Head of Heart of Amman Initiative - SC 11 - UNDP JOCO

In line with its Country Programme Document for the period 2018-2022, the United Nations Development Programme in Jordan supports activities to address poverty and inequality and achieve resilience and inclusion by supporting initiatives that foster an enabling environment for livelihoods and job creation, especially among vulnerable youth, women, and host communities in crisis-affected areas. These activities include the emergency employment, skills development, and microbusinesses and employment facilitation. These aim to design and apply resilience-based development solutions for local economic recovery and enabling equitable access to financial solutions to ensure no one is left behind in Jordan.
In March 2019, UNDP Jordan started a project “Preventing Violent Extremism and Building Resilience of Livelihoods in Jordan through Humanitarian-Development-Peace Nexus and Human Security Approaches” (“PVE and Resilience” project). With an overall objective of supporting the stabilization and resilience-building of Jordan through a comprehensive approach, the project plans to tackle urgent and unpredictable development challenges as well as alleviate political instability in Jordanian communities.
Particularly, as part of the above-mentioned project, “Heart of Amman” initiative was launched to aim at increasing socio-economic resilience and sustainable livelihoods in the capital city of Amman. This project highlights the importance of protection and preservation of cultural heritage sites in downtown Amman and provides opportunities for the residents in developing their own community-based initiatives. Partnering with the Greater Amman Municipality (GAM), UNDP encourages young men and women to lead the community interventions and be part of the decision-making process on the neighborhood improvement. Therefore, “Hear of Amman” initiative is envisaged to improve the sense of belonging of vulnerable Amman residents, as well as encourage them to have a pride in their communities and neighborhoods by protecting cultural legacy and revitalizing downtown Amman.

Under the overall guidance of Livelihoods Team Leader at Jordan Country Office, the Lead will be responsible for providing research and technical expertise on partnerships development, strategic communications and branding, advocacy and private sector engagement, as a part of “Heart of Amman” initiative. The incumbent will be based at the GAM office in downtown. He/she will be leading the team working on Heart of Amman Initiative and provide day to day support and guidance to the UNDP team of consultants and staff working on this initiative. He/she is also expected to coordinate with partners and supporting in identifying and implementing ideas and initiatives under the different initiative components. Moreover, in close collaboration with GAM relevant units, he/she is envisaged to build a strong working-level partnership to enhance trust among the key actors (i.e. government institutions, civil society, international community, private sector) and tackle various unemployment-related challenges and development issues that Amman residents are currently facing.
His/her tasks include research and analysis, ideation, and implementation of Heart of Amman initiative, in full alignment with the PVE and human security components of the overarching “PVE and Resilience” project. Closely working with the GAM, the incumbent will undertake the above-mentioned responsibilities with an aim of youth and women empowerment and community engagement.
Duties and Responsibilities
Strategic Planning
  • In close collaboration with the Urban Revitalization/Rehabilitation Consultant, formulate a roadmap for Heart of Amman from 2020 – 2029
  • Based on the downtown revitalization plan and Capital Investment Plan to be developed by the Urban Revitalization/Rehabilitation Consultant, develop a road map for Heart of Amman Initiative beyond 2020, and organize a meeting for UNDP team and the GAM staff to discuss the way forward
Project management
  • Lead the implementation of the Heart of Amman initiative
  • In close collaboration with the relevant UNDP project team and the Heart of Amman technical team, develop the strategic and work plans, budgets.
  • Develop a clear and integrated strategic plan to link the project’s components and lead the Heart of Amman technical team, to achieve the results and indicators agreed with all relevant parties and stakeholders in a timely manner.
  • Prepare the Initiative’s technical and financial reports.
  • Draft Terms of Reference for contracting of expert consultants and requests for proposal.
  • Participate in the selection process, and in the follow-up of contract implementation.
  • Put in place clear plans on sustainability and scaling up of Heart of Amman initiatives.
  • Analyse results of assessments, deliver insights, and provide recommendations in a final report;
  • Day to day supervision and follow up on the work undertaken by different team members.
  • Supervision on the assessment of beneficiaries’ propensity and capacity to engage in various innovative volunteering and employment-generating opportunities, including entrepreneurial ones such as home-based businesses, small-scale businesses, and start-ups, and address shortcomings through training.
  • In close collaboration with the technical team and relevant UNDP teams, support local entities in generating relevant opportunities, particularly in the area of sustainable livelihoods, social cohesion, PVE, and environment.
  • Guiding the technical team on the most appropriate approach on identifying the potential partners, including youth activists, CBOs amongst others, and understand the needs and capacities as a basis to understand and further accomplish M&E activities under all areas of interest.
  • Provide support to staff capacity building as needed,
  • Participate in Task Forces and other ad-hoc internal working groups on cross-cutting themes.
  • Analyse and deliver insights on lessons learned and prepare progress narrative and financial reports on Heart of Amman Initiative on a monthly basis.
  • Prepare TORs for needed expertise.
  • Contribute to the Heart of Amman Resource Mobilization Efforts.
  • Organise and manage the success delivery of training for local beneficiaries, focusing on underdeveloped and transferrable and entrepreneurial skills.
  • Draft TORs and establish a roster for Responsible Parties (RPs), capable of implementing specific interventions.
  • Contribute to capacity development of the team, and stakeholders, and partners.
Partnerships development and community engagement
  • Establish linkages and close working relationships and partnerships with private sector and identify investment opportunities for the private sector in Amman.
  • Communicate Heart of Amman Initiative results, Human stories, and results, through different media outlets (including social media).
  • In collaboration with team experts and officers, support in establishing partnerships/linkages with and between relevant actors, including GAM, Private sector, government, in order to advance aforementioned interventions so as to generate employment opportunities and strengthen social cohesion.
  • Create a business model to leverage the grants to civil society and engage with private sector on board.
  • Advise GAM and UNDP on long-term interventions to address VE through entrepreneurship and innovative initiatives.
Monitoring, reporting and research
  • Monitor the project activities and draft monthly narrative reports on the progress, accomplishments, challenges, lessons learnt etc.; regularly flag potential risks and issues.
  • Provide support to teams in in conducting research, studies and surveys.
  • Guiding the team to research and map out the socioeconomic-related interventions required to catalyze resilience for women, youth, and host communities against violent extremism, identifying potential needs in volunteerism and employment-generating opportunities.
  • Significantly contribute on conducting community needs assessment and evaluate the willingness of various communities’ segments to support the successfulness implementation of the project.

Education:
Advanced university degree (Master's degree or equivalent) in Business Administration (MBA), Economics, political economy, development economics, business administration, marketing, or a related field.

Experience:
  • A minimum of 15 years’ working experience, including 7 years demonstrated private sector working experience.

  • Experience in entrepreneurship and its ecosystem, including financial inclusion, business regulation, employability, entrepreneurial activity, and ideating on related interventions in Jordan, specifically with women and youth;

  • Work Experience with non-profit sector is preferable.
Language Requirements:
Fluency in both English and Arabic (written and spoken).
