Early Detection Officer

Description of the organization: La Chaîne de l’Espoir (CDE) is a French non-profit organization founded in 1994. It’s an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. CDE is a network of medical and surgical expertise. A key player in healthcare, CDE is committed to providing medical treatment and education to the children who need it the most. 
Program in Jordan CDE has been active in Jordan since 2012, carrying out orthopedic and cardiac missions for vulnerable children and refugees in need of life-saving, life-changing surgery and specialized care. Since 2017, CDE’s mission in Jordan has included in its program strategy the inclusion of early detection as a means to prevent and mitigate physical impairments such as developmental dysplasia of the hip. 
Starting date: July 2019 Contract: Full-time employment contract Salary: According to internal salary scale, based on profile and experience. Position within the Organization: Reports to Medical Manager in Jordan Office 
GENERAL DESCRIPTION: The overall objective of the Early detection officer is to manage the component of the program which consists in developing and implementing the early detection of Cardiac and Orthopedic anomalies as well as the provision of treatment whenever suitable. This includes theoretical training sessions and follow-up of the patients and relations with partners and referring NGOs. Targeted pathologies mainly include cardiac congenital anomalies as well Developmental Dislocation of the Hip (DDH) and club foot. 
MAIN RESPONSIBILITIES : 
• Define the Cardiac and Orthopedic early detection activities. 
• Organize and lead Cardiac and Orthopedic early detection campaigns. 
• Organize and lead Cardiac and Orthopedic training sessions and workshops as a facilitator/trainer. 
• Cooperate with other health organizations and partners for the campaign in order to convoke patients and develop the partners’ network. 
• Cooperate with other health organizations and partners for the training session in order to convoke trainees (General practitioner, pediatrician, nurses and midwives. etc) and develop the partners’ network. 
• Contribute to monitoring and reporting of the early detection activities. 
• Organize a referral system for patients and families with specific needs. 
• Monitoring the referral process. 
Define the Cardiac and Orthopedic early detection activities: 
• Develop early detection protocol and guidelines for CDE’s work in Jordan. 
• Write Powerpoint presentations and supportive documents for early detection and treatment training session and communication’s actions. 
• Train and sensitize CDE staff on early detection and treatment. 
Implement and plan the early detection and treatment activities: 
• Organize and lead Cardiac and Orthopedic training sessions and workshops as a facilitator/trainer. 
• Organize and lead Cardiac and Orthopedic early detection and treatment activities. 
• Facilitate the follow-up of patients treated through non-invasive methodologies. 
Develop and implement Referral mechanism: 
• Cooperate and mobilize other health organizations and partners for the campaign in order to convoke patients. 
• Cooperate and mobilize with other health organizations and partners for the training session in order to convoke trainees (General practitioner, pediatrician, nurses and midwives. etc). 
• Support the medical manager in identifying relevant resources with capacities to treat patients with pathologies identified through early detection through non-invasive methodologies. 
• Support the Medical Manager on the strengthening and development of new relationships with relevant organizations/ resource persons who refer patients to CDE. 
• Organize a referral system for patients and families with specific needs. 
• Contribute to identify new potential pathways for care of identified patients (referred to or taken care of by (CDE). 
• Contribute to develop and strengthen CDE strategy and programming in the country. 
Monitoring and Reporting: 
• Responsible for recording case statistics and the training sessions participants. 
• Support the medical manager in defining monitoring and evaluation methods and tools to assess the results of the training in terms of knowledge and capacities acquired. 
• Ensure the follow-up, monitoring and evaluation of the results of the early detection and treatment activities of the program. 
• Contribute to donor reporting. 
Provision of care: 
• Support the Medical Manager in organizing additional consultations/examinations with relevant specialized whenever required. 
• Support the Medical Manager in collecting and organizing referrals to additional health appointments and other care needed. 
Convocation of patients : 
• Convoke all patients validated by CDE medical teams. 
• Contribute to organize the early detection campaign day in link with the hospital and CDE medical team. 
Follow up of patients : 
• Collect all the reports of the patients examined and treated by CDE and its partners and ensure they are appropriately filled in their respective folder. 
• Contribute to refer the patients to the appropriate health and/or social services available in Jordan whenever possible. 
Data and entry, monitoring and reporting: 
• Enter all patient information in the database. 
• Ensure that the database is updated on a regular basis. 
Other: 
• Ensure confidentiality of data and information related to patients, their care and family. 
• Report any security, ethical or acceptance-related issues to his/her line manager. 
• Contribution to troubleshoot access or availability issues for patients. 
• Translate verbally and by writing when necessary. 
• Participate in team meetings or any other relevant internal and external meetings. 
• Perform any other additional duties upon instruction given by his/her line manager or technical referent whenever applicable. 
TEAM RELATIONSHIP The Early detection officer : 
• Is under the direct supervision of the medical manager in Jordan. 
• Works closely with and in support of the whole team. 
PROFILE 
Professional Training: 
• Bachelor’s degree in medical and paramedical essential. 
• Specific training on Orthopedic specialty and good command on DDH and club foot early detection methodologies and treatments (through abduction devices, Ponsetti methodology) strongly desired. 
Required experience : 
• Experience working in the Health NGO/Humanitarian sector. 
• Experience working as a health practitioner. 
• Experience working with refugees. 
Specific competencies: 
• Well-versed in Microsoft office suite (Word, Excel, Outlook,Powerpoint) 
• Experience using and updating databases (Excel, Access, etc.) 
• Previous experience in analyzing and collecting data. 
Other skills :

• Ability to classify and to manage multiple priorities

• Ability to make effective decisions according to the context

Languages : 
• Fluent in Arabic (speaking, writing, reading) 
• Professional working knowledge of English
