1- TOR Optometrist (consultant)

International Orthodox Christian Charities (IOCC) is an international non-
governmental development and relief organization, working worldwide to alleviate
suffering and need and share God’s gifts of food, shelter, economic self-
sufficiency, and hope.
IOCC seeks an Optometrist (consultant) to provide services for refugees
with impairments and disabilities, particularly to support the provision of
assistive devices and follow up of cases requiring visual aids (such as
glasses) and rehabilitation services, in Azraq Refugee Camp.

OVERVIEW
In consultation with IOCC management, and under the supervision of the Project
Officer, the Optometrist (consultant) will be responsible for visual diagnoses,
distribution of glasses, training for assistive device recipients, and follow up with
cases of potential visual impairments, and community awareness raising through
IOCC’s project activities in Azraq Refugee Camp. The Optometrist (consultant)
will also be required to make regular visits to IOCC’s office in Amman and
potentially to project sites throughout Jordan, as needed.

KEY DUTIES:
  •  Ensure the timely implementation of assigned project activities, following the set work plan and meeting deadlines set by IOCC and funding agencies
  •  Support – and, as requested, oversee – the training and daily work of community based rehabilitation workers (CBRWs) and others in screeningand assessment for potential impairments and disabilities
  •   Review screening and assessment forms to support the CBRWs in identifying cases in need of visual diagnosis in Azraq Refugee Camp
  •  Conduct visual diagnoses of IOCC’s beneficiaries in Azraq Refugee Camp (or other locations, as requested)
  • Diagnose visual problems, including (but not limited to) nearsightedness, farsightedness, eye diseases, such as glaucoma, and other impairments or disabilities
  •  Prescribe eyeglasses, contact lenses, and medications, as appropriate for individual cases
  •  Coordinate with non-camp-based suppliers and order appropriate glasses or visual-related assistive devices
  •  Coordinate with IOCC’s selected visual aid supplier(s) in delivering the diagnosis forms and visual aids
  • Check each visual aid prepared by IOCC’s supplier to ensure that the aid is appropriately prepared for each individual beneficiary
  •  Distribute visual aids and ensure that each aid is adapted and properly fits individual beneficiaries
  •  Provide training and follow-up support (including follow-up appointments and adjustment of aids, if needed) to patients and parents/caregivers on use and maintenance of visual aids
  •  Conduct home visits and follow-up to IOCC’s beneficiaries, when requested
  •  Conduct and organize follow up appointments for IOCC’s beneficiaries and support visual aid maintenance, as necessary
  •  Provide expertise and recommendations for cases in need of more advanced treatment and support the referral process to other actors who can provide needed services or treatment
  •  Lead community awareness sessions on visual loss, impairments, and disabilities and related topics
  •  Ensure proper, smooth, and complete referral process of cases in need of specialized services and/or surgeries, in coordination with IOCC’s selected ophthalmologist, including coordinating visits to Azraq Camp, arranging appointments, provided support for consultations, and related tasks
  •  Train CBRW’s on visual loss and impairments, as well as working with the visually impaired
  • Provide recommendations for cases in need of rehabilitative care
  • Ensure that IOCC’s visual clinic in the camp is maintained at a high quality and address any clinic issues that may arise in coordination with the Project Officer
  •  Collect data and maintain thorough documentation of relevant indicators for project implementation, as well as for beneficiary selection
  •  Maintain organization of relevant project case files and be able to easily and quickly respond to inquiries on individual cases or the files as a whole
  • Complete the monthly tracking indictor for relevant indicators and share with the Project Officer
  • Provide recommendations to IOCC management on current and future program activities
  •  Aid in a variety of tasks necessary for the successful implementation of the assigned project in a timely and organized manner
  •  Represent IOCC and project activities during visits from the project donor, as necessary and requested
  •  Participate in regular project meetings with IOCC’s Project Officer if needed
  • Prescribe eyeglasses, contact lenses, and medications
  •  Other responsibilities and tasks, as assigned
TIMEFRAME
September 1, 2019 – April 30, 2020

QUALIFICATIONS
  • Knowledge and Skills: Organization; basic computer skills; inter-personal communication skills; advanced written communication; data collection, sorting, and analysis; fluency in Arabic and English. Experience working with refugees and knowledge of issues impacting refugees and persons with disabilities a plus. Experience working with non-governmental organizations also a plus.
  • Competencies: Ability to build strong personal and organizational relationships across a wide range of stakeholders, including internal and external staff, other organizations, local communities, project beneficiaries, and other contacts; sensitivity to cultural conditions and practices; adherence to procedures, regulations, local laws, and other requirements in implementing and maintaining IOCC projects; ability to think strategically, analyze issues, and make appropriate recommendations.
  • Education: University/College degree in relevant field.
  • Experience: A minimum of three years’ experience, working in a hospital, clinic, or practice directly with patients. Experience working with a non-governmental organization a plus. Experience working in non-traditional work environments, such as a refugee camp, a plus. Experience working with vulnerable populations, such as refugees, a plus.
  • Certifications: University/College degree required. Valid driver license preferred. The consultant must be a licensed optometrist authorized under the law of Jordan. The consultant must have a valid license to practice optometry from the Ministry of Health.
  • Must be able to pass background check to ensure that applicant is not in violation of U.S. Government Executive Order and law that prohibits transactions with and the provision of support to organizations associated with terrorism.
  • Must be willing and able to go to Azraq Refugee Camp on a daily basis with the potential for work in IOCC’s office in Amman, as well as project sites throughout Jordan, as needed.

IOCC seeks an Audiologist (consultant) to provide services for refugees
with impairments and disabilities, particularly to support the provision of
assistive devices and follow up of cases requiring hearing aids and
rehabilitation services, in Azraq Refugee Camp.

OVERVIEW
In consultation with IOCC management, and under the supervision of the Project
Officer, the Audiologist (consultant) will be responsible for hearing diagnoses,
distribution of hearing aids, training for assistive device recipients, and follow up
with cases of potential hearing impairments, and community awareness raising
through IOCC’s project activities in Azraq Refugee Camp. The Audiologist
(consultant) will also be required to make regular visits to IOCC’s office in
Amman and potentially to project sites throughout Jordan, as needed.

KEY DUTIES:
The Audiologist (consultant) will be responsible to IOCC for the execution of
his/her duties, which include (but are not limited to):

  •  Ensure the timely implementation of assigned project activities, following the set work plan and meeting deadlines set by IOCC and funding agencies
  •  Support – and, as requested, oversee – the training and daily work of community based rehabilitation workers (CBRWs) and others in screening and assessment for potential impairments and disabilities
  •  Review screening and assessment forms to support the CBRWs in identifying cases in need of hearing diagnosis in Azraq Refugee Camp
  • Collect information on nature and level of impairment, using scientific instruments and automated equipment, such as Audiometer, Tympanometer, Auditory Brain Stem Response (ABR), and other devices
  •  Evaluate hearing disorders to reach a diagnosis and provide treatment options
  • Inspect patients’ ear canals in case of wax or any other problem and organize referrals for other needed services, as appropriate
  •  Prepare ear molds
  • Coordinate with non-camp-based suppliers and order appropriate hearing aids
  • Coordinate with IOCC’s selected hearing aid supplier in delivering the audiograms and hearing aids
  •  Check each hearing aid prepared by IOCC’s supplier to ensure that the aid and programming are appropriately prepared for each individual beneficiary
  •  Distribute hearing aids and ensure that each hearing aid is adapted and properly fits individual beneficiaries
  •  Provide training and follow-up support (including follow-up appointments and adjustment of hearing aid programming) to patients and parents/caregivers on use and maintenance of hearing aids
  •  Conduct home visits and follow-up to IOCC’s beneficiaries, when requested
  •  Conduct and organize follow up appointments for IOCC’s beneficiaries and support hearing aids maintenance, as necessary
  • Provide expertise and recommendations for cases in need of more advanced treatment and support the referral process to other actors who can provide needed services or treatment
  • Counsel and educate patients in methods to address the impact of hearing impairment, including lip reading and sign language
  • Lead community awareness sessions on hearing loss, impairments, and disabilities and related topics
  • Train CBRW’s on hearing loss, as well as working with the hearing impaired
  •  Provide recommendations for cases in need of speech therapy or sign language rehabilitative care
  •  Ensure that IOCC’s hearing clinic in the camp is maintained at a high quality and address any clinic issues that may arise in coordination with the Project Officer
  •  Collect data and maintain thorough documentation of relevant indicators for project implementation, as well as for beneficiary selection
  • Maintain organization of relevant project case files and be able to easily and quickly respond to inquiries on individual cases or the files as a whole
  •  Complete the monthly tracking indictor for relevant indicators and share withthe Project Officer
  •  Provide recommendations to IOCC management on current and future program activities
  •  Aid in a variety of tasks necessary for the successful implementation of the assigned project in a timely and organized manner
