Senior Officer - Community Engagement

About the MENA region

The MENA (Middle East and North Africa) region implements and manages programmes in Yemen, Occupied Palestinian Territories, Lebanon, Syria, Iraq, and Jordan.

Programmes within the MENA region reflect Oxfam’s approach to work across the globe. We support self-reliance, not dependency, and to complement our work on the ground we strive to secure lasting change through our campaigning.

We also put women at the heart of all we do. The majority of people living in poverty are women and girls, and so this focus helps us to achieve our mission to overcome poverty and suffering.

The Role

Oxfam is seeking an experienced and motivated person to fill the position of Senior Community Engagement Officer to implement the community engagement aspects of Oxfam’s WASH work in Za’atari Refugee Camp.
Oxfam views community engagement in WASH as a planned and dynamic process to connect communities and other humanitarian stakeholders to increase the community’s control over the impact of the response. It brings together the capacities and perspectives of communities and responders. Effective community engagement encompasses other sectors and teams within Oxfam and across the humanitarian sector more broadly. Oxfam uses community engagement so that:
  • Public health risks are reduced;
  • Communities’ right to be involved in decision making is upheld, through honest dialogue and the provision of clear information;
  • Programme quality is strengthened through good communication, participation and feedback (Quality Criterion 4 of the Core Humanitarian Standard);
  • The programme is adapted to the evolving context, based on this feedback and on the needs and preferences of affected communities;
  • Community acceptance and mutual trust underpins programme activities.
Oxfam’s WASH work covers solid waste management, recycling, litter picking and community engagement for WASH. In Za’atari camp, Oxfam is the lead actor for solid waste management, the lead WASH actor for 3 districts, and the biggest provider of Cash for Work opportunities.

Our role will require a range of skills and experience.
Essential
Education:
  • Degree from a recognised university or equivalent experience.
Experience:
  • At least 3 years of practical experience in an NGO or the humanitarian sector, with significant experience working with communities.  
  • Good understanding of power and gender
  • Experience in Water, Sanitation and Hygiene projects
  • Experience in community engagement or behaviour change programming
  • Experience in managing budget lines and following procurement processes
  • Experience of managing teams regardless of nationality, ethnicity, gender, or age with a focus on encouraging self-reflection and non-judgement.
  • Planning and problem-solving skills with a focus on creative thinking and negotiation, diplomacy and representation skills with all project stakeholders
  • Ability to work well under pressure to multiple demands, responding to changing needs, without losing sight of the strategic objectives.
  • Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations
  • Good written and spoken communication skills in English and Arabic
  • Commitment to the aims and objectives of Oxfam, including commitment to humanitarian principles and action Oxfam’s equal opportunity and gender policies

Desirable
Education:
  • Post-graduate qualification in a relevant subject (WASH, Social Science, Health, etc)
Experience:
  • Experience in Oxfam’s approach to Community Engagement
  • Experience in the inclusion of people living with disabilities and other vulnerable groups
  • Experience in child-focused activities

Key Attributes:
  • At ease working with Syrian refugee communities and being based in Za’atari Refugee camp.
  • Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.
  • Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work.
  • Commitment to Oxfam’s safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible.

Contract Length: One year, renewable.
