Senior Coordinator–Agricultural Water Conservation
Mercy Corps has been working hand-in-hand in Jordan with local communities and partners since 2002 to implement US, UN, EU, UK, and private donor funded projects. In 2006 Mercy Corps began implementation of a highly successful $30M USD Community Based Initiative for Water Demand Management (CBIWDM) project, which worked with 175 community-based organizations across Jordan to promote water demand management and energy saving and generating technologies. In addition, Mercy Corps is helping meet the immediate needs of vulnerable Syrian refugees in Jordan, supporting them and their Jordanian host communities to meet urgent and basic needs by developing and supporting short and medium-term economic opportunities while also improving the capacity of shared infrastructure and services, such as water systems, in order to serve an increased population. Mercy Corps now looks to start a new, multi-year USAID grant to build on lessons learned from 9 years of strong community development work in water resource management.
The Water Innovations Technology (WIT) project is a 5-year $35 million USAID-funded program designed to catalyze conservation in Jordan. Jordan is the fifth most water poor country on earth and urgent action is required to make better use of existing water resources due to economic, population, and climate pressures. The WIT will contribute to the overall objective of conserving water in Jordan, through the adoption and proven water-saving technologies and techniques, by achieving three integrated outcomes: 1) Water conserving technologies and behavior changes are adopted at the agricultural, community and household levels; 2) Access to financing for adoption of water conservation technology is improved; and 3) Institutions strengthened to support water saving technologies.
GENERAL POSITION SUMMARY:
The Senior Coordinator will be responsible for the implementation of parts of Outcomes 1 of the project; improve access to water-saving technology for agriculture. The WIT senior coordinator will work on increasing accessibility to and awareness of water conservation technology and practices that provide social and economic returns to farmers in the JV and the north through a supply and demand approach: introducing new, efficient technologies through demonstrations that create demand while simultaneously building a supply of easy-to-use technology kits. The senior coordinator will work on stimulating the demand for technologies – including Hydroponics - by establishing demonstration plots hosted by large, well-networked farmers, cooperatives and agricultural schools throughout the targeted geographic areas.
ESSENTIAL JOB FUNCTIONS:
Primary responsibilities include, but are not limited to the following:
- Support design, planning and implementation of these activities under outcome 1 which includes Agricultural water conservation and technology in addition to facilitating the supply of adapted, cost-efficient and scalable technologies, effectively marketed and subsidized by private sector equipment suppliers.
- Coordinate working closely with private and governmental entities to actively participate in the project activities
- Mobilize targeted farmers to participate in the design and implementation of the project activities
- Coordinate, in collaboration with Ag team leader, the tasks, duties and responsibilities of different activities.
- Develop and facilitate the writing of technical reports (quarterly and annual) and work plans development.
- Facilitate and technically support the production of advisory leaflets, face sheets and technical manuals.
- Support agriculture Team Leader in all operations related to the component activities
- Attend and actively participate in all staff and project meetings and in WIT
- Manage identification and composition of success stories and case studies documentation, where applicable.
- Follow up with the performance of partnered agricultural entities and guarantee effectiveness.
- Support overall monitoring and evaluation efforts of the implemented activities, data collection and analysis.
- Participate in the representation of the project to local municipalities and Communities
- Prepare reports including challenges and recommendations
- Facilitate the suppliers efforts on introduce innovative irrigation technologies to the farmers
- Provide technical support to farmers on installation and management of irrigation in collaboration with irrigation suppliers.
- Play focused role in the community meetings, mobilization and capacity building of the community leaders and local community members.
- Coordinate with other Mercy Corps Projects working on the same areas to coordinate the work and get easy access to communities and community leaders.
- Guarantee networking with relevant stakeholders. Foster and maintain connections and good relations.
- Support in the recruitment and training of the team to ensure quality and capacity to leading to the successful implementation of all project activities
Organizational Learning
As part of Mercy Corps' agency-wide Organizational Learning Initiative, all team members are responsible for spending 5% of their work time in formal and/or non-formal professional learning activities.
SUPERVISORY RESPONSIBILITY: Project Officer
REPORTS DIRECTLY TO: Agriculture team leader
WORKS DIRECTLY WITH: Mercy Corps WIT team and international and national partners
KNOWLEDGE AND EXPERIENCE:
● B.Sc. degree in Agricultural Engineering / studies, Environmental studies, water Engineering or related field.
● At least 10 years of experience in Agricultural water use, Irrigation, Water Resources management, Water Savings Technologies and Practices, Irrigation Management; Deficit Irrigation; Advanced Drip Irrigation, water demand management.
● Knowledge of principles and approaches of community mobilization, taking into account gender, age, disability and other dynamics
● Experience providing technical assistance and trainings to, as well as facilitating
Dialogue among, diverse community groups
● previous experience working on USAID-funded programs is desirable.
- Research and technical experience skills in irrigation systems management
- Proficient in programing and development computer software using Microsoft office tools and visual basic.
● Demonstrated effectiveness in communicating program objectives to a wide audience required; ability to represent Mercy Corps to international donors, government officials, local groups and community members is essential.
- Exemplary leadership and supervisory skills

● Fluency in Arabic required; English language proficiency required; spoken and written.
● Strong skills in writing project reports.
