1- Water Facility Performance Engineer

The Increasing Energy Efficiency in Water Sector (IEE)  Project” in Jordan is seeking a Water Facility Performance Engineer” - on full-time base employment.

The project “Increasing Energy Efficiency in Water Sector” is looking for a technical engineer with profound experience in the Jordanian water sector to join the team as facility performance engineer to support the project team with field implementation of the project. The field engineer will accompany the efforts to install an energy management system and implement energy efficiency measures in selected facilities country wide.
A. Required qualifications, competences and experience
Formal Education:
  • BSc University Degree in Mechanical or Electrical Engineering
Professional Experience:
  • At least 7 years of technical professional experience, preferably in water facilities;
  • Excellent technical knowledge of water systems and facility planning;
  • Proven technical understanding of water pumps and other components of water facilities;
  • Proven experience in water facility management;
  • Proven track-record of operation and maintenance of water utilities;
  • Profound experience in performance improvement of water utilities (incl. SCADA systems);
  • Experience in supporting project steering, evaluation and monitoring, reporting and communication;
  • Experience in strategy development, stakeholder involvement;  
  • Proven track-record in capacity building and provision of on-the-job training;
  • Work experience in and/or with government institutions, particularly in the Jordanian water sector is of advantage;
  • Work experience in development cooperation is desirable, working experience in or with GIZ or other donor organisations is of advantage.
Other Knowledge, additional competencies:
  • Excellent communication and cooperation skills;  
  • Eye for details and capability of monitoring lists;
  • Outgoing, constructive, positive attitude;  
  • Dedication/commitment, reliable with ability to perform well under pressure;
  • Good working knowledge of IT technologies (related software, email, the internet) and computer applications (e.g. MS Office);
  • Excellent knowledge of Arabic and English, both spoken and written;
  • Possession of a driving licence and willingness to commute between different facilities;
  • Flexibility, team player spirit, amicable and excellent communication skills are essential.

BMajor Responsibilities
The position holder is responsible for:
  1. Your technical background of profound knowledge of water pumping stations and other water facilities will help you perform the following tasks efficiently:
    • Be the project focal point on facility/utility level to establish a working link with teams on site;
    • Investigate water facility total performance and identify operational problems;
    • Analyse pumps operation efficiency and propose measures to optimize the operation schemes;
    • Accompany energy audits in close coordination with project management and consultants;
    • Provide hands-on assistance to improve technical under-performance of water facilities;
    • Support the technical team in the development of energy efficiency improvement measures and coordinate the selection of implementation locations;
    • Support the technical team in preparing implementation plans of energy efficiency measures in water facilities;
    • Supervise the implementation of energy efficiency measures at selected water facilities;
  2. Prepare site progress reports;
  3. Support the implementation of an energy management system in close coordination with the project team and all stakeholders, incl. water utilities and facilities;
  4. Staff capacity building including training in efficiency improvement measures, technical and interpersonal skills; coaching and mentoring;
  5. Effective facilitation of performance improvement programs;
  6. Other relevant tasks and duties as required and agreed upon with the project manager;
  7. Coordination tasks:
    • support the team leader to properly execute assigned project tasks towards the achievement of project goals;
    • support planning, monitoring and reporting of the project activities;
    • support operation management (incl. administration and logistics) for the various activities of the projects;
    • support the monitoring of the development and implementation of project plans and activities;
    • prepare and organise needed materials for activities;
    • provide onsite logistical arrangements and support.

2-  Project Officer – Solid Waste Management

The Climate and Resource Protection through Circular Economy Project” in Jordan is seeking a Project Officer” - on a full-time base employment.

A. Required qualifications, competences and experience
Education/Qualifications
  • University degree in Civil Engineering, Environmental Engineering, waste management or equivalent/related fields
  • Proven knowledge in solid waste management
Professional experience
  • Minimum of four (4) years professional experience in a comparable position
  • Professional experience with the recycling market and solid waste management
  • Professional experience in separate collection of recyclables is desired
  • Experience in project management
  • Experience with public institutions like Greater Amman Municipality, other municipalities etc. is desired
  • Experience with development cooperation and/or international NGOs is desired
  • Demonstrates strong stakeholder-engagement and communication skills
Language Skills
  • Excellent command of written, spoken and formal Arabic
  • High level of written and spoken English
Other knowledge, additional competences
  • Ability to translate in meetings from Arabic to English and vice-versa
  • Good management  and communication skills
  • Very good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office), experience  with ArcGIS would be an asset
  • Willingness to up skill as required by the tasks to be performed –corresponding measures are agreed with management
  • Experienced and able to work within a governmental institution
  • Creative individual with innovative ideas for new interventions and/or approaches
  • Ability to work independently but also as a good team player
B. Responsibilities
The position holder is responsible for:
  • Supporting project outcomes related to solid waste management in Greater Amman Municipality (GAM)
  • Supporting the project partner GAM with the implementation of separate waste collection in three (3) pilot areas, such as e.g. optimization of waste collecting routing, distribution of containers
  • Supporting the companies, which are contracted for awareness raising campaigns on technical issues and waste management knowledge input
  • Monitoring and processing of project related data
  • Preparation of internal reports and memos, such as minutes of meetings
  • Assisting in procurement (price surveys, specification, tender evaluation)
  • Preparing translation of documents (Arabic/English)
  • Other tasks as deemed necessary to implement project activities
C. Tasks
The position holder fulfils the following tasks:
Support for Project Management
  • Follow-up and update operational plan
  • Present follow-up in regular meetings within GIZ team
  • Communicate and follow-up on critical tasks and upcoming deadlines between relevant actors
Support of Awareness Raising Company
  • Provide the company with the necessary knowledge input about recycling and solid waste management
  • Assist in implementing awareness campaign activities
Coordination and Monitoring
  • Supports the planning, coordination and monitoring of project activities
  • Coordinates with all relevant actors (GAM, local communities, external consultants or companies and GIZ SWM team)
  • Monitors implementation of project activities and assist in data collection (waste collection data, weighing data)
Other duties/additional tasks
  • Prepare reports and presentation documents
  • Prepare translation of documents (Arabic/English)
  • Assist in preparing tender documents
  • Additional tasks might arise with the evolvement of the project
About the Project:
Climate and resource protection through circular economy – CIRCLE (project duration: 09/2017-06/2020)
The project focuses on the separation and treatment of recyclables and reduction of greenhouse gas emissions.
The project follows a holistic approach and targets different levels. The intervention area “Circular economy in the solid waste management sector” aims to improve the separated collection and treatment of recyclables within GAM. Thus, in three selected pilot areas, different models of separate collection and options for treatment are tested. The separate collection is supported by awareness-raising campaigns in the relevant pilot areas.

3- Administration Officer – procurement/contracts, Inventory, and event management

The Employment-oriented MSME-Promotion Project” in Jordan is seeking an Administration Officer – procurement/contracts, Inventory, and event management” - on full-time base employment.

A. Required qualifications, competences and experience
Formal Qualifications
  • BA in business administration, recognised commercial diploma in business administration or related fields
Professional experience
  • At least 5 years’ professional experience in a comparable position
Other knowledge, additional competences
  • sufficient knowledge in procurement and tendering issues
  • excellent communication and cooperation skills
  • team player/ability to cooperate with others
  • dedication/commitment, reliable

B. Responsibilities
As part of the administration and finance team of the employment cluster the position holder is responsible for:
  • Purchasing, procuring materials and equipment up to 2500 Euro in accordance with GIZ rules and conditions
  • Monitoring the status of procurement and related customs matters, particularly in the event of delays
  • Handling and keeping inventory of material and goods according to GIZ rules and regulations and IC hand book
  • Preparing contracts with local individuals as well as consulting firms up to 2500 Euro in accordance with GIZ rules and conditions
  • Being responsible for event, travel and vehicle management
In this context, the position holder fulfils the following tasks:
C. Tasks
1. Purchasing, procurement of goods/material up to certain value limit 
  • procures materials and equipment locally, monitor markets, issues invitations to tender and issues purchase orders in accordance with GIZ regulations
  • accepts goods and ensures that the receipt is documented and goods received checked appropriately
  • arranges for the safe transfer of goods to their destination
  • documents and files properly completed orders
  • prepares procurement files for internal and external audits according to GIZ rules and regulation
  • Keeps contract lists always updated
  • Prepares annual Sales Tax lists and submit them to GIZ Office in time.
2. Preparation of various sorts of local contracts (individuals/appraisers, consulting firms, local subsidies, construction, etc.) up to certain value limit 
  • prepares local contracts up to a certain limit in accordance with GIZ regulations
  • documents and files properly completed contract files
  • prepares procurement files for internal and external audits according to GIZ rules and regulation
  • keeps contract lists always updated
3. Keeping Inventory according to GIZ rules and regulations and using giz electronic system
  • handling and keeping inventory of material and goods according to GIZ rules and regulations
  • maintains and monitors inventory lists up to date using the GIZ related systems
  • ensures the proper labelling material and equipment
  • preparation and handling the handover of equipment/material to the partner organisations according to GIZ rules and regulations
  • Prepares related lists and keeping full paper files as per GIZ rules and regulations.
4. Event Management
  • Procurement and management of services related to events
  • organising and coordinating logistical aspects for planning, holding and documenting meetings, workshops, seminars and other events
  • prepares visitor plans, registration and guidance to participants
  • supports in the preparation of presentations, and all printing materials needed for internal and external events, including printing, delivery and distribution
5. Travel and vehicle management
  • arranges programs for visitors, makes travel arrangements such as booking tickets, flights, hotel reservations, transport etc.
  • coordinates driver and vehicle schedules
  • tickets reservation for all project seconded staff, project national personnel, and counterparts
  • processes applications, visas, travel expense claims and other necessary permits required for travelling abroad of GIZ staff and counterparts
  • quality and completeness check of travel expenses settlement sheets for all GIZ Staff and Counterparts in close coordination with the GIZ Office 
  • monitors car log books and assure quality as per GIZ regulations
  • assures maintenance is done regularly
6. Other duties/additional tasks
The position holder
  • regularly checks the changes in GIZ Processes and Regulations Tool (PuR) in relation to field of work
  • Immediately reports all problems involving procurement and inventory matters to direct superior
  • Deputizes for administration and finance team members of the employment cluster as required
  • Contributes to exchange, cooperation and learning among administration and finance team of the employment cluster
  • Performs other duties and tasks at the request of her direct superior
  • The position holder ensures proper maintenance of office equipment, office space and cleaning
