Project Manager in Amman/Jordan (national contract)

Nine years into the conflict in Syria, the social and economic vulnerabilities of refugees and hosting communities are increasing as their savings and assets are long depleted. In response to the crisis, Caritas Switzerland (CACH) has been engaged in Jordan, Lebanon and Syria, since 2012 in the following sectors: 1) Education, 2) Relief, and 3) Livelihood. In Jordan, CACH focuses on livelihood programming and implements projects together with its national partner Caritas Jordan.
Purpose
Reporting to the Programme Manager Jordan, the Project Manager (PM) based in Amman, Jordan, is tasked to launch and implement a multi-year livelihood project, which applies the Graduation from Poverty approach in a displacement context. The PM ensures the successful implementation of the project compliant to all contractual agreements with partners and donor organizations as well es the strategic goals set by the Syria Crisis Response Desk at CACH Head Office. 

Competencies and Qualifications  
1. Education
  • University degree and advanced training in International Development, Social Science, or related studies.

2. Professional Experience
  • Minimum of 7 years working experience in implementing projects or programmes in emergency and/or development contexts, particularly in the livelihood sector.
  • Proven budget planning and expenditures monitoring with a turnover of 2-3 mio. USD p.a., as well as reporting skills. 
  • Strong project management skills, incl. Project Cycle Management (design, planning, budgeting and monitoring), preferably in livelihoods projects.
  • Training/work experience/exposure to the livelihoods sector, demonstrate general technical understanding of livelihood programming.

3. Skills and Competencies
  • Strong analytical and theoretical knowledge of the livelihood sector and relevant approaches and methodologies.
  • Strong organizational and coordination skills.
  • Strong motivation to work in consortia with national and international organizations. 
  • Ability to work independently as well as in a team.  
  • Open-minded personality, eager for knowledge and learning.
  • Sense of responsibility, team spirit, strong listening, comprehension and dialogue skills. 
  • Respect for the special vision and mission of Caritas.
  • Flexibility and readiness to take on additional tasks.

4. Language Requirements
  • Excellent written and spoken English and Arabic skills are required.

Purpose
Under the guidance of the Project Manager and reporting to the Programme Manager Jordan, the Project Officer (PO) based in Amman, Jordan, is tasked to support the set-up and implementation of a multi-year livelihood project in the dairy sector, which applies the Graduation from Poverty approach in a displacement context. In particular, the role focuses on case management, referral system management, coordination with other organizations and stakeholders as well as report writing and knowledge management. 

Competencies and Qualifications     
1. Education
  • Bachelor’s degree in social work, international development, conflict or gender studies, or other related fields
  
2. Professional Experience
  • Extensive working experiences (at least 4 years) in Jordan in the field of livelihoods, preferably in social work
  • Work experience in project management in the humanitarian or development sector
  • Experience working with (I)NGOs, international or donor organizations
  • Practical knowledge on the application of Customer Management Systems
  • Strong communication and coordination skills (verbally and in writing)
  
3. Skills and Competencies
  • Highly organized, good capacity of analysis and synthesis
  • Strong experience with modern management tools and systems
  • Cultural-sensitivity and strong inter-personal skills
  • Ability to cope with stress and to work independently under difficult circumstances and with minimal supervision
  • Ability to communicate effectively with church and societal leaders
  • Respect for the special vision and mission of Caritas
  • Flexibility and readiness to take on additional tasks
4. Language Requirements
  • Excellent written and spoken English and Arabic skills are required

Finance and Administration Officer in Amman/Jordan (national contract)

Purpose
Under the guidance of the Regional Finance and Administration Coordinator based in Beirut and reporting to the reporting to the Programme Manager Jordan based in Amman, the Finance and Administration Officer (FO), Jordan, is tasked to support the financial and administrative management of CACH’s engagement in Jordan. The tasks include support to all members of the CACH delegation and consultants in daily financial and administrative procedures, and in particular the start-up and implementation of a new livelihoods project. The FO is also responsible for financial controlling vis-à-vis CACH’s implementing partners which includes controlling visits. Strong supporting role in logistics, office management and HR-related matters is expected. The goal of CACH is to deliver humanitarian aid efficiently and effectively and at the same time to support and build its partners’ capacities to do so. The FO needs to acquire a good understanding of the CACH Amman and regional office in Beirut, their key personnel and the organization’s aims and objectives and apply respective CACH policies.
Competencies and Qualifications
1. Education
  • Minimum Bachelor’s Degree in Business Administration, Finance or Management
  2. Professional Experience
  • At least 3 years of experience in a similar position
  • Previous experience working with I/NGO or donor agencies;
  • Substantial experience with finance and office management processes and procedures
  • Skills and Competencies
  • Highly organized, able to prioritize tasks and commitment to organization’s objectives, values and policies
  • Experience with modern technology and modern management tools including high proficiency in Microsoft Office package (Word, Excel, Outlook, PowerPoint)
  • Cultural sensitivity and strong interpersonal and communication skills
  • Ability to cope with stress and to work independently under difficult circumstances and with minimal supervision
  • A positive and strong problem-solving approach
  • Excellent written and spoken English and Arabic are required
  • Flexibility and readiness to take on additional tasks.
