Purpose for the job
The United Nations Children's Fund (UNICEF) Jordan Country Office in Amman seeks a dedicated, experienced, highly motivated and proactive National Officer for its Programme Team. Under the general supervision of the Deputy Representative, the Budget Officer will be responsible for  planning, monitoring, allocation, coding, data analysis, fund utilization and progress reporting and capacity building for programme staff and new staff as required.
How can you make a difference ? 
  1. Participate in office fund management and contribution management efforts by providing support to the Partnerships Specialist and Deputy Representative. Supervise the transaction hub team to ensure smooth, accurate and timely processing of all VISION/SAP transactions for the Jordan country office.
  2. To structure and code the annual programme budget, and to supervise its updates, including coding of new allocations. This will be done by assisting Programme Staff in preparing budgets to reflect the respective Country Programme Documents. Collect and analyse budget and financial data for programme/project planning, management, monitoring and evaluation purposes.
  3. Review the accuracy of VISION/SAP generated data. Be responsible for accuracy of financial data and information. Analyse and produce programme implementation reports and evaluate in relation to the established programme recommendations and plans of action. Report the outcome of analyses and propose corrective actions.
  4. Participate in the development of the office work plan, annual management plan and donor proposals as required. Monitor compliance to ensure fund management objectives and targets are met and achieved ensuring that performance dashboards and indicators are updated regularly.
  5. Guide professional and support staff in budget preparation and financial reporting. Advise programme sections on financial rules and regulations. Assist in ensuring their orientation and training needs are met and provide on-the-job training, also by selecting and compiling training and orientation materials for budgeting and financial reporting.
  6. Monitor commitments and expenditures to ensure timely, accurate and appropriate management information provided on programme budget, allocations, commitments, expenditures and projections and to ensure errors and discrepancies are detected and corrected. This will be done by:
    1. Coordinate with HQs and programme sections on incoming funds, grant creation, extension and adjustments as well as reallocations; monitor conditionality and deviations
    2. Supervise and ensure the production of monitoring reports (donor utilization reports, all routine management reports produced by VISION, non-routine reports and presentations) and share with relevant staff
    3. Review and analyse reports and recommend actions to be taken to maximize the efficiency of the office fund utilization. Assist management and programme staff in allocation and reallocation of funds. Conduct regular review and reconciliation of grants; provide analysis by using the management indicators.
    4. Carry out annual budget adjustment as required. Alert the management and chiefs on low utilization and recommend budget reallocation based the trend analysis. Bring key issues to the attention of Donor Relations Specialist and management.
  7. Ensure smooth operation of the programme monitoring systems and institutional memory by tracking and filing all contribution related documents. 
Perform other related duties as required by the supervisor and/or management.

  2. Issue monthly related reports such as the fuel consumption report, vehicles maintenance reports, stationary stock reports, Premises hardware and consumables consumption.
  3. Maintain the Jordan office archives records in the stores. Ensure they are safely kept and updated. Organize for the detention of the office archive records in accordance with the office retention and detention of records policies and procedures.
  4. Assist with the annual physical count of the office assets and expandable properties. Assist the section with the disposal process of the assets including handing over of the assets to the new recipient.
  5. Distribute office stationary to users. Maintain the stock of the office stationary, report at their reorder point and update the stock records accordingly.
  6. Work as a back up to the transport dispatcher when required.
  7. Perform other takes when required.

Purpose for the job
The post is responsible for establishing and maintaining partnerships with the private and public sector, locally, regionally and internationally. The post maximizes results for children by leveraging financial and non-financial resources. The incumbent serves as private and public sector fundraising advisor to the Jordan Country Office, accountable to maximize private and public sector income, as well as being accountable for fundraising performances, with an emphasis on profitable and strategic utilization of investment funds. The incumbent builds fundraising capacity, designs and implements a fundraising strategy, based on his/her own analysis of the market. The post requires a familiarity with the Jordanian and regional target markets. How can you make a difference?
1. Fundraising and partnerships (Corporate/Private and Public Sectors)
Ensure that JCO has a continuously updated, long-term fundraising strategy, aligned with the advocacy and communication strategy and JCO's Communication, Advocacy and Partnerships Section Work Plan, with the aim of maximizing income and brand exposure. Plan, develop, advise, strategize, direct, take responsibility for and implement JCO's fundraising efforts that take into account local and regional markets and target  audiences. Mobilize and manage resources in close collaboration with Partnerships Specialist. Ensure that global and country level fund-raising activities are supported by an effective advocacy, communication and fundraising strategy and activities.
Duties and tasks
  • Lead the development of a long-term private/corporate and public partnership engagement and fundraising/resource mobilization for the Jordan Country Office, development of workplan and activities to optimize fundraising potential.
  • Promote new partnerships, working with UNICEF colleagues at HQ (PFP), regional and local level, to identify partnership and resource mobilization needs and broker resource mobilization agreements to meet those needs. Capitalize on regional synergies to maximize growth, ensure fundraising and communication messaging are aligned.
  • Develop and maintain deep knowledge and familiarity with current and prospective partners and relevant stakeholders. Expand UNICEF's network of key interlocutors to build stronger relationships between UNICEF and governments, other key-decision makers, regional development institutions, foundations, the private and public sector, international financial institutions and/or relevant constituencies.
  • Ensure appropriate focus on fundraising in annual work plans and budgets, with information on plan, implementation and outcome. Design, implement and lead on a multi-year fundraising strategy for JCO, folded out 2018-2021. Oversee fundraising targets and update management.
  • Ensure ethical guidelines are followed in fundraising efforts.
  • Ensure that JCO has a cutting-edge portfolio and products that appeal to potential and current partners, donors, the private and public sectors and National Committees. Identify additional and innovative channels for private and public sector fundraising, communication and brand usage and act quickly and timely on opportunities. Make use of digital fundraising/mass communication tools and up-to date theoretical fundraising methods.
  • Provide guidance and build fundraising capacity of communication/JCO staff; document, build and share knowledge to optimize work. Ensure that emergency fundraising preparedness plans are in place. Evaluate effectiveness and make timely recommendations to achieve targets.
  • Act as peer-level interlocutor with National Committee fundraising directors and corporate directors. Make technical and substantive decisions on potential partnerships, that eventually can impact UNICEF reputation and achievements. Manage risks and monitor donor and corporate markets. Build capacity in partnerships and oversee institutional procedures pertaining to forging partnerships. Strengthen existing fundraising channels and form new ones; also beyond cash income, to promote child rights in business practices. Provide support on corporate alliance negotiations. Infuse a child rights perspective in policies and practices of all partners.
  • Mobilize country office communication capacity to support and gather/facilitate the gathering of content and coverage of relevant country efforts. Use the opportunity to identify/highlight effective programme activities and results in support of fund-raising.
  • Mobilize resources for fundraising support by regular communication and co-ordination with relevant communication focal points in regional offices and headquarters divisions.
2. Management and capacity building
Ensure that human resources (the communication team) and financial resources (budget planning, management and monitoring) are effectively managed and optimally used. Ensure that the Representative or Regional Communication Chief and the country programme team are provided with professional expertise and advice on all aspects of external relations, communication and fundraising as required; opportunities are identified and addressed for building communication and fundraising capacity among country communication team, media and other relevant partners. 
Duties & Tasks
  • Develop a work plan for communication and fundraising activities, monitor compliance and provide support and guidance to ensure objectives are met.
  • Plan and monitor the use of communication and fundraising budgetary resources. Approve and monitor the overall allocation and disbursement and liquidation of funds. Take appropriate actions to optimize use of funds.
  • Identify, recruit and supervise staff, technical resources and consultants as necessary. Conduct and Implement effective performance planning, monitoring, performance development programme as required.
  • Ensure communication and fundraising effectiveness, efficiency and delivery as well as a rigorous and transparent approach to planning, monitoring and evaluation.
  • Advise UNICEF management, colleagues and staff on media strategy and implications for action and policies proposed.
  • Support communication and fundraising activities through knowledge management, information exchange and building capacity of the country communications team. Enable appropriate advocacy, communication and fundraising training, access to information, supplies and equipment, and developing training and orientation material.
  • Assist the Communication Officers in the development of communication/fundraising tools and/or strategies  including digital strategies tailored to both a domestic, regional and international audience.

3. Advocacy and Communication
Ensure that the Jordan Country Office has a clear communication strategy and associated work plan to support the country programme objectives and get children's issues into the public domain, strengthen political will in support of UNICEF's mission and objectives, and enhance the organization's credibility and brand.
Duties & Tasks
  • Develop, maintain and update the country advocacy and communication strategy and associated work plan. Strategy and work plan include: an environmental and stakeholder assessment; objectives; target audiences; messages and media mix; resources, benchmarks, specific actions, activities and products; monitoring and evaluation of impact; success and opportunity for improvement; ongoing refinement of the strategy.
  • UNICEF's rights- and results-based programming approach is appropriately reflected in the communication strategy, work plan and products.
  • Maintain close collaboration with the Regional Office and HQ on communication issues to ensure effective overall coordination and synergy, best practices and up-to-date theory and knowledge.
4. Global priorities and campaigns
In addition to local/national campaigns, ensure that the Regional/Country Office/Media Hub has an effective process in place for integrating and taking action on UNICEF's global communications and fundraising priorities and campaigns, both disseminating these elements in a locally appropriate way, as well as providing/enabling coverage of the work in the country for global use.

Experience: A minimum of eight years of progressively responsible and relevant professional work experience in one or more of the following areas is required: communication, print, broadcast, new media, fundraising/corporate communications, marketing, PR, project management, or brand management. Work experience with the corporate sector, particularly in creating large scale corporate partnerships, ideally at international level. Scope 
The intern will report directly to the Regional Chief of Operations. Duties of this internship will contribute to strengthening Risk Management in MENA region and will give interns an opportunity to practice high-level, professional skills.
Work assignment 
The intern is expected to assist the Regional Chief of Operations with the following:
  • Mid-year review of 2019 MENA Country Offices Annual Management Plans (AMPs) and progress made towards identified priorities.
  • Analysis of the Risk Assessment and mitigation component in Country Offices Annual Management Plans.
  • In collaboration with Country Offices, review risks and mitigation measures identified in the Risks Management platform and come up with risk mitigation cost scales.
  • Quality Assurance of 2020 AMPs and whether COs have adopted the new risk management strategy;
  • Develop, maintain and report on key metrics, risk and control indicators, triggers, breaches, trends and ensure control documentation adheres to strict policy and governance requirements

Candidate qualification

Purpose for the job
Under the guidance and general supervision of the Partnerships Specialist, within the Communications, Advocacy and Partnerships Section, the Specialist supports several aspects of contribution management and reporting, based on information gathered from programme sections in the Country office (CO). The post also ensures the timely preparation and dissemination of other CO reports, presentations by the CO Representative and Dep Rep, and briefing documents for the CO and Representative as required. How can you make a difference?
  1. Knowledge management is critical to connect practitioners to share and learn from one another and to achieve improvements in results. There is a need to further strengthen knowledge management on Child Protection through documentation of lessons learned and good practices in order to highlight the work being done and increase shared learning.
This internship will focus on two aspects of this work: 1) conduct consultations with Country Offices on knowledge management needs and gaps; 2) support documentation of lessons learned and good practices across the MENA region.
  1. Support development of a knowledge management strategy for the MENA Regional Office Child Protection section
The Child Protection section in the MENA Regional Office has identified knowledge management as an area of priority in 2019. However, a strategy has not been developed for integrating this into the work that is done on a consistent and efficient manner.
This internship will work with the CP team to develop a draft knowledge management strategy through consultation with other sections that have gone through this process and engagement with relevant colleagues in the regional office. The activities will aim at improving the knowledge management environment by enabling collaboration, capturing, storage, sharing and use of knowledge.
  1. Other Tasks
It is anticipated that other activities could be incorporated into the internship work plan based on the interest and agreement of the Intern. This could include engagement and support to the Jordan Country Office programming, to research on child marriage in humanitarian settings, or other areas of work within the regional Child Protection team.

In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child and it was enacted immediately.  Since then the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.
UNICEF is a leading humanitarian and development agency working globally for children rights. Child rights begin with safe shelter, nutrition, protection from disaster and conflict and traverse the life cycle. UNICEF strive to ensure that all children are born alive, stay safe and keep learning.
The Emergency Cash Transfer Project (ECTP) targets 1.5 million vulnerable beneficiary cases (over 9 million people) across all Yemen districts and governorates with unconditional cash transfers in response to the socio-economic crisis. The ECTP is being rolled out nationally by UNICEF as the executing agency, with funds and technical assistance from the World Bank through the International Development Association. UNICEF has established a Project Management Unit (PMU) with staff members operating in Yemen and Jordan, to oversee the implementation.
The ECTP requires the implementation of a Management Information System (MIS) solution that supports the necessary emergency payment delivery functionality and ensures the security of beneficiary data. The ECTP relies heavily on technology and uses agile methodology and open source, i.e., cloud IaaS, Linux (CentOS), Postgres, JEE, Kibana and TeamGantt. The poor ICT infrastructure in Yemen and especially the challenges in terms of connectivity, required the use of a distributed solution based on Linux CentOS severs running minimal-MIS that replicate the deltas to the cloud based IaaS main-MIS.

The ICT Officer (Jr. JEE Developer) reports to the ICT Manager (Business Relations) for close guidance and supervision. The ICT Officer (Jr. JEE Developer) will be responsible for the transfer of the ECTP MIS solutions, its maintenance, upgrade and full operation from a third party.  The ICT Officer (Jr. JEE Developer) will perform the following key functions:

Young children and families, in the first few years of children’s lives are typically served through the health system.  To ensure improvement of child outcomes there is a strong need to understand how best to find and use appropriate entry points in the system for Early Childhood Development (ECD) interventions, packages and methodologies. Early Childhood Development is identified as the skills, competencies and abilities that children gain by age of school entry because of good health, adequate nutrition, protection and stimulation.  Advances in neuroscience are beginning to drive a revolutionary shift in the way we think about child development, as we learn more about the impact of both positive and negative experiences and the interplay of experience (nurture) and genetics (nature) on the developing brain.  These developments have significant implications for our work with children.
MENA – ECD Overview
Despite this compelling global evidence and momentum for ECD, the Middle East and North Africa (MENA) stands out as a region that until now has not invested sufficiently in ECD. For instance, early childhood education in MENA is seriously lagging behind other regions of the world. Gross enrolment in pre-primary education stands at 27 percent as of 2011. The only region with a lower level of enrolment is sub-Saharan Africa at 18 percent (World Bank 2014). The MENA region, as well as having low enrolment in pre-primary education, also has the lowest public provision of pre-primary, with only 29 percent of pre-primary enrolment in public programs and 71 percent of pre-primary enrolment in private preschools and nurseries (UNESCO 2014). MENA countries and territories also have the world’s highest rates of violent child discipline (UNICEF 2013) and the region has the lowest coverage of iodine, an important nutrient for brain development (UNICEF 2012). These deficits in ECD in MENA are limiting the potential of a generation of children and making the region less productive and competitive in the long run.
Care for Child Development 
The World Health Organization (WHO) and UNICEF, in cooperation with the World Bank Group (WB), Aga Khan University, and other partners, designed Care for Child Development (CCD) to prepare service providers and other persons who work with families of young children to promote the healthy growth and psychosocial development of children. CCD is an evidence-based framework designed to promote the responsive caregiving and early learning components of nurturing care through integration in existing services.  Components of nurturing care include: good health, adequate nutrition, security and safety, responsive caregiving, and early learning. The effective integration of the CCD package in health services, in particular, will result in a beneficial impact on children’s early development and support appropriate care for health and development. Findings from several trials have shown improvements in home environment and children’s development with CCD, suggesting that the programme can be incorporated into existing health services at relatively low cost. CCD has been integrated into programmes across various sectors, including child survival and health, nutrition rehabilitation, early learning (e.g. daycare services and preschools), social protection (families participating in a cash transfer programme, prevention of violence and abuse), mental health, and services for families with developmentally disabled children. The time is ripe for the scale-up of interventions like CCD.
OBJECTIVE:
  • Adapt the CCD guidance for three countries in the Middle East and North Africa (MENA) region, namely Tunisia, Egypt and the United Arab Emirates (UAE). In addition, a more general MENA regional guidance will also be expected at the end of the consultancy.
  • Support training for and implementation of CCD package in three priority countries, namely Tunisia, the UAE and Egypt, by providing training (master trainings/training of trainers and follow up training) and capacity building as they relate to Tunisia, Egypt and UAE adaptations of the CCD package.
  • Develop a Guidance for in-country monitoring and evaluation of the CCD
DESCRIPTION OF ASSIGNMENT:
  • Preparation of the Guidance on CCD Adaptation for Middle East and North Africa region and Guidance for in-country implementation in Tunisia, Egypt and the UAE. To prepare the guidance, the consultant will review all the existing documents/evaluations from countries already implementing CCD, and in consultation with UNICEF/WHO and inter-agency working group established to support the process, finalize the Guidance (4 documents in total, Tunisia, Egypt and UAE country guidance and MENA Regional guidance.) The four guidance documents should be developed as strategic documents, with a clear set of recommendations. The recommendations should include clear explanation of the process and critical steps needed to ensure effective implementation; identification of main stakeholders/partners at the country level; identification of the most appropriate and efficient delivery channels for the intervention, including clinics, home visits and groups; tips on achieving sustainability (for example, how to incorporate the CCD in the relevant policy documents; how to incorporate the training package into the curriculum of paediatricians / community health workers and others strategies proven to be effective in ensuring sustainability of the intervention).
  • Support the CCD training and implementation in priority countries (initially Tunisia, UAE and Egypt.) The next stage in the roll-out is in-country training and implementation. We have documented experience on the implementation of the intervention in various countries.  It is extremely important to provide adequate technical support to the MENA regional countries ready to apply implement/refine implementation of CCD, and to help them adapt the intervention to their local context, build local capacity and partnership to implement CCD effectively, establish monitoring and evaluation systems, especially to track mother and child dyads over time, and document the learnings from the entire process of training and implantation. Through this consultancy, up to three countries that are in the early planning stages of implementing CCD (namely Tunisia, UAE and Egypt) will be covered. The support will be organized through on-line technical support, in person training (training of trainers and follow up training) and frequent in-country visits, as well as through frequent consultation with UNICEF HQ and consultation with main partners, like the WHO and the WB.
  • Preparation of the Guidance on CCD Monitoring and Evaluation for in-country implementation. To prepare the guidance, the consultant will review all existing monitoring tools applied in countries already implementing CCD as well as relevant monitoring and evaluation tools and frameworks used and promoted by international agencies, and in consultation with UNICEF/WHO (including select country offices) and the inter-agency working group established to support the process, finalize the Guidance. The guidance should be developed as a toolkit, establishing the framework for monitoring and evaluation activities at the country level, with a set of recommended standards and internationally validated M&E tools to be used at country level. The guidance should identify a minimal set of indicators to monitor progress and evaluate quality and recommendations on proxy measures and sampling techniques that can be used to gather useful information at lower cost. The guidance should also provide information to programme managers and others as a minimum, on monitoring  the status of the implementation of Care for Child Development (i.e. status of the training; funding status; operational plan including governance / coordination, etc.); the quality of inputs to the intervention (duration and fidelity of the training and supervision, providers skills; change in practices, etc.) and how well the intervention reaches the most marginalized children and their families. As measuring the impact of the intervention on child development is costly and requires specially trained experts, it is not a recommended routine practice. However, measuring the impact of the intervention is extremely important in understanding the effectiveness of the intervention and process that lead to desired (or un-desired) results. A workshop guide for training managers and front-line workers on how to use the monitoring data to make quality improvements. The guidance should cover some of the key considerations when preparing / conducting evaluation such as: how often is feasible (in low resource settings in particular); what outcomes to evaluate; propose tools that are reliable and valid.

KEY DELIVERABLES:
  • The Guidance on Adaptation of the CCD for MENA region and in-country implementation made available to country offices for use. This deliverable will entail three components: Tunisia CCD Guidance, Egypt CCD Guidance, UAE CCD Guidance and a general MENA Regional guidance that will help inform CCD guidance for other countries in the region moving forward.
  • Up to three selected countries, Tunisia, UAE and Egypt, have implemented CCD with adequate training (master trainings/training of trainers and follow up training and full technical support from the consultant provided in the design, monitoring and evaluation of the intervention including support during the implementation phase, which would entail follow-up visits and supportive supervision.  
  • The Guidance on CCD Monitoring and Evaluation made available to country offices for use and local adaptation, including documentation of best practices and lessons learned for future implementation.
QUALIFICATION REQUIREMENTS:
1.         Education:
  • Minimum Master’s Degree in social sciences or related field, Ph.D. preferred;
2.         Work experience:
  •  At least eight years of experience including demonstrated experience in adaptation and implementation of CCD programs
3.         Technical knowledge:
  • Internationally recognized expert in Early Childhood Development;
  • Internationally recognized expert in ECD Monitoring and Evaluation;
  • Excellent writing skills, proven with UN agencies;
  • Excellent facilitation skills;
  • Proven organizational and coordination skills;
  • Work effectively through email, phone, and other means of communications across various time zones.
4.         Language:
  • Excellent command of English and French required, plus knowledge of Arabic preferred;
