Senior M&E Officer


PROGRAM/DEPARTMENT SUMMARY:
Syrian refugees and asylum seekers began fleeing the insecurity and entering the Hashemite Kingdom of Jordan as early as March 2011. Currently, the estimates show that there are more than 800,000 registered and unregistered Syrian refugees residing in Jordan. Approximately 80% of Syrians refugees are living among host communities, rather than in camps. While host communities are trying to meet the needs of Syrians, they are struggling as their scarce resources continue to be stretched to the limit. Frictions between Syrians and Jordanian have emerged.
Mercy Corps has initiated conflict mitigation interventions to address growing tensions in the host communities. Mercy Corps will build capacity of Syrian and Jordanian community leaders in high-risk communities to resolve local conflicts and build consensus around common problems and joint actions required to solve them. Through small grants, Syrians and Jordanians will work on joint community projects that address these sources of instability in their communities.
GENERAL POSITION SUMMARY:
The Senior Monitoring and Evaluation Officer is responsible of specific activities that help quantify, analyze, and document the impacts and outputs of the “Strengthening social capital and reducing tensions between Jordanian host communities and Syrian Refugees” program including data collection, data management, and data analysis. Therefore, the Senior Monitoring and Evaluation Officer will be responsible for supporting the senior M&E coordinator in handling the M&E activities and leading relevant processes.  . For that purpose, the Senior Monitoring and Evaluation Officer will be responsible for assisting the process of designing the M&E plan, M&E forms in addition ensuring that data collection is performed in a timely manner. Also, he/she should participate in data entry and leading the process of data analysis  and generating reports while supervising the M&E officers.
Essential Duties and Responsibilities:
  1. Contribute in developing systematic and realistic M&E plans that capture required data to report on program indicator.
  2. Develop Data collection tools as needed besides managing, and controlling the data collection process from the field in a timely manner.
  3. Support in developing project forms and ensure its collect-required data that comply with program indicators.
  4. Assist in building the capacity of program team and partners i.e CBOs on data collection and management, analysis and  reporting to be compatible with donor requirements
  5. Contribute in developing project forms and ensure it collect required data that comply with project indicators.
  6. Update program databases on weekly basis.
  7. Coordinate with the program teams to ensure that monitoring activities are being performed according to schedule and that data collection is adequately completed.
  8. Work with the field teams to compile the monthly reports information
  9. Work on Tola system rollout for the program on a regular basis.
  10. Work with Data protection focal point .
  11. Provide support in deciding on data analysis procedures and use of quantitative or qualitative analysis tools
  12. Analyze data and provide summary reports as requested.
  13. Provide support for the Minimum Standards filing system of the program.
  14. Support M&E team in identification and composition of success stories, disputes, and case studies documentation, where applicable
  15. Lead on collecting, compiling and disseminating program team field reports or progress reports on a regular basis.
  16. Travel to all areas of work, carry out survey, and conduct both individual as well as focus group interviews in the targeted areas of work
  17. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  18. Other duties as assigned.
SUPERVISORY RESPONSIBILITY: M&E Officer
REPORTS DIRECTLY TO: Senior M&E Coordinator
WORKS DIRECTLY WITH: Program Manager, MC Monitoring, Evaluation and learning Advisor, Project Coordinators.
KNOWLEDGE AND EXPERIENCE:
  • Minimum BA degree in Statistics, Business, Economics, or other relevant field.
  • Minimum of 3 years’ experience in Monitoring and Evaluation.
  • Minimum 3 years’ experience in performing required tasks in a complex emergency or relief context.
  • Having a prior experience in managing/supervising teams is required.
  • Excellent oral and written communication skills.
  • Demonstrated skills in data collection, statistical analysis methods, and database management.
  • Experience with data analysis and/or data management.
  • Familiarity with data collection and monitoring and evaluation tools.
  • Proficiency in written and spoken English is desirable.
  • Proficiency in Microsoft Office applications including Excel and Word is required
  • Proficiency in developing XLS forma and using ODK/COBO is required.
  • Using PowerBI is plus.
