Emergency Relief Assistant

BACKGROUND:
The United Nations Relief and Works Agency for Palestine Refugees (UNRWA) runs three main
programs: Education, Health, and Relief and Social Services .
As a result of the Syrian crisis, an Emergency Response Unit has been established to respond the
needs of Palestinian refugees who fled from Syria to Jordan (currently approx.17, 500), as a result
to the March 2011 conflict. The vast majority of PRS in Jordan live in communities with host families
or in rental premises .
PRS in Jordan access UNRWA Relief, education and health services, straining the existing
capacities of the Agency. Prolonged displacement have exhausted refugees copying
mechanisms as they are becoming more vulnerable and in dire need of assistance.

PLACE IN THE ORGANIZATION:-
Under the direct supervision of Emergency Coordinator, and in coordination with Area Offices,
the Emergency Relief Assistant will be responsible for the following key duties:
Primary Duties and Responsibilities

 Need and Case Assessment:
o Coordinate filed work with ARSSO and SWs in terms of periodical planning and
assignments
o Follow up on work progress and review assessment activities and
recommendations,
o Ensure regular update of information in RRIS related to registration and
assessment,
o Review case files ensuring inclusion of updated and proper documents,
o Conduct random joint assessment visits,
o Occasionally perform spot check visits of assessed cases,
 Emergency Cash Assistance:
o Review received applications,
o Monitor response action on received applications,
o Review and discuss assessment reports and recommendation,
o As needed, conduct visits to applicants household for confirmation and/or
reassessment,
o In accordance to agreed criteria, submit joint assessment/recommendation
reports for FRSO approval,
o Follow up on receipt and use of assistance in accordance to approve assessedneeds.
o Prepare regular financial and monitoring reports on assistance and utilization.
 Post distribution Monitoring:
o Participate in HQs/JFO discussions regarding the use of common PDM.
o Propose the required sample for the quarterly PDM.
o Work at Area Office on implementation plan of PDM in accordance to agreed
samples, ensuring deployment of different teams than those previously
conducted assessment, at certain geographical area.
o Jointly conduct random household visits, telephone contact, office interviews as
well as FGDs .
o Review daily digital inputs ensuring quality of monitoring and draw attention to
any concerns,,
o Participate in data analysis and preparation of monitoring report.
 KAP Coordination:
o Coordinate with KAP SW and ensure to have up to date list of beneficiaries.
 Perform other duties as may be assigned.
o Monitor Emergency Activity Info database, follow up with Social Workers on
pending activities related to referrals, surveys and PRS queries and provide
monthly reports related to the data updated in the system and take part of
interagency working groups (Livelihood).
MINIMUM QUALIFICATIONS
 A university degree in sociology, social work, business administration, computer science or
any related field .
 Four years of relevant experience.
 Good knowledge of English language and fluency in Arabic language .

OVERALL OBJECTIVE OF ACTIVITY
- Provision of UNRWA quality and timely assistance to PRS in Jordan .
- Ensuring proper use of UNRWA/Donors resources, in accordance to set-up rules and
regulations, in line with the priorities outlined in the Agency’s Syria Emergency Appeal
UNRWA's RESPONSIBILITY
UNRWA will provide institutional support and facilitation. This is in terms of providing the incumbent
with relevant names and contact information for key stakeholders as well as data requested by
him/her if data is available at UNRWA departments and Emergency Response Unit.
Other Information
 Only candidates residing in Jordan with authorization to work in that duty station at the time of
application are eligible to apply. The Agency will not assume responsibility or accountability
to support or facilitate the issuance of work permit in the duty station, and without a valid work
permit, the appointment may be rescinded since the agency will not provide coverage for
relocation costs.
 Since this vacancy is an Area staff post, the Agency will not provide coverage for relocation
costs.
EQUIVALENCY
When the minimum requirements are not fully met, Field Director for Field Area staff and Director
of Human Resources for Headquarters Area staff, in consultation with the concerned supervisor
may exceptionally substitute part of the unmet requirements with a combination of relevant
academic qualifications, additional professional training and progressive relevant work
experience.
NB: Work experience alone or formal qualifications with no relevant work experience are not
considered an acceptable combination.
