1- Communication and Mobilization Officer

Position title: Communication and Mobilization Officer
Position location: Amman - Jordan
Reports to:  Senior Project Officer

BACKGROUND: 
World University Service of Canada (WUSC) is a leading Canadian international development organization that works with and through its southern partners to promote sustainable development. Founded in 1957 and currently working in 22 countries worldwide with an annual budget of approximately $45 million dollars, WUSC works towards a world where young people can grow up in safe, secure, supportive environments, where they can learn, work and play a vital role in their community and country’s development. Our internationally recognized programs support youth, women and other marginalized populations, focusing on three thematic areas of education, employment and engagement. Globally, WUSC works with a network of higher education institutions, civil society organizations, private sector partners, professionals, students, volunteers, faculty and community leaders that can be leveraged to support our work.
WUSC and its consortium partner the Canadian Leaders in International Consulting (CLIC) are implementing the Women’s Economic Linkages and Employment Development (WE LEAD) project in Jordan. WE LEAD, a project funded by Global Affairs Canada, aims to increase women’s empowerment for sustainable economic growth; this will be achieved through activities focusing on women’s employment by businesses and the reduction of gender specific barriers to women entering into and remaining in the workforce. The WE LEAD project will be implemented over a period of four years, from March 7, 2017 to March 31, 2021 in three governorates (East Amman, Irbid and Salt) in Jordan.
The Communication and Mobilization Officer will play a crucial role in refining and implementing WE LEAD Communication Strategy in Jordan and Support the  mobilization activities within WE LEAD Project. The Communication and Mobilization Officer will be a core member of the WE LEAD Project Team, working as a technical and operational resource for integrating communications in to project as well as  support the implementation of  the project activities.
KEY DUTIES AND RESPONSIBILITIES: 
  • Follow up and support  the implementation of activities  under WE LEAD related components and in coordination with WE LEAD team and national partner to ensure good quality of deliverables as per the approved Work plan.
  • Develop or revise WE LEAD communication strategy, plan and activities aligned with the project work plan.
  • In collaboration with  the Senior Project Officer and the local partners organize and coordinate the awareness and outreach plans  to support the vocational training centers in the implementation of recruiting and register new enrollees in the training programs.   .
  • In collaboration with the local partners, provide direction and guidance in their communication plan and method to support WE LEAD related activates.    .
  • Coordinate different activities  to enhance knowledge and awareness on the importance of women’s economic opportunities and gender equality in the workplace; activities in collaboration with the local partners such as:
    • Campaign to enhance childcare and Safe transportation in Communities and private sector partners.
    • National gender sensitive social media campaigns for improved access to child care and safe transportation;
    • Community awareness campaigns and outreach activities on the value of women’s waged employment
    • Orientation sessions with families of women joining the workforce;
    • Community level events to promote equitable employment.
    • Build the capacity of the local partners on community mobilization, outreach and awareness components.
  • In collaboration with local partners, plan, contribute, coordinate content and activity for the project social media channels (Facebook, Twitter, etc.);
  • Contribute to the production of the project reports and annual work plans in coordination with the communication advisor.
  • Establish, manage, and maintain the social media (Twitter, Facebook, etc.).
  • Develop the Project communication toolkit and branding materials as ( Factsheet, flyers, posters)
  • Work closely with the Gender officer to advise and maintain gender equality , sensitivity method required.
  • In collaboration with the M&E officer to track trainees success in training and internship process.
  • Undertake any related tasks assigned by the Senior project officer.
QUALIFICATIONS: 
Education and Experience:
  • Bachelor degree in public relations or relevant field.
  • A minimum of 3-5 years of active communication work experience and community mobilization and recruiting process.  
  • Proven experience in project management
  • Experience in leading community or national campaign initiatives;
  • Some technical experience in WE LEAD’s areas of activities: inclusive education, women’s economic empowerment;
  • Practical experience in Community mobilization, outreach and awareness planning.
Competencies:
  • High effective communication skills.
  • Willingness to travel frequently to targeted governorates Excellent capacity building skills, with demonstrated experience in effective training, coaching and facilitation;
  • Excellent presentation and interpersonal skills 
  • Copy writing ability to develop the project communication toolkit. 
  • Passion and commitment to gender equality and youth empowerment;
  • Complete fluency, oral and written, in Arabic and English essential.

The Gender Equality Officer will develop tools, resources and conduct training and coaching to the project staff, partners and volunteers to enable them to contribute to the project’s gender equality and empowerment goals.
KEY DUTIES AND RESPONSIBILITIES: 
  • Develop or revise project-specific GE strategy, plan and activities;
  • Work with the Monitoring, Evaluation and Learning Officer to ensure that the monitoring and evaluation system is established to ensure that GE results are captured and reported to relevant stakeholders;
  • Work with the Senior Officer to ensure that the WE LEAD training programs are gender-sensitive;
  • Assist project staff and partners’ staff in integrating GE into project planning and management approaches (including results-based management tools) and propose strategies to increase project impact on GE;
  •  To provide technical assistance to partners in assessing the strength of their approach to gender mainstreaming across the program cycle.
  • Work closely with the Private Sector Partnership Officer to integrate the gender component within the private sector capacity-building plan.
  • Create GE resources and tools that to assist staff in effectively prioritizing and integrating GE in their work;
  • Advise, train and coach the WE LEAD project team and partners on gender equality;
  • Contribute to the development of the annual work plans and annual reports, and ensure GE activities, results and lessons learned are captured and documented;
  • Liaise regularly with the Ottawa-based WUSC Gender Equality & Empowerment Advisor to share best practices, tools, and organizational approaches to GE;
  • Identify strengths and weaknesses in existing GE practices, leading the development of improved systems, processes, and tools for improving project results in GE;
  • Facilitate the use of GE data to promote evidence-based learning, reflection and decision making within the project;
  • Participate in GE-related working groups and maintain close working relationships with counterparts in other relevant international NGOs in Jordan.
  • Seek opportunities to increase the awareness, commitment and involvement of the Project stakeholders in GE.
  • Participate in WUSC-Jordan’s communications work by providing data, information and other material from gender perspective.
  • Undertake any other tasks assigned by the country director.
QUALIFICATIONS: 
Education and Experience:
  • MA/MSc or equivalent in international development or a related field (human rights) required - coursework in Gender Equality in international development is preferred;
  • A minimum of five years of active GE work experience in development programming required; ideal candidate will have both theoretical and practical background in GE and skilled in GE analysis and methodologies;
  • Some technical experience in WE LEAD’s areas of activities: inclusive education, women’s economic empowerment;
  • Experience with a range of institutional donors such as Global Affairs Canada, DFID and USAID.
Competencies:
  • Knowledge of accountability, protection, women’s rights frameworks and best practices;
  • Strong analytical and research skills;
  • Proven ability to work productively with a variety of stakeholders to run participatory processes and meet tight deadlines with an emphasis on producing quality products;
  • Excellent capacity building skills, with demonstrated experience in effective training, coaching and facilitation;
  • Effective interpersonal and influencing skills, including the ability to build relationships, network, communicate and represent at a senior level are essential;
  • Flexibility, with a strong work ethic and an entrepreneurial spirit to accommodate high levels of responsibility and multiple priorities;
  • Commitment to local capacity building and the ability to engage local stakeholders in policy design and implementation;
  • Passion and commitment to gender equality and youth empowerment;
Languages: 
  • Complete fluency, oral and written in Arabic and English essential.
