The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.
Our Ideal Candidate:
We are seeking a motivated professional individual to join our Syria Response Office’s operations. The ideal candidate must be a Bachelor Degree or above in civil, structural engineering, architecture or similar. Also the candidate must have a minimum of one year of experience from working within Shelter expertise area in a humanitarian/ recovery context. We are particularly interested in a candidate who has previous relevant experience in construction or shelter in rural areas and camps.
The Shelter Technical Officer will act as the programme’s technical focal point for a single core competence team within an area office. S/he will provide technical quality support to the field team and ensure adherence to programming specifications and standards. S/he will support the project manager with quality control and assurance to shelter programme designs, drawings, Bill-of-Quantities (BOQs) and other related products.
Generic responsibilities
- Ensure compliance with NRC policies, guidelines and standards
- Ensure compliance with Shelter/WASH (SW) strategy, tools, handbooks, guidelines and standards
- Shelter specific technical responsibility for implementation of technical activities of Shelter project(s)
- Shelter specific technical responsibility for tracking of financial expenditures for technical activities of Shelter project(s)
- Shelter specific technical responsibility for the quality control and monitoring of project activities
- Shelter specific technical responsibility for project documentation of technical activities of Shelter project(s)
- Provide specific technical support and capacity building towards project staff
- Provide specific technical analysis and feedback to NRC representatives in coordination forums
- Assess, promote and document ideas for technical improvement and further program development options
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
Specific responsibilities
- Administers the project’s activities including raising purchase requisitions, preparation of payment supporting documents, and maintaining the project’s archive.
- Ensures that all project related documents are scanned and stored electronically, and ensures proper filing of project’s documents that are submitted by the field teams.
- Prepare technical designs, Bill-of–Quantities and drawings for shelter programme.
- Provides required support to Shelter field staff and technical capacity building.
- Assess project products quality and ensure the quality check is conducted periodically with monitoring activities.
- Organise and attend weekly meetings with field staff and help in producing minutes of meetings and team work plans.
- Report issues and risks to line manager and take corrective action when necessary to meet project objectives.
- Prepare regular sectorial reports, i.e. weekly checkpoint reports and submits material for preparation of the periodic project.
- Provide technical support, help in conducting sectorial need assessment remotely, and produce assessment reports.
- Carries out any other related Shelter activities relevant to the role, as requested by the line manager.
- Promote the rights of IDPs/returnees in line with the advocacy strategy
- IF APPLICABLE: Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation)
- IF APPLICABLE: Conduct quality control and provide technical support to implementing partners and/or contractors
