1- Partnership Finance Officer – AMAL
Job Overview/Summary:
The Partnership Finance Officer – AMAL is a position supporting key components of a USAID's Office of U.S. Foreign Disaster Assistance (OFDA)-funded program that includes health and nutrition; water, sanitation and hygiene (WASH); and shelter activities to support conflict-affected populations. Entitled Amal (“hope” in Arabic), the consortium will include international and Syrian partners with humanitarian response capacity. The Partnership Finance Officer role is responsible for reviewing sub-grant financial reports and supporting documents, liaising with sub-grantees to ensure completeness, correctness and accuracy of sub-grantee financial reports.
Major Responsibilities:
Financial Management
- Support effective review to partners’ financial reports and supporting documents to ensure compliance with the partnership agreement, donor regulations and IRC policy, providing feedback to partners as necessary and flagging any compliance and financial management issues to IRC management.
- Liaise with partner organizations to ensure completeness, correctness and accuracy of financial reports according PEER system, IRC policies and USG regulations.
- Prepare financial report reconciliations for Program and Finance review and sign off.
- Review and prepare partners cash requests, ensure a tracking system and matching of advance payments and expenses reported.
- Provide support to the management by tracking all partner budgets and financial reporting deliverables, inform Senior Partnerships Finance manager and the Amal Program team of any potential issues with spending and financial reporting.
- Support the Senior Finance Manager in the preparation of internal & external finance reporting.
- Liaise with the Senior Partnerships Finance Manager and Senior Finance Manager with regards to any financial reconciliation or payment request issues as necessary.
- Maintain the archiving and filing system related to all the sub-awards hardcopies and softcopies, filing all sub award financial records and make it available for management, internal /external audit and review.
- Inform the Senior Partnership Finance Manager of any reporting issue to ensure that all partners’ expenses are compliant with IRC and Donors requirements.
- Support the Senior Partnerships Finance Manager to ensure effective partnership finance management, including the timely payments to partners in accordance with partnership agreements, and timely action to resolve any challenges with financial management.
- Monitor partners’ BvA and spending, in collaboration with Amal program team, and proactively work with partners to agree steps addressing any issues identified in their spending.
- Support the Senior Partnerships Finance Manager and Senior Finance Manager to collaborate internal and external audit to ensure proper compliance with all regulations and to ensure that all partnerships files in hard and soft copy are 100% audit ready at all times.
Program Support & Capacity Strengthening
- Provide support in preparation and conduct of financial trainings for partner organizations.
- Liaise with partner organizations on regular basis to provide program support in areas of finance.
- Liaise with Amal programs to ensure the consistency between partners’ narrative reports and financial reports.
Monitoring
- Participate in financial and general compliance monitoring visits to partner organizations’ offices as per the monitoring plan.
- Draft financial and compliance monitoring reports and response plans after each monitoring visit when needed.
- Highlight any financial management issues found in the compliance monitoring visits, and participate in the partner’s capacity/performance development plan.

- Any other duties as assigned by the Senior Partnerships Finance Manager

Job Requirements: (Applicants missing any of the below requirements will not be considered for the position).
- BA degree or equivalent in Accounting, Finance or related field;
- Approximately 2 years of relevant work experience in Partnership, Audit, Sub grant monitoring, Financial management.
- Ability to conduct review and audit remotely
- Computer literate with significant experience in MS. Office, accounting package knowledge (SUN system) will be an added advantage.
- Previous experience with International NGOs and/or USAID/OFDA projects is highly desirable.
- Effective communication skills, both written and verbal
- Fluency in Arabic and English
- Excellent skill with MS. Excel is a must.
- Ability to prioritize among multiple tasks and make decisions.
- Willing to travel within the region.

2- ECD Technical Assistant
Job Overview
The ECD technical assistant’s will be responsible to support and follow up, on a daily and weekly basis, on the curriculum implementation and facilitators’ performance in all centers in both urban and camp settings. Also, the ECD Technical assistant will technically capacitate and train volunteers on Ahlan Simsim ECD content. He/she will also assist in data collection and conducting field assessment visits. The ECD Technical Assistant will report directly to the Senior ECD officer.
Responsibilities
- Monitor the work of the field based ECD facilitators through conducting regular onsite visits and assessments in order to ensure program quality.
- Provide technical assistance to facilitators in all centers.
- Support in capacitating ECD facilitators and IRC partners through planning and delivering ECD technical trainings in coordination with the ECD Technical manager.
- Support in conducting refresher trainings for facilitator on ECD content on a monthly basis.
- Ensure facilitators are implementing the IRC ECD/Ahlan Simsim curriculum for children and caregivers in all centers.
- Identify and report to the supervisor quality improvement needs and recommendations within specified geographic areas.
- Support in conducting assessments and data collection based on the Ahlan Simsim curriculum monitoring and evaluation tools.
- Conduct regular field visits to ensure successful program implementation for the centers and for the home visiting program using specific program monitoring tools provided by the supervisor.
- Submit weekly field reports including progress against targets and monitoring checklist results.
- Prepare a weekly schedule for trainings and field visits.
- Coordinate with IRC teams to collect recycled bottles, bottle caps, containers and cardboard
- Collaborate with relevant IRC field teams to enhance quality of program implementation.
- Perform other duties as assigned by the supervisor.

Job Requirements
Education
- University degree in the field of early childhood, social science and international development.
- Background in education/childhood development.
Experience
- Approximately 2 years of professional experience working with non-profit organizations or NGOs.
- Relevant experience and exposure to field work.
- Work experience in refugee camps and with projects directed to children, refugees and vulnerable populations are an asset.
Skills and Abilities
- Fluency in written and spoken Arabic and English
- Capacity to work under pressure, multitask and be a team player
- Capacity to operate in a multicultural environment
- Strong knowledge of Microsoft Office (Word and Excel)
- Strong communication, facilitation and coordination skills
Working Environment:
IRC Amman office with frequent visits to the camps (Zaatri and Azraq) also the urban cites (Irbid, Ramatha, Mafraq and Amman)
