunteering or internships
  • Experience in organizing capacity building activities
  • Experience in translation and reporting
  • Fluency in English and Arabic languages
  • Learning behavior
