PLACE IN THE ORGANIZATION:-

The incumbent is responsible to the Chief, Field Microfinance Programme through the Credit Operations Manager and will be requested to function at different branches as needed.



 Primary Duties and Responsibilities

    

In accordance with established policy and procedures, the incumbent:

           

(A)    Is responsible for the collection of cash payments from delinquent borrowers and coordination of compliance activities with the Compliance Consultant in the assigned branch office;



(B)     Receives doubtful loans transferred from the regular portfolios to the bad-debt list and is responsible for monitoring each bad loan until the loan is repaid, court procedures are initiated, and/or the loan is written-off;



(C)    Meets with delinquent borrowers to negotiate loan recovery to ensure their understanding of legal consequences;



(D)    Follows up on bad debts that have been subject to legal judgement and coordinates additional action with the programme's Compliance Consultant if the loan goes into further default after a court judgement has been given;



(E)      Coordinates with the respective Branch Manager, as assigned by the Credit Operations Manager, the daily work activities and, where applicable, on liaising with banks and negotiating, through the Compliance Consultant, with notary publics and the police on the documentation, confirmation and collection of outstanding debt;



(F)      Prepares correspondence regarding the legal action, as coordinated with the Compliance Consultant, on freezing or seizing salaries in partial payment of outstanding bad debt;



(G)   Prepares and develops the monthly report format and monitoring procedures for the collection/compliance section of the programme;



(H)     Performs such other duties as may be assigned.

MINIMUM QUALIFICATIONS

Ø  Completion of a two-year post-secondary diploma in accountancy, marketing, business administration, law or a related discipline.

Ø  Two years’ experience of collection management in either a loan programme or sales company or similar experience, which would directly relate to the knowledge and abilities listed above.



Competencies

Ø  Communicate effectively in oral and written form;

Ø  Methods and techniques used to analyze the financial conditions of debtors and to make collections;

Ø  Ability to negotiate effectively within established guidelines;

Ø  Good computer skills and ability to use word processing and spreadsheets;

Ø  Understanding of law and regulations relating to debt and debt collection.

DESIRABLE QUALIFICATIONS

Ø  A first university degree in business administration, accountancy, marketing, law or related discipline.



ADDITIONAL INFORMATION



·         Possession of a valid driving license is required, as the incumbent of this post is required to travel frequently in the field in performance of his/her duties;

·         Willingness to work beyond working hours.



EQUIVALENCY

When the minimum requirements are not fully met, Field Director for Field Area staff and Director of Human Resources for Headquarters Area staff, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.

NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
