FINANCE ASSISTANT (PARTNERSHIP)

Team Purpose
• People in deepest poverty can exercise their rights to be healthy, educated and secure and these are respected, sustained and upheld.
• To ensure effective financial management and reporting within Jordan programme.

Job Purpose
To be responsible and accountable for the day-to-day operation related to a defined accounting area.
Job Responsibilities
Technical
• Check grant payment request ensuring compliance to agreed condition of payment.
• Provide capacity building support to the partner re partner financial management.
• Assist programme on capacity building to partners on financial system and control in compliance to OGB and donor requirements.
• Ensure financial compliance through audit check of finance reports from partner and provide written reports
• Ensure financial compliance through audit check of finance reports from partner NGOs and provide written feedback to relevant programme Coordinators/Officer
• In coordination with Sr. Finance Officer share responsibility of preparation of Monthly financial report on monthly basis within given deadlines
• Ensure compliance of programme staff on grant monitoring, balances and closure of grants.
• To make regular field visits and liaise with Oxfam’s partners/beneficiaries and prepare and file visit report
• Conduct regular audits of projects and partners.
• Check details of partner reports, chase reports, prepare reports and to be ensure that report from partner can be presented to the donor within Oxfam’s report to donor
• Working closely with Sr. Finance Officer, programme staff and funding on donor reporting, responsible for accuracy of partner’s financial reports as a part of consolidated report
• Perform audit of partner financial to ensure financial management systems and reports of partners are of the required standard.
• Responsible for safe keeping of all records received from partner (invoices, reports…)
• To be link and coordinate financial issues between programme, partners and Oxfam finance
• Communicates frequently with programme and line manager to ensure that all those who need to share information are well informed.
• Share responsibility with other members of finance team of review and audit of all the payment requests, assuring it includes the entire supporting doc’s: invoices, receipts, proof of payment, procurement doc’s, and or contracts, etc.. This will require seeking appropriate authorization and insuring that all supporting documents are appropriately filed.
• Check PeopleSoft reports review journal entries, submit correction journal to PS for further authorization
• Prepare information required by auditors.
• Any other responsibility or task that may be assigned by your line manager.

• Proven experience working in a similar role Any other finance related tasks as assigned by LM

Desirable
• Knowledge or appreciation of Jordan in terms of political, economic and social trends plus a good understanding of the key development and humanitarian issues in the Country
• Willingness to work extra hours as necessary

Education:
• Bachelor degree in Accounting or any relevant field.
Experience:
• 1 to 2 years of experience in Finance/Accounting.
