The main responsibilities include:
 Under the direct supervision of the Human Resources Officer (Headquarters),
supervising the Entitlements (Area) Section staff and activities; ensuring accurate
processing of payroll and data elements and certifying monthly payroll; arranging
document management in the Area Human Resources Operational Services Division
(HROSD); ensuring confidentiality and accuracy of the Area HROSD files and records;
monitoring Headquarters staffing tables for Area posts and ensuring all needed post
actions are undertaken;
 Ensuring compliance with Staff Regulations and Staff Rules, Staff Management
Directives, Instructions, Circulars and HR manuals by directing, controlling and verifying
all actions taken by the Area HROSD which have an impact on area staff members;
 Providing statistical analysis related to various Area HROSD issues and enquiries;
analyzing relevant Area HROSD patterns and trends and providing advice accordingly;
 Assisting in the development and implementation of HR Policy and Procedures manual
governing the HRM system Agency-wide;
 Determining eligibility of Headquarters Area Staff members for benefits as established
under the provisions of Staff Rules, Regulations and Directives; supervising the
preparation of contracts and personnel actions and advising Department Heads on
determinations concerning their staff accordingly;
 Providing systematic briefing arrangements for new entrants to Agency Headquarters
and for retirees; counselling staff members on HR matters;
 Ensuring maintenance of Area staff records and preparing related correspondence for
the Director of Human Resources and Commissioner-General’s signature.
To qualify for this position, you will need:
Education University degree from an accredited educational institution in human
resources, business, public administration, management or other
related discipline;
Work
experience
Six years of progressively responsible and relevant experience in
human resources, of which at least two years should have been at a
supervisory level and at least one year in entitlements
administration, in a governmental, international or large commercial
organization;
Language(s) Excellent command of spoken and written English.
Desirable qualifications:
 Training/certification in Human Resources;
 Advanced knowledge of UNRWA’s staff rules and regulations.
You will also need to demonstrate the following competencies:

Competencies of Communication, Working with People and Drive for Results apply by

 Proficiency and knowledge of human resources and staff entitlements;
 Proficiency in standard Agency computer applications;
 Excellent drafting and report writing skills in English;
 Excellent communication skills;
 Proven ability to establish effective internal work relationships at all levels;
 Good judgment and decision-making skills;
 Ability to work under pressure;
 Ability to supervise staff;
 Ability to take initiative.

When the minimum requirements are not fully met, the Director of Human Resources may

Conditions of service
Monthly basic salary JD 1098.90 plus special occupation allowance of 25% of the basic
salary. Other benefits include monthly Provident Fund contribution (15% of basic salary paid
by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency
allowance (if applicable).
