Mechanical Engineer Officer

Program Summary:

Syrian refugees and asylum seekers began fleeing the insecurity and entering the Hashemite Kingdom of Jordan as early as March 2011. Currently, the estimates show that there are more than 800,000 registered and unregistered Syrian refugees residing in Jordan. Approximately 80% of Syrians refugees are living among host communities, rather than in camps. While host communities are trying to meet the needs of Syrians, they are struggling as their scarce resources continue to be stretched to the limit. Frictions between Syrians and Jordanian have emerged.

Mercy Corps has initiated “Strengthening Social Capital and Reducing Tensions between Jordanian Host Communities and Syrian Refugees” Project to enhance stability and social cohesion in Jordan, and to address growing tensions in the host communities. Mercy Corps will build capacity of Syrian and Jordanian community leaders in high-risk communities to resolve local conflicts and build consensus around common problems and joint actions required to solve them. Syrians and Jordanians will work on joint community projects that address these sources of instability in their communities.

Engineering Department Summary:

Engineering Department is a support team providing Engineering leadership, technical support and construction supervision, in both humanitarian and development contexts. Engineering team manages the quality, cost and time of engineering projects that have been developed by the programs. This includes but not limited to any scope related to construction, infrastructure works, water, sanitation, and hygiene.

General Position Summary:

The Mechanical Engineering Officer will support the Electro-Mechanical Manager and Director of Engineering in daily smooth running of the Engineering Department. S/he is responsible for all mechanical aspects of the engineering process in regards of Supervision, contracting and contract management of all infrastructure projects. S/He insures compliance with donor regulations, local laws and Mercy Corps internal policies and procedures.

He works closely with the Electro-Mechanical Manage to ensure all related contractual issues are carried out in a timely manner. S/He is responsible for management of on-going projects to ensure compliance with Mercy Corps procedures, local laws and to ensure best value for money.

S/He assists the Electro-Mechanical Manager with project development and project/budget management as needed in relation to mechanical works.

The Mechanical Officer Engineer is responsible for Water projects. This include updating progress of each project, site supervision, monitoring of contractor’s work, prepare BOQs, review and check invoices submitted by contractors, quantity surveying works, working closely with project team to assist sites before moving forward with projects, update any required drawings on AutoCAD and assist the Electro-Mechanical Manager in day to day reporting. He will work closely to ensure the day to day activities is implemented according to schedule. He provides support to all team members.

He reports to the Electro-Mechanical Manager.

Essential Duties and Responsibilities:

Primary responsibilities include, but are not limited to the following:

Implementation of all mechanical components of the project and full coordination with Electro-Mechanical Manager
Site experience conducting inspections as required and as requested
Check invoices and process payments related to mechanical works
Quantity surveying and prepare assessment reports
Fill all necessary documents in relation to inspections, reports and reject any non-conformant work 
Report on project progress
Ensure establishment and maintenance of good relationships with communities, village councils and local government in the target districts
Attend and actively participate in all staff and project meetings
Ability to work effectively with an ethnically diverse team in a sensitive environmental
Work on weekends and after normal working hours if necessary
Works with the Electro-Mechanical Manager & Engineering team to develop timely and realistic plans
Ensures donor compliance
Follows up with the Electro-Mechanical Manager & Director to ensure contractual issues are being carried out in a timely fashion and supports as needed
Connects with Contractors as needed on Mechanical technical issues
Ensure Contractual Documentations are correct and all activities are documented
Works with the Engineering Team to develop tender documents (SOW, designs, BOQ etc. to water projects)
Other duties as assigned.
Accountability:

Supervisory Responsibility: Engineering Department

Reports Directly to:  Electro-Mechanical Manager

Works Directly with: Engineering department, Program team & Contractors.

Knowledge & Experience:

University Degree in Mechanical Engineering or related fields
3-5 years of experience in water/ WASH projects.
Site experience with good knowledge in quantity surveying, specifications for mechanical works, water tanks, pumps, water and sewerage systems and networks
Experience in AutoCAD is a plus
Proficiency in Microsoft Office applications including Excel and Word.
Ability to work independently and as part of a team
Excellent oral and written communication skills
Good spoken and written English and ability to prepare reports in English

S/he will be responsible for managing site activities for all infrastructure projects allocated to him/her in compliance with Mercy Corps policies and interests. S/He insures compliance with donor regulations, local law and Mercy Corps internal policies and procedures. S/He works closely with the Construction Manager to ensure all related contractual issues are carried out in a timely Manner and within the allocated budget and quality frame.

S/He is responsible for management of on-going projects to ensure compliance with Mercy Corps procedures, local laws and to ensure best value for money. He assists the Construction Manager/Engineering Director with project development and project/budget management as needed.

The Engineering Officer is responsible for various infrastructure projects at different locations in Jordan. This includes and not limited to updating progress of each project, site supervision, monitoring of contractor’s work, performing physical site inspections. Also, review and check invoices submitted by contractors, quantity surveying works, working closely with project team to assist sites before moving forward with projects, update any required drawings on AutoCAD and assist the Construction Manager in day-to-day reporting and activities.

Familiarity with safety procedures and quality control for construction sites tools
Proficiency in Microsoft Office applications including Excel and Word.
Ability to work independently and as part of a team
Computer literate and strong organizational skills
Excellent oral and written communication skills
Good spoken and written English with ability to write reports in English language
