1-  Regional Gender Advisor for the Middle East and North Africa

Location: Amman, Jordan (flexible)

Position Summary
The Regional Gender Advisor will support a portfolio of peacebuilding projects in the Middle East and North
Africa, including backstop support to Country Offices in developing, implementing, monitoring and
evaluating high quality and results oriented gender-related programmes, strategies and systems. This
includes guidance on project-specific strategic direction, ensuring technical excellence and overseeing the
quality of programmatic work. A strong background in gender, conflict analysis and peacebuilding will
serve to integrate and shape project-related outcomes.

Key Responsibilities

Roles and responsibilities include:

  • Provide high quality technical advice to country teams on the integration of gender in design, implementation and evaluation of peacebuilding projects
  • Build the expertise, skills and capacity of regional and country teams to develop, implement, monitor, and manage high quality, results-oriented gender programming.
  •  Support the regional team in the design of inclusive and innovative programs in the MENA region
  • Act as the focal point and champion for Search’s Women, Peace and Security work across the MENA region
  •  Produce enhanced indicators and evidence on gender-related peacebuilding programmes, as well as facilitate the integration of gender-sensitive/ gender-mainstreaming indicators across Search’s peacebuilding projects in the MENA region
  •  Facilitate learning and knowledge-sharing for projects with a strong gender component across the region.
  • Provide effective communication and representation, expanded partnerships, heightened visibility for Search’s gender work at the regional and country levels.
  •  Identify new opportunities for Search involvement in gender and peacebuilding in MENA
  •  Represent Search in donors visits and meetings both in Europe and the US
  • Support ongoing capacity-building efforts of staff members, particularly in specific thematic areas relevant to gender; women, peace and security; and women’s empowerment and inclusion
  •  Stay informed of the international gender and conflict transformation field to ensure that the program’s work remains innovative and professional
  •  Contribute to Search growth and development in other countries, as may be appropriate

Qualifications

You meet the following qualifications:

Education

  •  Master’s Degree in a related area required
Experience
  •  At least eight (8) years of progressively responsible work experience and demonstrated track record of having substantively contributed to programming on gender; women, peace and security; women’s engagement in C/PVE, and/or women’s empowerment, preferably in the MENA region 
Competencies
  •  Extensive experience working in and/or knowledge gender mainstreaming; women, peace and security; women’s engagement in C/PVE, and/or women’s empowerment
  •  Strong knowledge of and experience in conflict transformation, dialogue, negotiation, andmediation approaches
  •   Significant experience in project management at a country or regional level in a non-profit environment
  •  Ability to successfully manage and inspire a team on achieving results
  • Excellent interpersonal and networking skills, as well as the ability to conduct professional working relationships
  • Dynamic leader with creative problem-solving skills and negotiation skills
  •  Demonstrated experience in setting up and managing monitoring systems and initiating regular evaluations of programs’ gender-related results and indicators
  •  Ability to work with people at all levels, ranging from high-level officials to community leaders
  • Written and oral fluency in English. Fluency in Arabic is highly desired.

2-  Finance - MENA Regional Financial Controller

Position Summary
As a member of the international finance team, the Regional Controller will facilitate timely and accurate reporting of financial and budgetary information from the international field offices to HQ and donors by guiding and reviewing the work of the finance staff and advising the Country Directors in the country field offices.
Based at SFCG Regional office or in the Region, the Regional Controller will report to the Vice President of Finance in DC office and will work closely with HQ International finance team, field-based Finance Directors/ Country Finance Manager, Country Directors, Regional Directors and Regional Human resource managers. 
Reporting to: Direct report VP finance in HQ and dotted line to Regional Directors in the field.
Staff supervised: Regional Finance Specialist in the region.
Key Responsibilities
Roles and responsibilities include:
General Support
  • Supervise the overall month end process and work with field offices for timely closing of books.  This includes: 
  1. monitoring of country office balance sheets and ensure that balances are adequately supported by reviewing reconciliation packages
  2. Perform periodic checks on the country office database to ensure currency clearing and proper maintenance of the Intacct database chart of accounts, etc.                                                                                                                                                                                                                                                               
  • Develop financial, accounting, and internal control policies and procedures with the VP finance and Director of Internal controls
  • Supervise field-based donor audits with help Country finance manager and Regional finance Specialist.
  • Coordinate with Search external auditors during field offices audit.
  • Ensure that management is aware of financial, administrative and/or procurement issues that may impact country office performance
  • Provide technical guidance and support as requested by the country offices
  • Ensure timely dissention of new initiatives and policies to the field and monitoring of implementation
  • Prepare and review internal financial reports and ensure that management at HQ and the regional and country office level are kept abreast of financial related issues of the country offices
Donor Reporting and Budgeting
  • Participate in the preparation of donor proposals:
  • Provide technical support to country Finance Directors/Managers
  • Provide guidance on compliance issues to colleagues in the field
  • Perform the final financial review of the proposal budgets with Narrative prior to submission to HQ approval. 
  • Make sure that each Country office maintain correct and updated budget vs actual reports.
  • Review non-USG interim and final financial reports prior to submission to the SFCG HQ finance.
  • Research and finalize grant closeouts for the all donors. 
  • Make sure all Country offices have an updated operating budget.
Treasury support to field offices
  • Support Controller office in reviewing country office receivables balances to ensure appropriate and timely follow-up
  • Liaison with HQ for Country offices monthly cash request for funds.
  • Make sure that each Country office develop their own cash flow and constantly maintain it.
  • Work with Field office finance staff for timely recording of cash receipts.
  • Approve sub-grants payments as per authorization matrix
Staff Capacity Development
  • Provide training in the area of donor compliance to finance and non-finance staff.
  • Participate in regional meetings (Program, logistics, etc.) as requested and when available
  • Assist Country Directors and HR with the recruitment of high-quality finance staff by conducting interviews and providing assessments of candidates’ technical skills
  • Participate in identifying and developing high performing financial staff (expat and national staff)
  • Ensure up to date maintenance of grant files
  • Respond to the ad hoc requests made by the HQ Finance, the regional units or the country offices
  • Travel to field offices for periodic visits

Qualifications
You meet the following qualifications:
Education and Certification
  • Bachelor’s Degree in accounting or Finance – master’s degree, CPA or CA a plus
Experience
  • Min five years progressive finance/accounting experience in the International non-profit sector
  • Previous work experience in a multi-cultural international environment abroad is highly desirable
  • Previous work experience with a major general ledger software package – experience with SAGA Intacct preferred
Skills and Competencies
  • Demonstrated familiarity with GAAP and proven general knowledge of Fund Accounting
  • Proven knowledge of US Government, European Union and British Government regulations highly desirable
  • Excellent communication skills, including the ability to communicate effectively in a multi-cultural environment and diplomatically manage collegial relationships
  • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced team environment
  • Flexible work attitude: the ability to work productively in a team environment and independently and the ability to meet unexpected demands
  • Strong computer skills: facility with MS Word, Excel, various accounting software, and email/internet software
  • The ability and willingness to travel to developing countries
