1- Political and Humanitarian Affairs Adviser

Job Description

Job purpose: 
The Political and Humanitarian Affairs Adviser counsels the delegation on political developments and changes in the overall environment, including security dynamics, and supports the delegation in understanding and influencing the wider humanitarian environment. S/he identifies, maintains and broadens high-level relations with key national stakeholders, helps shape its engagement with regional fora/organizations and facilitates the management’s access to a wide network of contacts.
This position might be asked to support the management in emergency situations (meaning field visits and travel on short notice).


Main responsibilities:
• Advises management and staff on political issues, main views and policy objectives of key government bodies, diplomatic representations and security situation, and contributes to defining the delegation’s overall strategies.
• Supports and advises the delegation in achieving diplomacy and policy issues. Leads on the organisation of events related to the humanitarian diplomacy efforts of the delegation, in coordination with departments and the regional affairs team.
• Actively maintains and develops a network of key, high-level contacts within the national authorities (government, parliament, etc.), security and armed forces, political movements, stakeholders connected to humanitarian affairs, civil society and with any other influential stakeholders. Facilitates management’s access to them.
• Keeps regular contact on humanitarian issues with the policy and humanitarian diplomacy team based in Geneva, and counterparts in delegations in the region.
• Writes reports, briefing notes and other required documentation to share the results of political and other analyses.
• Contributes to the delegation’s platform for exchange and debate on humanitarian law, policy and action.
• Represents the ICRC in key fora in coordination with the Head of Delegation/Deputy Head of Delegation.
• Holds briefings on the context and cultural sensitivities for delegation staff.

Skills

Job requirements and experience:
• University degree in a relevant subject (e.g. international relations, social and/or political sciences) or relevant professional experience.
• 6 to 10 years’ professional experience as a manager or programme officer in similar fields, organizations or governmental structures.
• Confirmed analytical capacity in a similar field of activity.
• Ability to demonstrate the existence of a relevant network of contacts. 
• Proven experience in cultivating networks and influencing others.
• Fluent level (minimum C1) of English and Arabic, an additional ICRC working language (French, Spanish or Russian) an asset.
• Computer proficiency, including MS Office applications
•

2-  Mental Health and Psycho Social Field Officer - Based in Amman at Protection Dep

Job Description

Job purpose: 
The Mental Health and Psycho Social (MHPSS) Field Officer, together with the MHPSS Delegate, will oversee the implementation of a MHPSS accompaniment activities such as support group sessions targeting families of missing and sensitization trainings targeting service providers. 


Main responsibilities:
• Addressing the MHPSS needs of the Families of Missing (distressing uncertainty, ambiguous loss etc.)
• Under the close supervision of and together with the MHPSS Delegate and in close coordination with the Protection Coordinator and the Missing Delegate, contributes to the implementation and running of the MHPSS component of the accompaniment program targeting families of missing persons: 
• Is a key contributor to providing direct support to families of missing through support group sessions and Delivers individual counselling sessions where/if needed;
• Establishes and maintains meaningful contacts with the families through phone calls, individual/group sessions and home visits; 
• Is planning and organizing activities adapted to the needs of the families of missing persons;
• Along with the MHPSS Delegate, is conducting pre and post assessments and supports the general evaluation process of activities; 
• Contributes to the management of MHPSS data relating to activities for families of missing;
• Contributes to the awareness raising sessions on the needs of the families of missing, targeting local and international organizations as well as governmental bodies; 
• Complements the stakeholder knowledge base with further mapping through identifying service providers to address the MHPSS needs of the families, and liaises with them in a guided and punctual manner;
• Suggests to the immediate superior external referrals of specific cases (collected through MHPSS activities), in line with the criteria and identifies providers whenever relevant;
• Provides accurate, timely, and consistent analysis and reporting to the line manager on visits to and/or contacts with the families and program activities;
• Interprets Arabic/English accurately when required, and translates documents as required; 
• In the second phase of the project, and under the supervision of the MHPSS delegate, trains and supervises a network of accompaniers.

Skills

Certifications / Education required
• University degree in Clinical psychology/Counselling (A master’s is an asset).
• Excellent knowledge of Arabic and English, both written and spoken, is mandatory.
• Good computer skills (Word, Excel, Web browsers etc...)
Minimum required knowledge & experience
• At least three years of work experience in psychosocial programs in Jordan that includes working with vulnerable groups within a humanitarian agency (experience with the families of the missing is an asset). 
• Good knowledge and experience in group facilitation techniques. 
• Good knowledge about evaluation methods.
• Clinical experience is an asset. 
• Training skills is an asset. 
• Good knowledge of the social, cultural, political, security environment in the country and regional context.
• Good reporting, active listening, communication and soft skills.
• Good analytical skills and attention to details.
