1-  WASH & SHELTER ENGINEER OFFICER

Program / Department Summary 
Mercy Corps, with an established emergency response program in Syria, manages its North Syria programming remotely from Amman, Jordan. The North Syria program provides Emergency, Wash, Shelter, Livelihoods and Protection supports to internally displaced populations and Syrians affected by the war.
The North Syria program provides Emergency, Wash, Shelter, Livelihoods and Protection supports to internally displaced populations and Syrians affected by the war. Specifically, the Mercy Corps Wash and Shelter interventions are driven by a twofold strategy : (1) Emergency lifesaving interventions in IDPs settlements to IDPs living in camps, informal settlements, multi-occupancy buildings and unfinished buildings, including water provision through water trucking; desludging services, solid waste management, hygiene promotion, Shelter rehabilitation and (2) Wash infrastructure rehabilitation in the communities including water network, sewage, water points construction and rehabilitation.
The WASH and Shelter programs are implemented through direct implementation (contractual work) and local and/or regional partner NGOs.
General Position Summary 
The WASH & Shelter Engineer will be supporting the field team in all stages (assessment, designing, planning and monitoring). Ensure work done is carried out against agreed quality standards, and ensure the project stays within assigned schedule.
Essential Job Responsibilities 
Technical needs assessment and project development
  • Support and monitor development of WASH and Shelter projects with the field team.
  • Technical need assessment: contribution to the assessment methodology, support to the team in data collection and consolidation of the data;

  • Technical drawings development:
  • Draft of project documentation package.

Construction supervision
  • Support the field in supervising the construction works and administer works execution as per the contractual provisions and the project specifications, as well as ensuring that the norms, regulations, and plans are respected; Ensure quantity/quality control and time schedule consistency.
  • Supervise health, safety, and environmental management activities with the field team according to approved plans and regulations.
  • Follow up with the daily site records and all work activities, information, instructions, issues, according to site format report and as instructed by the WASH & Shelter Coordinator.
  • Take timely action to prevent potential delays and/or cost overruns that can be avoided.

Field team capacity building
  • Train the field staff technically based on the projects requirements.
  • Provide technical support to the WASH and Shelter field teams
Procurement
  • Work closely with procurement team to deliver the tasks in a timely manner.
  • Design the quality control plan for the purchased items, and contracted services.
Data management and reporting
  • Supervise data compilation and treatment by the field team.
  • Manage the data coming from the field, and report it as planned.
  • Contribute to the Wash and Shelter Clusters reporting (4ws / plan and capacity reports)
  • Maintain a soft and hard filing system in accordance with Mercy Corps Policies and Procedures.
Other
  • Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Other duties as assigned.

Security 
  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

Organizational Learning

Knowledge and Experience 
  • University degree from a recognized university in Engineering. (Civil or Mechanical or Architectural Engineering).
  • At least two years’ experience in working in WASH and/or Shelter construction projects.
  • Demonstrable 1 year experience in working on water and waste water infrastructure projects
  • Fluency in written and spoken English and Arabic.  
  • Strong organizational skills.
  • Reporting skills, and computer skills are required. 
  • Excellent knowledge of AutoCAD software.

2-  PROGRAM DATA ANALYST OFFICER

General Position Summary

The Program Data analyst’s role is to guarantee the comprehensive processing of project data from processing (entry) through to analysis completion and to ensure both high quality and a timely submission of the final products. Under the direct supervision of the Program manager, the Data analyst is responsible for (1) ensuring accuracy of the collected project data, (2) consolidating program data to respond to internal and external requirements, (4) formulating any recommendations and notifications required to improve the process (4) archiving project data.

Essential Job Responsibilities

Program Management
  • Data entry 
    • Develop entry mask based on program requirement;
    • Train the team on data entry and data cleaning using mobile platforms or excel”
    • Sort and cross-check data;
    • Organize regular meetings with team to raise any flaws in the field data collection process;

  • Analyze data
    • Review the analysis guide to respond to internal and external requirements;
    • Develop analysis masks based on analysis guide;
    • Run analysis of Quantitative and Qualitative data within tight deadlines.
    • Clean in line with Data Cleaning minimum standards and Consolidation of program data (Wash, Shelter and Emergency) on monthly / quarterly / semi-annual basis to respond to internal and donor requirements;
    • Contribute to draft donor report by creating useful tables and charts.
    • Responsible for completing, maintaining, responding to queries on data;
    • Work closely with project managers, and MEL focal points to ensure across consistency and accuracy across project monitoring and information sharing.

  • Formulate recommendations and notifications on the data processing process

  • Identify and address information gaps/ data requirements to support operation and provide information management support;
  • Advise and support team to determine ways to improve the quality of data collection, data entry and consolidation;
  • Inform line manager as early as possible should flaws be observed in the data collection process;
  • Provide clarification to line manager on incoherencies observed during the analysis of data.

  • Data archiving
    • File all products related to data (raw data, database, dashboards…) in an organized fashion that is accessible (clear file names, well organized files etc.);
    • Ensure access to the data according to Data protection policy.
    • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

  • BA/BS or equivalent in statistics, economics, social or other relevant field;
  • 1- 3 years of related or similar experience.
  • Previous experience in humanitarian sector is preferred;
  • MS Office specialist with Excel advanced level Certification;
  • Strong organizational and analytical skills.
  • High attention to detail.
  • Fluency in written and spoken English and Arabic. 
  • Analytical and reporting skills, and computer skills are required
